Senator Farhatullah Babar: (Notice received on 26-01-2016 at 08:50 a.m.) Will the Minister for Defence be pleased to state the names of the projects / units and housing colonies in various cities under the administrative control of Fauji Foundation, Shaheen Foundation, Bahria Foundation, Army Welfare Trust (AWT) and Defence Housing Authorities (DHAs) indicating also the year in which the respective projects / units were launched? Khawaja Muhammad Asif: Requisite information pertaining to DHAs, Bahria Foundation, Army Welfare Trust (AWT) and Fauji Foundation alongwith names of projects, city and year of launch is as under:— (a) DHAs (1) DHA Karachi. It was raised as Pakistan befencc Officers Cooperative Housing Society (PDOCHS) in 1952. Later it was re- designated as DHA Karachi in 1980 through Ordinance No. XLI dated 9th August 1980. 2 (2) DHA Lahore. It was established as Defence Housing Society in 1973 and later re-designated as DHA Lahore in 2002 through Chief Executive’s Order No. 26 dated 19th September 2001. Three chapters were raised in year 2014 at Multan, Gujranwala and Bahawalpur. (3) DHA Islamabad/Rawalpindi. Initially DHA Islamabad was raised as Army Welfare Housing Scheme (AWHS) in 1988. DHA Islamabad was later promulgated through Ordinance No. LI dated 26th September 2007 and DHA Rawalpindi was promulgated through Act No. XI 2013 dated 14th January 2013. (4) DHA Peshawar. It was established as DHA Peshawar through N.W.F.P. Ordinance No.III dated 14th March 2008. (5) DHA Quetta. It was established as DHA Quetta through Act No.XI dated 2nd October 2015. (b) Bahria Foundation. Bharia Foundation is not administrating any housing colony any where in Pakistan. However, an offshore tolling type LNG project is under consideration. (c) Army Welfare Trust (AWT). AWT was established in early 70s. Its subsidiaries alongwith year of launching/ establishment are as under:— 3 (d) Fauji Foundation (FF). FF was established in 1954. Business units alongwith year of launching are as under:— 4 (e) Shaheen Foundation. Shaheen Foundation is a trust of the Pakistan Air Force which was established in 1977 under the Charitable Endowment Act 1890. The foundation was created to promote welfare activities for the benefit of serving and retired PAF personnel including civilians and their dependents, and to this end generates fund through industrial and commercial enterprises. Details of the Projects, Units and Housing Colonies presently being managed under the administrative control of the Foundation in as under:— 5 (Def.) *Question No. 44. Senator Mohammad Azam Khan Swati: (Notice received on 14-03-2016 at 03:00 p.m.) Will the Minister for Defence be pleased to state: (a) the details of areas of the Line of Control (LOC) where India have erected fences so far; and (b) the steps taken by the present Government to stop India from fencing more areas on the LOC? Khawaja Muhammad Asif: (a) India has laid 460 x km fence along the LOC. The fence is 500 meters away from the LOC. (b) Part (b) of the Question pertains to Ministry of Foreign Affairs. (Def.) *Question No. 16. Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 31-03-2016 at 12:45 p.m.) Will the Minister for Interior and Narcotics Control be pleased to state: (a) the number of official vehicles owned by the National Police Bureau, Islamabad at present; (b) whether it is a fact that a number of the said vehicles are being utilized by non-entitled officers of that Bureau, if so, the details thereof; and (c) the names and designations of the non-entitled officers using those vehicles indicating also the reasons for the same in each case? Chaudhry Nisar Ali Khan: (a) The question has asked for number of vehicles owned by the NPB. Details of NPB vehicles are as follows:— (i) Toyota Prius (2015) = 02 (ii) Suzuki Cultus — (Model 2002) = 06 6 (iii) Toyota Corolla — (1994) = 01 (iv) Suzuki Bolan — (Model 2002) = 01 Total = 10 (b) Four Suzuki Cultus’ have been allotted to different sections of NPB to perform their assigned responsibilities and the same are also being utilized for pick & drop of officers upon deduction of their conveyance allowance. (c) No non-entitled officer is using an official vehicle. Pick and drop facility, however, is extended to officers against deduction of conveyance allowance. (Def.) *Question No. 22. Senator Hilal Ur Rehman: (Notice received on 11-04-2016 at 04:45 p.m.) Will the Minister for States and Frontier Regions be pleased to state: (a) the names, designations, grades and date of appointment of the persons appointed in FATA Development Authority (FDA) on regular, contract and daily wages basis during the last five years indicating also the salary, allowances and other fringe benefits admissible to them; (b) the rules / procedure adopted for the appointment of the said persons; (c) whether it is a fact that there is an “urgency clause” in the FDA rules under which the Chief Executive of the said Authority is empowered to make appointment, if so, the details thereof; and (d) the names, designation, grades and dates of appointment and termination of the persons appointed by the Chief Executive of that authority under the said clause during that period indicating also the pay, allowances and other fringe benefits admissible to them? Lt. General (Retd.) Abdul Qadir Baloch: (a) During last five years, 01 Assistant Manager (BPS-17), and 01 Agency Coordination Officer (BS-17), 04 Assistant (BS-14), 08 Computer Operator (BS-12), 08 Drivers (BS-04) and 7 02 Naib Qasids-(BS-01) have been appointed in the year 2011-12 after fulfilling all codal formalities as per prescribed procedure laid down in the FDA Employees (Appointment, Promotion and Transfer) Rules, 2008. List of appointees is attached at Annex-I. (b) All employees mentioned at Annex-I have been appointed in the year 2011-12 after fulfilling all codal formalities as per prescribed procedure laid down in the FDA Employees (Appointment, Promotion and Transfer) Rules, 2008. (c) The Chief Executive, FDA has been empowered to appoint a person in urgency under Rule 9 (Appointment in urgency) of FATA-DA Employees (Appointment, Promotion & Transfer) Rules 2008 and section 14 (2) of FATA Development Authority (Appointment against Project Posts) Standing Order October 2011. All such appointments are for short span of six months to complete projects in the scheduled time in far flung FATA. Mostly these are local inhabitants. They have no right of regular appointment. It varies with time depending on number of projects in hand in a given time. (d) The services of Technical staff are urgently required for smooth running and supervision of construction activities at the site of project. Work on the Small Irrigation Schemes is in progress in the remote areas of FATA i.e South Waziristan Agency, North Waziristan Agency and Kurram Agency. Usually Engineers of local areas are given preference for timely completion of work on these projects and security concerns. The list of Technical Staff appointed under urgency clause on fixed salary under PSDP Pay Package is at Annexure-II. Their services, stand terminated automatically on expiry of their contract. It is pertinent to mention here that FATA-DA is a thin/lean organization working on corporate lines and private public partnerships in its mandated sectors of Small Dams, Skill Development, Minerals and Industries. The number of employees often varies and may be high or low at given time depending on the number of projects that are under operation. Hiring of employees strictly depends on the nature of the project to be initiated and requirement of man power (Engineers, geologist etc). The services of such staff stand automatically terminated on completion of the project. 8 Annexure-I 9 Annexure-II 10 (Def.) *Question No. 24. Senator Karim Ahmed Khawaja: (Notice received on 12-04-2016 at 01:30 p.m.) Will the Minister for Information and Broadcasting be pleased to refer to Senate starred question No. 2 replied on 18th February, 2016 and state whether it is a fact that Government has decided to place the matter of review of land Reforms before the Council of Common Interests, if so, the expected date of meeting of CCI in which the same will be placed for discussion and decision? Mr. Pervaiz Rashid: Yes. It is a fact that the Government has decided to place the matter of review of land reforms before the Council of Common Interest (CCI). The Federal Land Commission was asked to prepare a summary for CCI. Accordingly, Federal Land Commission furnished a summary for the CCI containing their opinion/recommendation to the Ministry on 18-12-2013, which was sent to the Provincial Governments for their inputs vide u.o. No. 1(87)/2013-Legal dated 15th January, 2014. Views of Governments of Punjab, Sindh and KP have been received, whereas views from the Government of Balochistan are still awaited. A number of reminders have been issued (details may be seen at Annex-I). As soon as the same are received, summary will be placed before the Council of Common Interest.
