Commonly referred to as “housing flipping,” this practice can uproot residents in gentrifying neighborhoods and reduce the stock of affordable homes in a city where homeownership is increasingly out of reach for most. Not since 2006, when property speculators played a significant role in spurring the mortgage crisis that triggered the Great Recession, has so much house flipping been recorded in the city.1 The practice is often lucrative for investors but can involve unwanted and sometimes deceptive solicitations of homeowners. And the profitability of house flipping creates an incentive for scammers seeking to dislodge vulnerable — and often older — homeowners from their properties.2 In more economically depressed parts of the country, flipping is sometimes considered a boon because it puts dilapidated homes back on the market. However, in New York City, where prices are sky-high and demand for homes far exceeds supply, flipping contributes to gentrification and displacement. The practice not only affects homeowners, but also renters who live in 1-4 unit homes and often pay some of the most affordable rents in the city. Once an investor swoops in, these renters can find they’ve lost their leases as the property gets flipped.

The information contained in the report was provided by 18 countries represented in the Sub-Group in response to a questionnaire that was sent to delegates in July 2006. Apart from providing a useful overview of the key tax evasion and money laundering issues and risks associated with the real estate sector, the report is also intended to provide practical guidance to tax authorities that are seeking to implement or refine strategies to effectively address these risks. The key findings are as follows: In most of the countries surveyed, the real estate sector has been identified as an important sector being used to facilitate tax fraud and money laundering. There are no reported official figures or statistics about the dimension of the problem; one country, Austria, has reported an estimation of the amount of fraud involving the real estate sector of approximately € 70 million. The countries reported that the three most common methods and schemes used are: price manipulation (escalating prices make it easier to manipulate prices of properties and transactions), undeclared income / transactions and the use of nominees and/or false identities, and corporations or trusts to hide the identity of the beneficial owners. The method of concealing ownership has three main variations: a) onshore acquisitions through off- shores companies and/or through a complex structure of ownership; b) unreported acquisition of properties overseas; and c) use of nominees.

    Seven Tactics for Real Estate Bargaining A Data-Driven Approach to Negotiations for Home-Buyers July 2008 Introduction As the real estate market has swung in buyer's favor, more homebuyers are shopping for deals. Many are looking for under-priced homes. Their focus is on the property: its location, square footage and asking price. But the best deals may lie in over-priced homes, where the seller is more willing to negotiate. To identify these opportunities, one has to focus on the seller: how long he has been waiting for a buyer, what he has already invested in selling the property and how much he stands to gain from its sale. To evaluate sellers' willingness to bargain, Redfin analyzed the sales of 9,053 single- family houses in Los Angeles (California), Fairfax (Virginia) and King (Washington) counties between April 15, 2008 and June 15, 2008. While most homes sold within 3% of the asking price, a significant number sold for much less, more than 10% below the asking price. We thus divided the transactions into two groups, those that sold for a large discount (The Discount Group, comprised of sales where the discount off the final asking price was in the top ten percentile for that market) and those that didn't (The Rest). Then we compared the two. The difference in concessions was significant: the average discount for The Discount Group was 11.4% off the final asking price, whereas the average discount for The Rest was 1.5%. For a home listed at $500,000, The Discount Group would have saved $57,000 off the asking price, compared to The Rest's $7,500.

Roberts∗ Historical anecdotes of new investors being drawn into a booming asset market, only to suffer when the market turns, abound. While the role of investor contagion in asset bubbles has been explored ex- tensively in the theoretical literature, causal empirical evidence on the topic is much rarer. This paper studies the recent boom and bust in the U.S. housing market and establishes that many novice investors entered the market as a direct result of observing invest- ing activity of multiple forms in their own neighborhoods and that \infected" investors performed poorly relative to other investors along several dimensions. JEL: D40, D84, R30 Keywords: Speculation, Housing Markets, Asset Pricing, Finan- cial Intermediaries, Asset Bubbles, Contagion Historical accounts of well-known financial boom and bust episodes have drawn attention to several phenomena that appear to signify and contribute to asset bubbles.     The Role of Housing and Mortgage Markets in the Financial Crisis Manuel Adelino, Duke University, and NBER Antoinette Schoar, MIT, and NBER Felipe Severino, Dartmouth College June 2018 Abstract Ten years after the financial crisis there is widespread agreement that the boom in mortgage lending and its subsequent reversal were at the core of the Great Recession. We survey the existing evidence which suggests that inflated house price expectations across the economy played a central role in driving both demand and supply of mortgage credit before the crisis. The great misnomer of the 2008 crisis is that it was not a "subprime" crisis but rather a middle-class crisis. Inflated house price expectations led households across all income groups, especially the middle class, to increase their demand for housing and mortgage leverage. Similarly, banks lent against increasing collateral values and underestimated the risk of defaults. We highlight how these emerging facts have essential implications for policy. Ten years after the financial crisis of 2008 some of the drivers and implications of the crisis are starting to come into better focus. The majority of observers agrees that mortgage lending and housing markets were at the core of the recession. US housing markets experienced an unparalleled boom in house prices and a steep expansion in mortgage credit to individual households before 2007. Once house prices started to collapse, the drop in collateral values not only lead to increased defaults but also affected the stability of the financial markets. The ensuing dislocations in the financial sector led to a drying up of credit flows and other financial functions in the economy and ultimately a significant slowdown of economic activity, which cumulated in the great recession.
