Using multi-sited ethnography and the ethnographer’s own experiences in this sector it examines how frontline workers at the Probation Unit engage and draw upon international and national development discourse, ideas and theories of children and childhood to engage with colleagues and clients. This thesis takes as its analytical starting point that state agencies are sites where global development discourse meets local practices. Simultaneously, they are sites where ideas and practices of nationalism, class, morality and professional identity are produced and reproduced. State sector employment is an important source of social mobility, gaining respectability and constructing a middle class identity. Thus, maintaining the ‘in-between’ position in relation to the upper and lower classes is an especially anxiety-ridden and challenging process for state bureaucrats. This shapes the particular characteristics of their nationalism, morality and professional identity and influences the way in which they translate policies and engage with institutional and bureaucratic procedures. This thesis examines this process in detail and illustrates its translocal nature. More explicitly it looks at the ways in which development discourse and practice is transformed by the forms of sociality that it engenders. The ethnography illustrates that this process allows for development policies and interventions to be co-opted in particular ways that articulate ideas and practices of nationalism, class, morality and professional identity. Through this co- option, the outcomes of development policies and interventions are transformed in unanticipated ways. The broader social and political process that transforms development policies and practices remains only partially visible to development projects and programmes. The complexity and in particular the historicity of social and political contexts remains outside development project logic and timelines. To understand the relationship between policy and practice or to evaluate development outcomes is meaningless if development is conceptualised as something that stands apart from society. What is most useful to understand, and indeed revealing, is how actors make meaning of development policies and programmes as part of everyday practices in historically situated social and political contexts. The thesis concludes that theorising, analysing or even critiquing development’s transformative potential is misleading as it fails to recognise that what is being transformed is development itself. My PhD journey has been especially collaborative. The whole idea of embarking on a PhD emerged from a conversation between Ananda Galappatti, Eshani Ruwanpura, Maleeka Salih and myself one night in Sri Lanka. It was one of many ideas that Ananda came up with that night and the only one that actually materialised, I might add. The idea was for the four of us to embark on a “joint PhD”. Ananda persuaded us that applying together for our PhDs was not only a great idea, but actually quite sensible. And he was right: not only are our shared work experiences and many conversations reflected in the questions I explore in this thesis but the collaboration made my PhD much easier. The “cohort” stimulated my thinking, read and critiqued my work and most importantly ensured that the process was less lonely, isolating and frightening. To Prof. Jonathan Spencer and Dr. Alison Strang, I owe a big debt of gratitude for believing in the idea of a “joint PhD” and for making it happen. This PhD is “joint” not only because the four of us embarked on our PhDs together, but also because it is a result of the collaboration between the University of Edinburgh and Queen Margaret University and this would not have been possible without the hard work of Prof. Spencer and Dr. Strang.   • Visits to Qatar SL and Maldives
    Report on Visits to Qatar, Sri Lanka & Maldives By Prof. I M Dharmadasa (Dharme) (13 – 31 July 2010) I normally make at least one visit every year to Sri Lanka to continue and monitor my on-going solar energy research activities and renewable energy application projects. This work commenced in the early 1990s through an HE-Link programme and it has successfully sustained to date with the collaboration of Sri Lankan universities, other institutes and also Government Ministries. The research and application programme has extended to many other countries through SAREP network and my visit in July 2010, covered three countries; Qatar, Sri Lanka and Maldives. The main events, which took place during these visits are summarised in this report. Qatar (13 - 15 July 2010) My solar energy research group at Sheffield Hallam University is establishing a strong collaboration with the "Education City" in Qatar, through the activities with Qatar University. This city has great interest in solar energy research and applications, and therefore the collaboration with Dr. Saud Ghani at Qatar University is developing rapidly. A joint research proposal has been submitted to Qatar Research Fund (QRF) for the third cycle, but was not successful due to few shortcomings. This first visit to Qatar University was made to discuss and rectify these shortcomings, observe the facilities available in the Qatar University and to arrange a re-submission after improvements to the QRF-fourth cycle call. Planned public awareness activities did not take place due to the summer vacation of the University. This opportunity enabled to discuss the future research activities, application programmes and the development proposal with the main collaborating staff member.

    BUDDHIST NATIONALISM AND CHRISTIAN EVANGELISM: REARTICULATIONS OF ENMITY AND BELONGING IN POSTWAR SRI LANKA by Neena Mahadev A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland October, 2013 © 2013 Neena Mahadev All Rights Reserved Abstract: Based on two years of fieldwork in Sri Lanka, this dissertation systematically examines the mutual skepticism that Buddhist nationalists and Christian evangelists express towards one another in the context of disputes over religious conversion. Focusing on the period from the mid-1990s until present, this ethnography elucidates the shifting politics of nationalist perception in Sri Lanka, and illustrates how Sinhala Buddhist populists have increasingly come to view conversion to Christianity as generating anti-national and anti-Buddhist subjects within the Sri Lankan citizenry. The author shows how the shift in the politics of identitarian perception has been contingent upon several critical events over the last decade: First, the death of a Buddhist monk, which Sinhala Buddhist populists have widely attributed to a broader Christian conspiracy to destroy Buddhism. Second, following the 2004 tsunami, massive influxes of humanitarian aid—most of which was secular, but some of which was connected to opportunistic efforts to evangelize—unsettled the lines between the interested religious charity and the disinterested secular giving. Third, the closure of 25 years of a brutal war between the Sri Lankan government forces and the ethnic minority insurgent group, the Liberation Tigers of Tamil Eelam (LTTE), has opened up a slew of humanitarian criticism from the international community, which Sinhala Buddhist populist activists surmise to be a product of Western, Christian, neo-colonial influences.

    Socio-economic challenges faced by Kinnara people under the modern social transformation Dr.Geethani Amaratunga, Senior Lecturer, University of Kelaniya. Abstract: In the Sri Lankan social organization, the ‘Kinnara’ people represents one of the bottom most strata in the Sinhalese caste hierarchy. In the Sri Lankan research literature, this research carries the objective of identifying the cultural features which had been unique to Kinnara community and their transformation in the modern times. Kinnara people had been identified as a tribe by M.D. Raghavan through an anthropological research. A rapid dissociation from those unique cultural features and a swift assimilation into the main society can be well observed. Therefore the research problem in this research is “What are the modern changes that can be seen among the Kinnara people?” Case study method was used to identify the current situation of the community. Kinnara people are spread out in the Central, Sabaragamuwa, North-Western and Western provinces. Even if it’s dispersed in various parts of the country, a considerable population still lives in the hill country. After taking that into consideration, Central province was used as the field of research. Within the Sinhalese caste structure, weaving mats was the traditional caste occupation of the Kinnara people. It is known that they cultivated paddy and millet. But the contemporary Kinnara people do not show any distinctive cultural characteristics. It’s fact that a majority of them are engaged in casual labour for their living. They have disengaged from the traditional dress codes and presently clothe-in accordance to the transformation. Changing of the hereditary occupational surnames in to surnames used by the upper castes also signifies the numerous modern shifts ongoing within the Kinnara people.

Within this transition, as the authoritative identity of the high caste people disturbed their education, in turn, prevented their upward mobility that of the low caste communities. Moreover, the market economy stimulated the upward mobility of low caste people in the contemporary Kandyan peasantries. As the market economy prevails in the country, some specific tasks performed by the low castes became market-oriented that and hastened the rise of rural elite from the low castes in Kandyan peasantries.

    Rohana (1991) 3, 13 — 23 The British Attitudes Towards the Caste System and Social Relations In Sri-Lanka during the 19th Century* — A n u l a A ttanayake The 19th century has been an era of remarkable change in socio-political, economic and cultural activities in Sri-Lanka. Some of these social changes were influenced to a certain extent by the ideas of the British officials and non- ’officials in the colonial government in Sri-Lanka. It is important to note that the criticisms they made on the long rooted social and other local institutions in the country were very helpful to create a favourable background for the new reforms introduced in this era. The great interest paid on the caste system in Sri-Lanka by British writers in the 19th century can be clearly seen in almost all their works. According to them, the caste system had played a major role on the formation of economic and social customs and thus it assumed the foremost factor in the Sri-Lankan society during this period. The Britishers who investigated the sources of history of Sri-Lanka com­ monly share the view that the caste system and other social institutions had their origin in India. “ Amongst the aboriginal inhabitants caste appears to have been un­ known: it was introduced to this island by the Indian emigrants who came here in the fifth century B.C. ”* They have also identified the similarities and differences between the Indian and Sri-Lankan caste systems. They view the caste in Sri-Lanka as a special one which is slightly similar to that of India.
