D. Cornell University 2015 Ever since the 1998 bombings of American embassies in Nairobi and Dar es Salaam, especially post - 9/11 and the “War on Terror,” the Kenyan coast and the Indian Ocean beyond have become flashpoints for national and international security. The predominantly Muslim sailors, merchants, and residents of the coast, with transnational links to Somalia, the Middle East, and South Asia have increasingly become the object of suspicion. Governments and media alike assume that these longstanding transnational linkages, especially in the historical sailing vessel or dhow trade, are entwined with networks of terror. This study argues that these contemporary security concerns gesture to an anxiety over the coast’s long history of trade and social relations across the Indian Ocean and inland Africa. At the heart of these tensions are competing notions of sovereignty and territoriality, as sovereign nation-states attempt to regulate and control trades that have historically implicated polities that operated on a loose, shared, and layered notion of sovereignty and an “itinerant territoriality.” Based on over twenty-two months of archival and ethnographic research in Kenya and India, this dissertation examines state attempts to regulate Indian Ocean trade, and the manner in which participants in these trades maneuver regulatory regimes.

Seizure statistics for the 1980s indicate that 70% of the total quantity of drugs intercepted in the trafficking stage were inter­ dicted in the maritime sector or attributed to having been transported by sea. More significantly, it appears that only between 8 - 12% of the total volume of drugs trafficked are intercepted. The use of the sea­ borne modes of transport is the result of planetary geography which made the maritime medium one of only two ways by which drugs may enter several states.

Mshenga Kilichoundwa kwa kamba A vessel sewn with coir ropes Na misumari ya miti And fixed with wooden pegs Hakipakii sambamba Is not loaded the same way Na Mkele hakipiti and does not go beyond Mukalla Ngololo angakiwamba It is infested with ngololo insects Hukila kivutivuti(1) Gradually eating it The mtepe was a uniquely Swahili double-ended vessel in which the planks were sewn with coir ropes instead of being nailed, like the one mentioned in the Periplus of the Erythraean Sea in the 1st century. The last such vessel was built in the 1930s in the Lamu archipelago, its orig- inal homeland, and is now extinct. A life-size vessel was built in Zanzibar in 2003 as a centre- piece for an exhibition on the Dhow Culture of the Indian Ocean in the House of Wonders Museum. It was designed and built on the basis of intensive research by Abdul Sheriff using all the available sources, and an illustrated summary was prepared and translated into Kiswahili for the benefit of the prospective dhow builder.(2) With the help of Ahmed Shaikh Nabahany, a foremost expert on Swahili culture in Mombasa, a dhow builder, Fundi Mohammed Bwana of Kizingitini was located in Lamu. The construction of the mtepe was supervised by Khamis Abdalla and Ame Mshenga. The following is an account of how it was built, and the discrep- ancies that crept in between what we had gleaned from written sources and contemporary photographs and drawings, and the memory of the dhow builder about what he was told by his grandfather when he was a young boy.

April 19, 2021 Copyright 2021 by Siwei Wang All Rights Reserved ii POST-IMPERIAL WATERS: OCEANIC FORM AND POLITICS IN 21ST-CENTURY GLOBAL SOUTH NOVELS Siwei Wang, B.A. Thesis Advisor: Nicole Rizzuto, Ph.D. ABSTRACT This thesis investigates the oceanic imaginaries of three contemporary Global South novels—Abdulrazak Gurnah’s By the Sea (2001), Zakes Mda’s The Whale Caller (2005), and Yvonne Adhiambo Owuor’s The Dragonfly Sea (2019). I argue that the three novelists mobilize aqueous discourses to express political concerns regarding empires and modern nations’ control over the ocean commons, a process of territorial expansion, exploitation, and dispossession that lasts from the colonial period to the contemporary age of post- and neocoloniality. Drawing upon different oceanic properties including unboundedness, drift, fluidity, and solvency, the three authors from the South work to unsettle the general portrayal of their living environment in the Global North, that is, the distant, exotic, and empty seascape. In the first chapter, I concentrate on the coastal imaginaries of By the Sea. I assert Gurnah’s novel uses several formal tactics to undermine colonial and state powers’ governance of the littoral space. By considering the ancient Indian Ocean trade and the ocean’s deep time, the novel further relativizes modern empires and humans’ mastery over the seashore.
