Therefore, this policy seeks to update the Recommended Plant Lists by identifying invasive plant species and disease or pest ridden plants for their removal and prohibition from further planting in Howard County and to add other available native plants which have desirable characteristics for street tree or general landscape use for inclusion on the Recommended Plant Lists.     Intro 1996 National List of Vascular Plant Species That Occur in Wetlands The Fish and Wildlife Service has prepared a National List of Vascular Plant Species That Occur in Wetlands: 1996 National Summary (1996 National List). The 1996 National List is a draft revision of the National List of Plant Species That Occur in Wetlands: 1988 National Summary (Reed 1988) (1988 National List). The 1996 National List is provided to encourage additional public review and comments on the draft regional wetland indicator assignments. The 1996 National List reflects a significant amount of new information that has become available since 1988 on the wetland affinity of vascular plants. This new information has resulted from the extensive use of the 1988 National List in the field by individuals involved in wetland and other resource inventories, wetland identification and delineation, and wetland research. Interim Regional Interagency Review Panel (Regional Panel) changes in indicator status as well as additions and deletions to the 1988 National List were documented in Regional supplements. The National List was originally developed as an appendix to the Classification of Wetlands and Deepwater Habitats of the United States (Cowardin et al.1979) to aid in the consistent application of this classification system for wetlands in the field.. The 1996 National List also was developed to aid in determining the presence of hydrophytic vegetation in the Clean Water Act Section 404 wetland regulatory program and in the implementation of the swampbuster provisions of the Food Security Act. While not required by law or regulation, the Fish and Wildlife Service is making the 1996 National List available for review and comment.

    Hollies Types of Holly Within the Holly (Ilex) family there are many species, both evergreen and deciduous. To ensure berry production, male and female plants need to be present. One male plant is capable of pollinating 4-6 females as far as a 1/4 mile radius. Blue or Meserveae Holly (Ilex x meserveae) is a medium sized broadleaf evergreen shrub with dark, waxy blue-green foliage and attractive berries on the female plant. These hollies are often used as hedges or foundation shrubs. Winterberry Holly (Ilex verticillata) is one of the best native deciduous shrubs for fall and winter fruit. These hollies thrive in wet areas, and tolerate sun or shade. Their berry laden stems are outstanding in winter, plus provide food for many varieties of birds. Inkberry Holly (Ilex glabra) is a broadleaf evergreen shrub with an attractive upright, oval growth habit and bright green lustrous foliage. Its berries are a deep purple-black and less significant than other holly varieties and does not require a pollinator. It is one of the few evergreen shrubs that can thrive in a wet site. Culture Location Evergreen hollies do best in full sun or partial shade. Avoid areas where they may be subject to drying winter winds. Winterberry deciduous holly can be planted in sun or partial shade. Best fruit production will be in a sunny site. Soil Preparation Hollies prefer moist, well-drained, acidic soils. Prepare soil with 1/3 topsoil to 2/3 Stauffers Planting Mix. Fertilize with Holly-tone in spring and fall. Pruning Next year’s flower buds on Blue Hollies and Winterberry are set on the current season’s growth by late June.

These wetlands are dominated by a mixture of black spruce (Picea mariana) and tamarack (Larix laricina). These are trees of short stature (<30 feet) growing as a sparse overstory (<40% cover). The substrate consists of deep, poorly decomposed peat. The woodland is often found interior (i.e., closer to the middle of the wetland) to the Black Spruce-Tamarack Peatland Forest and on the edge of the low-shrub bog. There is generally very little groundwater or surface water enrichment in these systems, resulting in nutrient stressed, stunted trees. Other trees that may occur include gray birch (Betula populifolia) and red maple (Acer rubrum). The sparse woodland gives way to tall black spruce and tamarack (Black Spruce – Tamarack Peatland Forest) away from the bog mat and this peatland forest gives way to a fringe of hemlock and other tall trees at the outer edge of the wetland where organic soils thin and become mineral.
