REQUEST FOR INFORMATION Freedom of Information Act 2000 (FOIA)

I refer to your request REF No 2018/FOI/3926 received at the Council on 6 March 2018, requesting the following information:

Please provide me with the daily finishing times for each one of your collections crews on both green lid collection weeks and red bin collection weeks. Please also provide finishing times for glass collection teams, trade collection teams and garden waste collection teams for the past 12 months.

Section 12 of the Act makes provision for public authorities to refuse requests for information where the cost of dealing with them would exceed the appropriate limit, which for local government is set at £450. This represents the estimated cost of one person spending 2.5 working days in determining whether the department holds the information, locating, retrieving and extracting the information.

In answer to your request made under the Freedom Of Information Act 2000 I can confirm, in accordance with s.1 (1)(a), that the Council does hold the information you have requested. However the Council estimates that this would require approximately 800 employee clocking entries to be manually examined and the information extracted and correlated with the service the employee was deployed on in order to answer your request.

The Council has undertaken a test exercise by compiling a week’s worth of data in order to establish how long it would take to provide you with this information and it is estimated that it will take an average of 49 minutes per week of data. To assimilate the data over a one year period would take an estimated time of forty-two and a half hours to provide the information requested. I set out my calculation below.

1 week data x 49 minutes = 49 minutes Annual data 49 x 52 weeks = 2548 minutes = 42.5 hours

We estimate that it will take the Council in excess of 2.5 working days to determine appropriate material and extract the information in reference to your request.

Rather than refusing your request at this stage, I would like to explore with you how I may best assist you to request relevant information which the Council holds. Please note that the 20 working days will not recommence until the Council has received a reply to this letter and should the Council not receive a response to this letter before 19 March 2018 your request will be closed accordingly

Please also provide daily net weight totals for each of the collection crews mentioned above for the past 12 months.

Please see attached spreadsheet which will answer your request. The data for net weights, daily by waste stream and crew, is separated by vehicle registration.
