और यह सूचना दी जाती है Ƙक उŎ OाĐप अिधसूचना पर, उस तारीख से, िजसको इस अिधसूचना से युŎ राजपJ कƙ Oितयां जनसाधारण को उपल ध करा दी जाती हġ, साठ Ƙदन कƙ अविध कƙ समािƁ पर या उसके पƇात् िवचार Ƙकया जाएगा; ऐसा कोई ƆिŎ , जो OाĐप अिधसूचना मĞ अंतƞवƍ OतावĪ के संबंध मĞ कोई आϓेप या सुझाव देने मĞ िहतबŵ है, इस Oकार िविनƠदƍ अविध के भीतर, केLीय सरकार ůारा िवचार Ƙकए जाने के िलए, सिचव, पयाϕवरण , वन और जलवायु पƗरवतϕन मंJालय , इंƘदरा पयाϕवरण भवन, जोर बाग रोड, अलीगंज, नई Ƙदली -110003 या ई-मेल पते: [email protected] पर िलिखत Đप मĞ भेज सकेगा । OाĐप अिधसूचना और, िखजाƘदया पϓी अभयारय गुजरात राϤय के कϢछ कƙ खाड़ी के दिϓणी तट पर जामनगर िजले मĞ 22 °32’ उ, 70 ° 08’ पू मĞ िथत एक अनूठी भूिमगत पयाϕवरण -Ɔवथा है; अभयारय मĞ दो ताजे पानी कƙ झीलĞ (पुनःसंकरण बांध) 6.05 हेϝटेयर के कुल ϓेJफल मĞ है; यह ϓेJ दोनĪ खंडĪ मĞ एक पōƙ मातृभूिम बांध कƙ खाड़ी से अलग है; दोनĪ झीलĪ मĞ अंतर नहĕ है ϝयĪƘक वे एक-दूसरे से थोड़ा दूर हġ; चूंƘक ये झील कϢछ समुLी राƎीय उźा न और अभयारय कƙ खाड़ी से सटे हġ, इस ϓेJ मĞ सूम और मै;ो जीवजतु और वनपितयĪ के मीठे पानी, समुLी और एटुअरीन Oजाित पाए जाते हġ, जो इस ϓेJ मĞ 250 से Ϥयादा Oजाित पिϓयĪ और अभयारय मĞ कई अय Oादेिशक जीवĪ को आकƞषत करते हġ; 5558 GI/2017 (i) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [P ART II—SEC . 3(ii)] और, यह ϓेJ एक समुLी तट था और जामनगर िजले मĞ िखजाƘदया , जंबुडा और धुनवव =ामĪ कƙ दलदली राजव अपिशƍ भूिम थी; लवणता को रोकने के िलए और भूिम को पुनः OाƁ करने के िलए पूवϕवतĖ नवनगर राϤय और बाद मĞ गुजरात सरकार ने तट पर एक उŵार बांध का िनमाϕण Ƙकया, जो अतीत मĞ मीठे पानी के बड़े तालाब Oचिलत िथित मĞ उलेखनीय पƗरवतϕन और सुधार के िलए उभरा है; यह िविभž Oाकृितक जलीय वनपितयĪ का समथϕन करता है जो बदले मĞ इस ϓेJ मĞ कई Oवासी और िनवासी पिϓयĪ का समथϕन करता है और यह उनके भुनावट और घĪसले के िशकार के िलए भी उपयुŎ है; और, िखजाƘदया के आLϕभूिम पाƗरिथितकƙ -Oणाली, पालाकरेƗटक ϓेJ से Oवासी जलOवाह के िलए एक शरद का मैदान है और आLϕ पिϓयĪ कƙ कई OजाितयĪ के िलए एक महवपूणϕ सदĖ और Oजनन मैदान के Đप मĞ कायϕ करता है और इस अभयारय मĞ भारत के एक असामाय Qीडर , =ेट ;टेड =ेबे, ( पोिडिस स Ƙ;टटस ), Oजनन कƙ सूचना है; और, 1956 मĞ नवनगर के शाही राϤय और गुजरात सरकार ůारा िखजाƘदया पुनƞमलन बांध का िनमाϕण Ƙकया गया था और इस Ϥवलंत और कई Oवासी और िनवासी पिϓयĪ के िलए ϓेJ के महव को जानने के िलए गुजरात सरकार ने इस ϓेJ को सरकार अिधसूचना सं. एकेएच-81-ड यूएलपी -1081-102123/पी-2 तारीख 27 मई, 1981 और एकेएच-209/82- ड यूएलपी /1081/102123-वी-2 तारीख 6 नवंबर, 1982 के Đप मĞ पϓी अभयारय घोिषत Ƙकया गया ; और, िखजाƘदया पϓी अभयारय के चारĪ ओर के ϓेJ को, िजसका िवतार और सीमाएं इस अिधसूचना के पैरा 1 मĞ िविनƠदƍ हġ, पयाϕवरण कƙ दृिƍ से पाƗरिथितकƙ संवेदी जोन के Đप मĞ सुरिϓत और संरिϓत करना तथा आनुवंिशक संसाधनĪ के सुधार एवं संर ϓण Oजनन कायϕ;मĪ के मायम से थानीय OजाितयĪ को पुन: छोडने और उनका पुनवाϕस करने के उदे्य छोड़ ने से; पुन: छोड़ ने और उनका पुनवाϕस करने के उदे्य छोड़ने से; पयाϕवरणीय िशϓा और पाƗरिथितकƙ अनुसंधान को बढ़ा वा देकर पाƗरिथितकƙ और पयाϕवरणीय दृिƍ से िखजाƘदया पϓी अभयारय के संरिϓत ϓेJ के आसपास के ϓेJ को पाƗरिथितकƙ संवेदी जोन के Đप मĞ संरिϓत और सुरिϓत करना आवयक है; अतः, अब, केLीय सरकार, पयाϕवरण (संरϓण ) िनयम, 1986 के िनयम 5 के उपिनयम (3) के साथ पƗठत पयाϕवरण (संरϓ ण) अिधिनयम, 1986 (1986 का 29) कƙ धारा 3 कƙ उप धारा (1), उप धारा (2) के खंड (v) और खंड (xiv) और उप धारा (3) ůारा Oदē शिŎयĪ का Oयोग करते ćए , गुजरात राϤय मĞ िखजाƘदया पϓी अभयारय कƙ सीमा के एक Ƙकलोमीटर से ऊपर तक के िव ताƗरत ϓेJ को िखजा Ƙदया पϓी अभयारय पाƗरिथितकƙ संवेदी जोन (िजसे इसमĞ इसके पचा त् पाƗरिथितकƙ संवेदी जोन कहा गया है) के Đप मĞ अिधसूिचत करती है, िजसके यौरे िनƄानुसार है, अथाϕत् :-- 1. पाƗरिथितकƙ संवेदी जोनजोनजोन काकाका िवतार औरऔरऔर उसकƙ सीमाएं--(1) पाƗरिथितकƙ संवेदी जोन िखजाƘदया पϓी अभयारय कƙ सीमा एक Ƙकलोमीटर से ऊपर तक के िवतार के साथ 16.6119 वगϕ Ƙकलोमीटर के पƗरिध ϓेJ का होगा । (2) िखजाƘदया पϓी अभयारय का सीमा िववरण और इसका पाƗरिथितकƙ संवेदी जोन उपाबंध III मĞ Ƙदया गया है । (3) अϓांश और देशातर के साथ पाƗरिथितकƙ संवेदी जोन कƙ सीमा का मानिच J उपाबंध IIIIII(क)II (क)(क)(क) और उपाबंध IIIIII(ख)II (ख) के Đप मĞ उपाबŵ है । (4) िखजाƘदया पϓी अभयारय और इसके पाƗरिथितकƙ संवेदी जोन के भू-िनदğशांक उपाबंध IIIIIIIII-III ---कक और उपाबंध IIIIIIIII-III ---खख के Đप मĞ उपाबŵ है । (5) पाƗरिथितकƙ संवेदी जो न मĞ आने वाले पांच =ामĪ कƙ सूची उपाबंध IVIVIV के Đप मĞ उपाबŵ है । 222.2... पाƗरिथितकƙ संवेदी जोनजोनजोन केकेके िलएिलएिलए आंचिलक महायोजना ––– (1) राϤय सरकार, पाƗरिथितकƙ संवेदी जोन के OयोजनĪ के िलए राजपJ मĞ इस अिधसूचना के अंितम Oकाशन कƙ तारीख से दो वषϕ कƙ अविध के भीतर, थानीय ƆिŎयĪ के परामशϕ से, और इस अिधसूचना मĞ Ƙदए गए अनुबंधĪ का पालन करते ćए आंचिलक महायोजना तैयार करेगी । ¹Hkkx II µ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 (2) आचंिलक महायोजना का अनुमोदन राϤय सरकार मĞ सϓम Oािधकारी ůारा Ƙकया जाएगा । (3) पाƗरिथितकƙ संवेदी जोन के िलए आंचिलक महायोजना राϤय सरकार ůारा ऐसी रीित जैसा इस अिधसूचना मĞ िविनƠदƍ है और सुसंगत केLीय और राϤय िविधयĪ तथा केLीय सरकार ůारा जारी मागϕदशϕक िसŵांतĪ , यƘद कोई हो , के अनुĐप भी तैयार कƙ जाएगी । (4) आंचिलक महायोजना सभी संबŵ राϤय िव भागĪ के साथ परामशϕ से पयाϕवरणीय और पाƗरिथितकƙ िवचारणĪ को उसमĞ एकƙकृत करने के िलए तैयार कƙ जाएगी, अथाϕत्: -- (i) पयाϕवरण ; (ii) वन और वयजीव; (iii) कृिष ; (iv) राज व ; (v) नगर िवकास; (vi) पयϕटन ; (vii) =ामीण िवकास; (viii) ƚसचाई और बाढ़ िनयंJण ; (ix) नगरपािलका; (x) पंचायती राज; और (xi) लोक िन माϕण िव भाग। (5) आंचिलक महायोजना अनुमोƘदत िवźमान भू-उपयोग, अवसंरचना मक और Ƙ;याकलापĪ पर कोई िनबİधन अिधरोिपत नहĕ करेगी जब तक Ƙक इस अिधसूचना मĞ इस Oकार िविनƠदƍ न हो और आंचिलक महायोजना सभी अवसंरचना और Ƙ;याकलापĪ मĞ दϓता और पाƗरिथितकƙ अनुकूलता का संवŵϕन करेगी। (6) आंचिलक महायोजना मĞ अनाϢछाƘदत ϓेJĪ के जीणīŵार , िवźमान जल िनकायĪ के संरϓण , आवाह ϓेJĪ के Oबंधन , जल-संभरĪ के Oबंधन , भूतल जल के Oबंधन , मृदा और नमी संरϓण , थानीय समुदायĪ कƙ आवयकताĸ तथा पाƗरिथितकƙ और पयाϕवरण से संबंिधत ऐसे अय पहलूĸ , िजन पर यान देना आवयक है, के िलए उपबंध हĪगे । (7) आंचिलक महायोजना सभी िवźमान पूजा थलĪ, =ामĪ और नगरीय बंदोबतĪ , वनĪ के Oकार और ƘकमĪ , कृिष ϓेJĪ , ऊपजाऊ भूिम, हƗरत ϓेJ जैसे उźान और उसी Oकार के था न, उźान कृिष ϓेJ , आƠकडĪ, झीलĪ और अय जल िनकायĪ का अ यकं न करेगी । (8) आंचिलक महायोजना पाƗरिथितकƙ संवेदी जोन मĞ िवकास को िविनयिमत करेगी िजसस े Ƙक थानीय समुदायĪ के पाƗरिथितकƙ जय िवकास और जीिवका को सुिनि च त Ƙकया जा सके । (9) आंचिलक महायोजना इस अिधसूचना मĞ Ƙदए गए उपबंधĪ के अनुसार अपने कृयĪ का पालन करने के िलए मानीटरी सिमित के िलए एक संदभϕ दतावेज तैयार करेगी । 3.

    Reconnaissance trip to Gujarat, West India 1st – 15th February 2007 by Jo Thomas www.wildaboutindia.com Thought you might like to read about my recent business trip to Gujarat. Our original plan was to spend a couple of days in Rajasthan before taking an internal flight to Guwahati to explore the north-east, including Kaziranga and Nameri in Assam and five days at Eaglenest Wildlife Sanctuary in Arunachal Pradesh. The latter was to involve camping in temperatures down to zero degrees. The prospect of seeing the recently named Bugun Liocichla, a new bird species discovered to science, made the thought of ‘roughing it a bit’ seem all worth while. Add to that being in the right habitat for Tragopans, Hoolock Gibbons and even Red Pandas and we were pretty excited about what the trip would have in store for us. However, due to increasing tensions in Assam and advice on the FCO (Foreign and Common Wealth Office) website to avoid all but essential travel, we decided to change our plans. Instead we travelled to Gujarat in the very far west which boasts 1/3 of India’s coastline. We had booked our internal flights over the internet with Spicejet, a reputable and highly recommended airline. It was an easy process to log on and cancel our flights to the north- east (you need to do this at least 2 hours before the flight departure time), then book our flight to Ahmedabad in Gujarat, forfeiting a small administration fee and paying the difference in cost between the two flights. Gujarat had always appealed to me.

    Wildlife Sanctuaries and National Parks Indian subcontinent is not only well known for its Cultural diversity, but also have a diverse range of flora and fauna. Human activities are permitted in a wildlife sanctuary whereas these are completely restricted in a national park. Hunting is prohibited without permission in a sanctuary; however, grazing and movement of cattle is permitted. Therefore, India houses a number of wildlife sanctuaries and national parks that help in preserving the wildlife in its natural form. Hunting and grazing are totally prohibited in a national park.
