Will the Minister for Defence be pleased to state the names of the projects / units and housing colonies in various cities under the administrative control of , , , (AWT) and Defence Housing Authorities (DHAs) indicating also the year in which the respective projects / units were launched?

Khawaja Muhammad Asif: Requisite information pertaining to DHAs, Bahria Foundation, Army Welfare Trust (AWT) and Fauji Foundation alongwith names of projects, city and year of launch is as under:—

(a) DHAs

(1) DHA . It was raised as befencc Officers Cooperative Housing Society (PDOCHS) in 1952. Later it was re- designated as DHA Karachi in 1980 through Ordinance No. XLI dated 9th August 1980. 2 (2) DHA Lahore. It was established as Defence Housing Society in 1973 and later re-designated as DHA Lahore in 2002 through Chief Executive’s Order No. 26 dated 19th September 2001. Three chapters were raised in year 2014 at Multan, and .

(3) DHA /. Initially DHA Islamabad was raised as Army Welfare Housing Scheme (AWHS) in 1988. DHA Islamabad was later promulgated through Ordinance No. LI dated 26th September 2007 and DHA Rawalpindi was promulgated through Act No. XI 2013 dated 14th January 2013.

(4) DHA Peshawar. It was established as DHA Peshawar through N.W.F.P. Ordinance No.III dated 14th March 2008.

(5) DHA Quetta. It was established as DHA Quetta through Act No.XI dated 2nd October 2015.

(b) Bahria Foundation. Bharia Foundation is not administrating any housing colony any where in Pakistan. However, an offshore tolling type LNG project is under consideration.

(c) Army Welfare Trust (AWT). AWT was established in early 70s. Its subsidiaries alongwith year of launching/ establishment are as under:— 3

(d) Fauji Foundation (FF). FF was established in 1954. Business units alongwith year of launching are as under:— 4

(e) Shaheen Foundation. Shaheen Foundation is a trust of the which was established in 1977 under the Charitable Endowment Act 1890. The foundation was created to promote welfare activities for the benefit of serving and retired PAF personnel including civilians and their dependents, and to this end generates fund through industrial and commercial enterprises.

Will the Minister for Defence be pleased to state:

(a) the details of areas of the Line of Control (LOC) where India have erected fences so far; and

(b) the steps taken by the present Government to stop India from fencing more areas on the LOC?

Khawaja Muhammad Asif: (a) India has laid 460 x km fence along the LOC. The fence is 500 meters away from the LOC.

(b) Part (b) of the Question pertains to Ministry of Foreign Affairs.

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the number of official vehicles owned by the National Police Bureau, Islamabad at present;

(b) whether it is a fact that a number of the said vehicles are being utilized by non-entitled officers of that Bureau, if so, the details thereof; and

(c) the names and designations of the non-entitled officers using those vehicles indicating also the reasons for the same in each case?

Chaudhry Nisar Ali Khan: (a) The question has asked for number of vehicles owned by the NPB. Details of NPB vehicles are as follows:—

(i) Toyota Prius (2015) = 02

(ii) Suzuki Cultus — (Model 2002) = 06 6 (iii) Toyota Corolla — (1994) = 01

(iv) Suzuki Bolan — (Model 2002) = 01

Total = 10

(b) Four Suzuki Cultus’ have been allotted to different sections of NPB to perform their assigned responsibilities and the same are also being utilized for pick & drop of officers upon deduction of their conveyance allowance.

(c) No non-entitled officer is using an official vehicle. Pick and drop facility, however, is extended to officers against deduction of conveyance allowance.

Will the Minister for States and Frontier Regions be pleased to state:

(a) the names, designations, grades and date of appointment of the persons appointed in FATA Development Authority (FDA) on regular, contract and daily wages basis during the last five years indicating also the salary, allowances and other fringe benefits admissible to them;

(b) the rules / procedure adopted for the appointment of the said persons;

(c) whether it is a fact that there is an “urgency clause” in the FDA rules under which the Chief Executive of the said Authority is empowered to make appointment, if so, the details thereof; and

(d) the names, designation, grades and dates of appointment and termination of the persons appointed by the Chief Executive of that authority under the said clause during that period indicating also the pay, allowances and other fringe benefits admissible to them?

Lt. (Retd.) : (a) During last five years, 01 Assistant Manager (BPS-17), and 01 Agency Coordination Officer (BS-17), 04 Assistant (BS-14), 08 Computer Operator (BS-12), 08 Drivers (BS-04) and 7 02 Naib Qasids-(BS-01) have been appointed in the year 2011-12 after fulfilling all codal formalities as per prescribed procedure laid down in the FDA Employees (Appointment, Promotion and Transfer) Rules, 2008. List of appointees is attached at Annex-I.

(b) All employees mentioned at Annex-I have been appointed in the year 2011-12 after fulfilling all codal formalities as per prescribed procedure laid down in the FDA Employees (Appointment, Promotion and Transfer) Rules, 2008.

(c) The Chief Executive, FDA has been empowered to appoint a person in urgency under Rule 9 (Appointment in urgency) of FATA-DA Employees (Appointment, Promotion & Transfer) Rules 2008 and section 14 (2) of FATA Development Authority (Appointment against Project Posts) Standing Order October 2011. All such appointments are for short span of six months to complete projects in the scheduled time in far flung FATA. Mostly these are local inhabitants. They have no right of regular appointment. It varies with time depending on number of projects in hand in a given time.

(d) The services of Technical staff are urgently required for smooth running and supervision of construction activities at the site of project. Work on the Small Irrigation Schemes is in progress in the remote areas of FATA i.e South Waziristan Agency, North Waziristan Agency and Kurram Agency. Usually Engineers of local areas are given preference for timely completion of work on these projects and security concerns. The list of Technical Staff appointed under urgency clause on fixed salary under PSDP Pay Package is at Annexure-II. Their services, stand terminated automatically on expiry of their contract.

It is pertinent to mention here that FATA-DA is a thin/lean organization working on corporate lines and private public partnerships in its mandated sectors of Small Dams, Skill Development, Minerals and Industries. The number of employees often varies and may be high or low at given time depending on the number of projects that are under operation. Hiring of employees strictly depends on the nature of the project to be initiated and requirement of man power (Engineers, geologist etc). The services of such staff stand automatically terminated on completion of the project. 8 Annexure-I 9

Annexure-II 10 (Def.) *Question No. 24. Senator Karim Ahmed Khawaja: (Notice received on 12-04-2016 at 01:30 p.m.)

Will the Minister for Information and Broadcasting be pleased to refer to Senate starred question No. 2 replied on 18th February, 2016 and state whether it is a fact that Government has decided to place the matter of review of land Reforms before the Council of Common Interests, if so, the expected date of meeting of CCI in which the same will be placed for discussion and decision?

Mr. Pervaiz Rashid: Yes. It is a fact that the Government has decided to place the matter of review of land reforms before the Council of Common Interest (CCI). The Federal Land Commission was asked to prepare a summary for CCI. Accordingly, Federal Land Commission furnished a summary for the CCI containing their opinion/recommendation to the Ministry on 18-12-2013, which was sent to the Provincial Governments for their inputs vide u.o. No. 1(87)/2013-Legal dated 15th January, 2014. Views of Governments of Punjab, and KP have been received, whereas views from the Government of Balochistan are still awaited. A number of reminders have been issued (details may be seen at Annex-I). As soon as the same are received, summary will be placed before the Council of Common Interest.

Will the Minister for States and Frontier Regions be pleased to state:

(a) the number of sanctioned scheduled, non scheduled and project posts in BPS-16 and above in the FATA Secretariat and its attached departments;

(b) the names, designations and educational qualifications of the persons appointed in the said Secretariat and its attached departments since 2009 indicating also the criteria laid down for eligibility for appointment against each of those posts;

(c) the names and date of appointments of officers from the Provincial Government of who have been posted against various posts in that Secretariat and its attached departments at present; and

(d) the names and grades of the officers of FATA Development Authority working against the scheduled and project posts at present?

(b) As above. It is further added that under Presidential Order No. 13 of 1972, the employees working for the affairs of FATA are Provincial Govt. employees on deputation to FATA without the benefit deputation allowance. (copy of the order is attached at Annex–F/AA.

(b) the names of the countries citizens of which are allowed to enter in Pakistan without visa?

Will the Minister for Interior and Narcotics Control be pleased to state the number of NADRA centers established in Balochistan so far with district-wise breakup? 15 Chaudhry Nisar Ali Khan: Currently, 63 x NADRA Registration Centres (NRCs), are operational in Balochistan District-wise break up is attached as Annex-A. 16 *Question No. 30. Senator Ahmed Hassan: (Notice received on 20-06-2016 at 10:45 ) Will the Minister for States and Frontier Regions be pleased the state: (a) the amount allocated, released and utilized on the project for repair / reconstruction of Government Degree College, Dara Adam Khel during the fiscal year 2015-16; and (b) the percentage of work completed on the said project so far indicating also the time by which the remaining work will be completed? Allocation during 2015-16 = Rs.47 Million Amount released during 2015-16 = Rs.47 Million Utilization upto 26-05-2016 = Rs.28 Million

Senator Ahmed Hassan: (Notice received on 20-06-2016 at 10:45) Will the Minister for States and Frontier Regions be pleased to state: (a) the number of educational institutions destroyed / damaged by militants and during the military operations against them in FATA during the last 10 years with agency wise break up; and (b) the number of the said institutions reconstructed / rehabilitated so far with agency wise break up?

Lt. General (Retd.) Abdul Qadir Baloch: (a) During the period 555 institutions have been fully damaged and 491 partially damaged. Agency wise details is attached (Annex-A).

(b) 665 institutes are under construction/ rehabilitation which has been carried out of ADP funds and other Donor Agencies. Details are attached (Annex-A). 17 18 *Question No. 32. Senator Ahmed Hassan: (Notice received on 20-06-2016 at 10:45)

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the number of Treatment and Rehabilitation Centers (TRCs) for drug addicts working under the administrative control of the Federal Government in the country; and

(b) whether any mechanism has been established by the Government to monitor the TRCs working in the private sector, if so, the details thereof?

Chaudhry Nisar Ali Khan: (a) The details are attached at Annex-A.

(b) Private Drug Treatment Centers fall within the ambit of health department of respective provinces. Accordingly, their monitoring rests with health departments. According to National Anti-Narcotics Policy 2010, Provincial Health Department should develop wards in both district and tehsil hospitals for treatment and detoxification of drug users.

Annex-A

THE NUMBER OF TREATMENT AND REHABILITATION CENTER (TRCS)

ANF possesses 3 Model Addiction Treatment & Rehabilitation Centers (MATRCs), one each at Islamabad, Quetta and Karachi. MATRC Islamabad and Quetta (45 bedded)) are government funded, while MATRC Karachi (55 bedded) is being run on self help basis donors support. These treatment centers provide free treatment, boarding and lodging facilities to drug addicts. These centers are Model Hospitals and undertake treatment protocol approved by the government. Detail of each centre is given as under:

a. Islamabad. A 45 bedded Model Addiction Treatment & Rehabilitation Centre was established at Thanda Pani, Lehtrar Road, Islamabad, which has now been shifted at Model Town, Industrial Area, Islamabad. MATRC has been working since 2005 with capacity to provide free of cost medical treatment and rehabilitation 19 to 360 drug addicts per year. The centre has been converted from development budget to non development budget i.e. established on permanent footing w.e.f 01-07-2014.

b. Quetta. A 45 bedded Model Addiction Treatment & Rehabilitation Centre was established at Chaman Housing Scheme, Airport Road, Quetta. This centre has been working since 2005 with capacity to provide free of cost medical treatment and rehabilitation to 360 drug addict per year. The centre has been converted from development budget to non development budget i.e established on permanent footing w.e.f 01-07-2014.

c. Karachi. A 55 bedded Model Addiction Treatment & Rehabilitation Centre was established in May 2010. The centre is situated at Kalri (Lyari), Karachi. The centre is working with a capacity to provide free of cost medical treatment and rehabilitation to 440 drug addicts per year. No regular funding is being provided to this centre; it is being run on funds received from various donors time to time. In addition, Female and Juvenile drug treatment ward is also under construction at MATRC Karachi.

d. Further, a 100 bedded drug treatment hospital is also under construction at Peshawar in collaboration with KP government.

Will the Minister Interior and Narcotics Control be pleased to state:

(a) whether it is a fact that the NADRA has the data of all Pakistanis citizens in the country and broad; and

(b) whether there is any need to conduct census in the country in view of the data possessed by NADRA, if so, the details thereof?

Chaudhry Nisar Ali Khan: (a) NADRA has registered 127 Million individuals which includes 105 Million adults (18 years and above) and 22 Million minors (less than 18 years) against an estimated population of 200 Million. NADRA registration of adult citizens can be estimated at 95% of adult population. 20 (b) During Housing and Population Census process, there are 53 attributes (information) that will be captured through door to door survey process However, NADRA has only 24 such attributes in its database and some partial information against 7 other attributes. Remaining 22 attributes that are required in Population Census are not available in NADRA’s database. Therefore, NADRA database cannot be used as a substitute of Housing and Population Census.

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the number of cases of car theft, dacoities and robberies registered in Islamabad Capital Territory (ICT) during the last two months with police station wise break up;

(b) the number of persons arrested in those cases; and

(c) the names of areas in ICT with high crime rate indicating also the steps being taken by the Government to control the same?

Chaudhry Nisar Ali Khan: (a) From 10-05-2016 to 10-07-2016, 114 cases related to car thefts, dacoities and robberies were registers. Police-station wise break-up is placed at Annex-“I”.

(b) Eleven (11) accused persons were arrested.

(c) In sectors I-9 & I-10, the crime rate was found comparatively higher during the period under report. Following steps have been taken by ICT Police:–

Identification of Crime pockets.

Crime cluster analysis/crime mapping.

Action against car lifters & those involved in kidnappings for ransom, robberies, dcoities.

Establishment of Nakas. 21

Survey of Kochi Abadies.

Intelligence Based Policing.

Combing/Search Operations.

Random checking of Guest Houses/Hotels, Motels.

General Hold-ups (surprise checking)

Survey of Rented Accommodations, illegal settlements & Deeni Madaris.

Surveillance of suspected elements.

Action against brothels, narcotics dens and sheesha bars.

Data profiling of released prisoners. 22

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the names and locations of refugees camps established in the country at present indicating also the number of refugees living therein; and

(b) the number of refugees repatriated from the said camps so far and the time by which the remaining refugees will be repatriated?

Reply not Received.

The Ministry of Interior and Narcotics Control has tranferred this question to the Ministry of SAFRON. But the Ministry of SAFRON has not yet sent its acceptance.

Will the Minister for Interior and Narcotics Control be pleased to state the number, type and make of illicit weapons recovered in ICT during the last five years and the mode of disposal of the same?

Chaudhry Nisar Ali Khan: From 01-01-2011 to 31-12-2015, five thousand and twenty-three (5023) illicit weapons have been recovered from 12036 accused persons and four thousand, four hundred and fourteen (4414) cases have been registered. The year-wise detail is attached at Annex-“A”. 23 As regards disposal of these weapons, the same are deposited in Saddar Mallkhana. However, after court’s decisions and expiry of appeal period, these weapons are deposited with District Nazar for auction in accordance with law. 24 *Question No. 37. Will the Minister for Interior and Narcotics Control be pleased to state the number of CNICs blocked and cancelled since the launching of the present re-verification exercise?

Chaudhry Nisar Ali Khan: So far no record has been cancelled since the launch of National re-verification of NADRA database. However, up to, now 1420 cases have been blocked and sent for further verification to agencies. The decision of cancellation of ID Cards will be made on the outcome of the report.

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the number of CNICs issued after 30th June, 2014 which have been blocked or cancelled so far indicating also reasons for the same;

(b) the number of cases detected where foreigners have been issued CNICs during the said period;

(c) whether the said CNIC issued to foreigners have been blocked or cancelled, if not, the reasons thereof; and

(d) whether it is a fact that the civilian intelligence agencies have been advising NADRA during the period to cancel some CNICs, if so, whether those CNICs have been cancelled, if so, the number thereof and if not, the reasons thereof?

Will the Minister for Interior and Narcotics Control be pleased to state: 25 (a) the details of cases regarding crimes against women and children registered in the Islamabad Capital Territory (ICT) since 2013 with year wise break up; and

(b) the steps taken / being taken by the Government to control / curb the said crimes in ICT?

Chaudhry Nisar Ali Khan: (a)Detail of cases regarding crime against women & children, registered in Islamabad Capital Territory, since 2013, with year-wise break is attached at Annex-‘A’.

(b) ICT Police has taken following measures to curb crime against women and children:–

SDPOs/SHOs have been directed to register FIR immediately on receiving complaint.

Victims of violence are sent to hospitals immediately, if required.

Necessary counseling / advice is provided to victims/ complainants. Annexure-A 26

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the steps taken / being taken by the Government to control crimes and minimize threats of terrorism in Islamabad Capital Territory (ICT);

(b) the steps taken / being taken by the Government to modernize the ICT Police; and

(c) the funds / budget allocated for the said police during the last five years with year wise break up?

Chaudhry Nisar Ali Khan: (a) Islamabad Capital Territory Police has taken following steps to control crime and eliminate possibility of terrorist acts in ICT:— 27

(b) In order to modernize ICT Police, following steps have been taken:—

(I) Establishment of Modern Reporting Rooms

ICT Police has established modern reporting Rooms in 09 Police Stations and provided one window facility to visitors.

Reception officers have been appointed.

(II) Computerization of Record the Police Stations

Record of 22 Police Stations has been computerized

02 Police Officials have been posted in each Police Station for updating data. 28 (III) Establishment of Online Complaint Managment System (OCMS)

Online Complaint Management System has been established in CPO & SSP offices

(IV) Community Policing

In order to ensure crime prevention, ICT Police is focusing on community policing. Following Citizens-Police Committees have been constituted for coordination of Police Officers with general Public to minimize crime:—

(i) Central Citizen Committee

(ii) Rescue-15 Committee (RC)

(iii) Traffic Committee (TC) (iv) Citizen Police Coordination Committees at Police Stations (CPCC)

Objectives of Citizens Committees are:—

To oversee police-public relations

To monitor and report irregular and- illegal activities at the Police Station To suggest measures to improve Police Station culture

To probe non-cognizable cases and to resolve minor disputes of civil nature

(V) Capacity Building

ICT Police is regularly conducting following courses and training for the capacity building of police officers /officials in Police Training School, Islamabad.

Basic Recruits Training Course

Lower School Course 29 Intermediate School Course

Refresher Courses, modules and practical policing courses at UNODC Lab.

(VI) Welfare

ICT Police is making efforts for welfare of the police officers/officials as under:—

Upgradation of police dispensary

Provision of bachelors/family accommodation

Shuhada Package

(VII) Reward

Efficient and honest police officers/officials are granted commendation certificates with suitable cash rewards. ICT Police has also introduced “Cop of the Month” Programme for appreciation of police officers/ officials who have shown extraordinary performance during the month.

(VIII) Accountability

An internal accountability system has been established and a committee under a senior Gazetted Officer has been established to curb corruption.

Besides, a complaint cell is already functional in the office of SSP, Islamabad where, the aggrieved persons can submit applications for PROMPT redressal.

(c) A statement showing year-wise budget allocation of ICT Police for last 05 years is attached at Annex-“A”. 30 Annex-A 31 *Question No. 42. Senator Mohammad Azam Khan Swati: (Notice received on 27-06-2016 at 10:55 )

Will the Minister for Information and Broadcasting be pleased to state:

(a) the rates being charged by Pakistan Television Corporation (PTV) for advertisements as of today and those charged four years ago;

(b) the amount earned by that corporation through advertisements during the last three years;

(c) whether the said corporation utilizes that amount by itself, if so, the procedure laid down for the same; and

(d) whether the audit of the utilization of the said amount is conducted on annual basis, if so, the details thereof?

Mr. Pervaiz Rashid: (a) There is no rate change for adverstisements being charged by PTV as of today and those charged four years ago despite mushroom growth of private TV channels and cut throat market competition. The list showing rates being charged by PTV is attached at annexure- “A”.

(d) The audit of the utilization of the said amount is conducted on annual basis by the external audits. 32

Will the Minister for Interior and Narcotics Control be pleased to state:

Chaudhry Nisar Ali Khan: (a) As per procedure, an applicant submits his application to Ministry of Interior alongwith required documents. Ministry of Interior, after completion of codal formalities, convey directive to NADRA for issuance of arms licence.

(b) Ministry of Interior has issued 04 x NPB and 04 x PB arms licences during imposition of ban.

Will the Minister for Defence be pleased to state whether there is any proposal under consideration of the Government to purchase F-16 fighter jets from a country other than USA, if so, the reasons thereof?

Khawaja Muhammad Asif: Due to non materialization of F-16’s deal with USA, PAF is pursuing the acquisition of Royal Jordanian Air Force (RJAF) 34 F-16s through Third Party Transfer (TPT). Furthermore, PAF is also exploring the avenues of acquiring Excess Defence Articles (EDA) F-16s from other European nations.

(a) the criteria laid down for establishment of NADRA Registration Centres in the country;

Chaudhry Nisar Ali Khan: (a) The establishment of NADRA Registration Centers involves a formal working based on comprehensive criteria under taken by concerned Regional Head Office (Attached at Annex-A).

(b) 563 x Registration Centers are currently operational in the country. Province wise detail at Annex-B.

(c) NADRA Centers are established in all Districts of Pakistan except District Sohbatpur. Case for establishment of NRC at Sohbatpur has been initiated and forwarded for approval. NADRA Registration Centers (NRC) will be established in due course of time after necessary approval of Competent Authority. 35 36

(a) whether it is a fact that the service of railways train plying between Khanpur-Chachran section twice on daily basis has been suspended / closed down, if so, the reasons thereof; and

(b) whether there is any proposal under consideration of the Government to restore the said service at that section, if so, the details thereof? 37 Khawaja Saad Rafique: (a) It is a fact that train service plying between Khanpur- Chachran section was suspended in 1991, alongwith the closure of the section. It was in line with the policy to suspend/ close un-remunerative trains/ sections over to save resources due to severe financial constraints faced by the department.

(b) There is no proposal under consideration to restore the said train service at present.
