Training Calendar Legionella Information To raise your awareness of Legionella and changes in the U.S. Department of Health and Human Services, Centers for Medicare & Medicaid Services (CMS) and the U.S. Department of Veterans Health Administration (VHA) health care facilities requirements that may impact CMS and VHA facilities on your distribution system and your water system. The following information is attached: • Legionella information letter • Legionella FAQ and Resources • List of Health care facilities in Massachusetts This information is also available on our webpage: https://www.mass.gov/lists/drinking-water- contaminants-information-for-water-suppliers Update on the Proposed LCR Revisions On November 13, 2019, the U.S. Environmental Protection Agency (EPA) published in the Federal Register a proposed rule pertaining to the National Primary Drinking Water Regulation (NPDWR) for lead and copper under the authority of the Safe Drinking Water Act (SDWA) and requested comments by January 13, 2020. In response to stakeholder requests, the EPA is extending the comment period an additional 30 days to February 12, 2020. DATES: Comments must be received on or before February 12, 2020. WEBSITE: https://www.federalregister.gov/ LCR 90th Percentile Data Reports LCR 90th percentile values for the most recent round of sampling have been posted on our website at https://www.mass.gov/service-details/public-water-systems-90th-percentile-lead-sampling-results. Seven community and three non-transient non-community systems exceeded the lead action level of 15 ppb. Submission Extension of 2019 Mercury-Containing Equipment Survey Mercury-containing products and equipment have historically been used, and continue to be used, in the water supply industry. Approximately every five years, MassDEP circulates a questionnaire on mercury-containing equipment to all public water systems (PWS) to assess the extent and use of mercury-containing equipment throughout the state. Responses assist the Drinking Water Program in developing outreach strategies and information tools for PWS as they work toward the reduction of mercury-containing products. This questionnaire was previously sent in 2007 and 2013. The 2019 Mercury Questionnaire submission deadline has been extended and remains open to responses. To date, approximately 13% of state PWS have responded. We encourage you to provide responses to assist with this important update. Recruit and Retain Operators In 2019, the MassDEP Drinking Water Program (DWP) started a series of interviews discussing how public water systems (PWS) recruit and retain certified operators. Several PWSs have voiced that it is difficult to recruit and retain certified public drinking water operators in the water supply industry. The DWP ran the interviews in its Program Director Drinking Water Updates biweekly email from April- November 2019 to share these stories. Please read the attached document for the full series of interviews with an introduction included. The 31st Annual Nonpoint Source Pollution Conference will be held on April 23 and 24, 2020 at the Woodstock Inn in Vermont. This conference, which is coordinated by New England Interstate Water Pollution Control Commission (NEIWPCC) in partnership with member states and EPA, has become the premier forum for sharing information about nonpoint source pollution (NPS) issues and projects in this region. This year’s conference theme – The Watershed Approach – focuses on the importance of partnerships and collaboration between states and federal agencies and organizations working to manage nonpoint sources of pollution. Conference attendees will include representatives from public and private sectors in New England and New York State involved in NPS pollution management, including participants from state, federal, and municipal governments; the private sector; academia; and watershed organizations. This a reminder to all public water systems to protect your drinking water sources’ Zone II or Zone A from chemically treated snow. Check your local protection controls (bylaws, ordinances and BOH regulations) for addressing snow disposal. Protect your drinking water sources Zone II or Zone A from chemically treated snow collected from streets and parking lots. Please note that pursuant to 310 CMR 22.21(2)(4)(c), public water suppliers must notify MassDEP prior to bringing treated snow or ice into a Zone II. Critical Infrastructure Security End of Year Update America’s Water Infrastructure Act (AWIA) EPA held a one-day AWIA workshop in Chelsea on 11/5/2019 to provide drinking water utilities with detailed information on AWIA Sections 2013 and 2018, which include the new risk and resilience assessment (RRA) and emergency response plan (ERP) requirements and deadlines for Community Water Systems serving more than 3,300 people. For those that were unable to attend, MassDEP will be hosting another EPA AWIA training in Worcester at a date to be determined in early 2020. Further details will be available soon. AWIA related documents are also provided as links below for your review and easy access. AWIA Risk Assessment & ERP Fact Sheet Baseline Information on Malevolent Acts (i.e., Baseline Threat Document) Assess your systems Risk and Resilience with EPA's Vulnerability Self-Assessment Tool (VSAT Web) 2.0 Water Utility Resilience Program (WURP) Free GIS Mapping Assistance WURP’s Critical Infrastructure Mapping Initiative has developed or enhanced GIS maps for 59 PWS distribution systems with an additional 24 underway this year. The free GIS assistance ranges from full digital map development off older paper versions to enhancing and improving maps already in some type of digital form. Accurate GIS mapping of your system can help with asset management, emergency response and recovery, and climate adaptation as well as be used for AWIA RRA/ERP requirements. A Request for Information and Expressions of Interest (RFI) to participate in this free program is currently posted and will close on January 10, 2020. GIS Mapping and AWIA Esri has teamed with two other companies, Innovyze and Cityworks, to develop a five-part virtual boot camp series that focuses on meeting the requirements of AWIA. Part 1 is available on demand as an introduction to AWIA while parts 2 through 5 focus on building a GIS-centric water asset registry, going beyond addresses, asset performance and risk modeling, and building an ERP for AWIA compliance. The virtual webinars will be held in 2020 on January 15th, February 12th, March 4th and March 25th. If interested, you can register for the AWIA virtual boot camp below. Register Now → Cybersecurity & Flood Resilience MassDEP is working with EPA and the Department of Homeland Security (DHS) to bring additional training to the water sector during 2020 to address cybersecurity risk assessments and resilience, as well as flood resilience training. More to come on these opportunities in the New Year! PFAS Update and Training Video See attached letter for a PFAS update, including the following: 1) Availability of free sampling analysis for PFAS if you have not already collected baseline samples. 2) MassDEP’s proposed Drinking Water PFAS Maximum Contaminant Level (MCL). When finalized around the Summer of 2020, the PFAS Drinking Water Regulations will require all PWS to collect baseline PFAS sampling and take other actions if samples exceed the MCL. 3) Pending update of the Massachusetts Office of Research and Standards Revised Guideline (ORSG) for PFAS from 70 ppt to 20 ppt.
