It is part of a series from DW Akademie looking at practices, challenges and futures of investigative journalism (IJ) around the world. The paper is intended as a stepping stone, or a springboard, for those who know little about investigative journalism, but who would like to know more. It is not a defense, a mapping or a history of the field, either globally or regionally; nor is it a description of or guide to how to conduct investigations or an examination of investigative techniques. These are widely available in other areas and (to some extent) in other languages already. Rooted in 17 in-depth expert interviews and wide-ranging desk research, this report sets out big-picture challenges and oppor- tunities facing the IJ field both in general, and in specific regions of the world. It provides donors with an overview of the main ways this often precarious field is financed in newsrooms and units large and small. Finally it provides high-level practical ad- vice — from experienced donors and the IJ field — to help new, prospective or curious donors to the field to find out how to get started, and what is important to do, and not to do. -

2017 - 2020 IMPACT REPORT A word from the founder and director| In October 2017 as we were preparing to launch a collaborative " network of journalists dedicated to pursuing and publishing the work of other reporters facing threats, prison or murder, prominent Maltese investigative journalist Daphne Caruana Galizia was horrifically silenced with a car bomb. Her murder was a cruel and stark reminder of how tenuous the free flow of information can be when democratic systems falter. We added Daphne to the sad and long list of journalists whose work Forbidden Stories is committed to continuing. For five months, we coordinated a historic collaboration of 45 journalists from 18 news organizations, aimed at keeping Daphne Caruana Galizia’s stories alive. Her investigations, as a result of this, ended up on the front pages of the world’s most widely-read newspapers. Seventy-four million people heard about the Daphne Project worldwide. Although her killers had hoped to silence her stories, the stories ended up having an echo way further than Malta. Abstract: 2017 has been described as a decisive year for the Republic of Moldova. Following years of economic and political turmoil, it is more urgent than ever before that crucial reforms are not only adopted, but fully implemented – primarily within justice, media and banking sectors. Using a theory of impartial institutions and two central theories of state intervention into media markets, this counterfactual deductive thesis sets out to investigate arguments for and against a system of state subsidies to private media as a tool to increase Quality of Government in Moldova. Through analyses of qualitative interviews with six country experts within relevant fields as well as secondary data, the conclusion of this single case study is primarily confirming previous research indicating on the one hand, that a more social responsible role of the state within Eastern European media markets is a realistic future path, on the other hand it can hardly be expected soon. Further, the possibility of media to improve Quality of Government is perceived as low – even with sufficient financial resources – due to lack of other prerequisites such as accessibility, accountability and responsiveness; as well as low scores on crucial indicators such as corruption, law and order and quality of bureaucracy. -

Sweat, by Lynn Nottage, was developed by co-commission from the Oregon Shakespeare Festival’s American Revolutions: The United States History Cycle and Arena Stage. The play is centered on the working class of Reading, Pennsylvania. Lynn Nottage began working on the play in 2011 by interviewing numerous residents of Reading, Pennsylvania, which at the time was, according to the United States Census Bureau, officially one of the poorest cities in America, with a poverty rate of over 40%. Nottage has said that she was particularly influenced by a New York Times article reporting on the city specifically, and by the Occupy Wall Street movement more generally. She explored the effects on residents of the loss of heavy industry and the changing ethnic composition of the city. Shifting in time between 2000 and 2008, taking place mostly in the local bar, Sweat tells the story of a group of friends, who have spent their lives sharing drinks, secrets, and laughs while working together on the factory floor. When layoffs and picket lines begin to chip away at their trust, the friends find themselves pitted against each other in a heart-wrenching fight to stay afloat. “…a cautionary tale of what happens when you don’t know how to resist.” – Time Out New York “Nottage feels that what unifies her plays is their “morally ambiguous heroes or heroines, people who are fractured within their own bodies, who have to make very difficult choices in order to survive.”… The plays also give voice to marginalized lives.” – The New Yorker Winner of the 2017 Pulitzer Prize for Drama On her research and approach to developing the play while in Reading, Nottage adopted the motto, “Replace judgement with curiosity.” It would be tested. -

The Organized Crime and Corruption Reporting Project (OCCRP) broke the story of the Laundromat in 2014, but recently the reporters from OCCRP and Novaya Gazeta in Moscow obtained a wealth of bank records which they then opened to investigative reporters in 32 countries. Their combined research for the first time paints a fuller picture of how billions moved from Russia, into and through the 112 bank accounts that comprised the system in eastern Europe, then into banks around the world. Reporters can now say that much of the money ultimately found its way to Russian businessmen who own groups of companies involved in construction, engineering, information technology, and banking. All held hundreds of millions of US dollars in state contracts either with the government directly, or with state-owned entities. They are named in this project and their spending sprees on fancy autos, prep school fees, furs, and electronics are revealed. -

Ethics in Crisis: Observations from the Frontlines of COVID-19 with Dr. Sheri Fink Dr. Sheri Fink Correspondent The New York Times Dr. Sheri Fink is the author of the New York Times bestselling book, Five Days at Memorial: Life and Death in a Storm-Ravaged Hospital (Crown, 2013) about choices made in the aftermath of Hurricane Katrina. She is also an executive producer of the Netflix documentary television series Pandemic: How to Prevent an Outbreak (2020). She is a correspondent at the New York Times, where her and her colleagues' stories on the West Africa Ebola crisis were recognized with the 2015 Pulitzer Prize for international reporting, the George Polk Award for health reporting, and the Overseas Press Club Hal Boyle Award. Her story "The Deadly Choices at Memorial," co-published by ProPublica and the New York Times Magazine, received a 2010 Pulitzer Prize for investigative reporting and a National Magazine Award for reporting. A former relief worker in disaster and conflict zones, Fink received her M.D. and Ph.D. from Stanford University. Her first book, War Hospital: A True Story of Surgery and Survival (PublicAffairs), is about medical professionals under siege during the genocide in Srebrenica, Bosnia-Herzegovina. Five Days at Memorial was the winner of the National Book Critics Circle Award for nonfiction, the PEN/John Kenneth Galbraith Award for nonfiction, the Ridenhour Book Prize , the J.
