PARA MESSAGE FROM THE CHAIR & CEO It seems just like days ago that Canadians rallied around our summer sport athletes as they chased their Olympic and Paralympic podium dreams in Rio.

And they certainly didn’t disappoint. It’s hard to beat best-ever!

On the road to Rio, Own the Podium and our partners defined success at the 2016 as a top-12 finish with Canadian athletes winning 19 or more medals.

Our athletes delivered, surpassing both of those metrics.

We would be remiss if we did not congratulate two national sport organizations in John Furlong Chair particular who captured six medals each at the Olympics – Athletics and Swimming Canada – for their accomplishments on the field and in the pool.

In team sports, the red-and-white qualified an unprecedented five teams, matching our country’s best-ever performance. Our women’s soccer team brought home an Olympic bronze medal and became the first Canadian summer team sport to repeat since Lacrosse in 1904 and 1908. In their Olympic debut, Canada’s women’s rugby team emerged with a podium bronze-medal performance.

A few short weeks after the Olympic flame was extinguished, our Paralympians descended on Brazil for their own moment of glory. As a group, Canada finished just shy of our medal rankings in London with a 14th-place finish overall. Together with the Canadian Paralympic Committee and our summer Paralympic sport leaders, Anne Merklinger we continue to work toward a lift in those performances leading into the 2020 Games Chief Executive Officer in Tokyo. There is much to do but a steadfast desire to do it.

The nation’s successes at the Olympic and Paralympic Games continue to have a positive impact on Canadian life, culture, pride and unity. Our remarkable successes are assisted by the partnership OTP has with Canadian Tire Bank in the area of sport analytics – a project recently bolstered by SAS. The Sport Analytics Project is helping national sport organizations identify athletes that are entrenched on the pathway to a future podium performance.

The relationship we have with our national partners is strong and growing, specifically theCanadian Olympic Committee (COC), the Canadian Paralympic Committee (CPC), the Coaching Association of Canada and . We have been privileged to work with Minister Qualtrough, the most recent Minister of Sport and Persons with Disabilities, who is clearly one of our own “a dynamic woman of sport” – herself a champion athlete. Fresh into his new portfolio, we look forward to working with Minister Kent Hehr. Working with our partners has opened the door to developing the Coaching Enhancement Program, an initiative that has recently been bolstered with an injection of $5.25M over the quadrennial from the COC.

2016-2017 | ANNUAL REPORT | OWN THE PODIUM 01 A report this year on Sport Canada’s Targeted Excellence Review reinforced that Canada’s targeted excellence strategy – established 12 years ago - has been extremely successful. It works! We congratulate the Government of Canada for their leadership in initiating this important review. Own the Podium is very pleased with the results, which strongly indicate the targeted excellence strategy launched in 2005 to advance Canada’s high-performance agenda has produced impressive results. But there is more to do. The review points to opportunities for further enhancements to the system – a finding we applaud.

With Rio now in our rear-view mirror, our compass is set squarely on final preparations for PyeongChang. We are now doubling down to support Canada’s winter sport athletes in their pursuit of podium success at the 2018 Olympic and Paralympic Winter Games. We are on track to improve on our medal haul in – leaving no stone unturned to send the best prepared team possible to Korea.

While there has been much to celebrate, we know that Canadians are looking to us all, as sport and technical leaders, to continue in our quest to develop world-leading environments for our athletes to train, compete, and perform at the highest level. It’s a never ending journey.

We take our responsibility to Canadians very seriously. We owe it to our athletes who dedicate themselves to wearing their country’s colours; to their support teams who share in the highs of victory and the lows of defeat; and to the young boys and girls who are in the playgrounds, fields, rinks, and slopes across the country inspired by their Canadian Olympic and Paralympic heroes, dreaming of their own successes on the field of play. It is the best work there is!

The following tables provide a summary of Canada’s performance in Rio and the significant performance gains made over 4 years since the London Games. This, in part, speaks to the importance of the strategic shift made post London where OTP’s funding partners began to invest in athletes with medal potential 5 to 8 years away from a podium result.

Canada’s Team Sport Strategy continued to demonstrate excellent performances with 5 Olympic teams qualifying for Rio (Basketball - Women; Rugby Sevens - Women; Soccer - Women; Volleyball - Men; Field Hockey - Men) and equaling our best-ever performance for this metric, while easily surpassing the tally of 2 team sports qualifying for the 2012 London Olympic Games. Canada converted on two Bronze medal team performances with Soccer - Women and Rugby Sevens - Women reaching the podium.

Canada’s Paralympic athletes had their share of stellar performances at the 2016 Paralympic Games. Canada met its performance target finishing 14th overall in total medal rankings compared with 13th place at the 2012 London Games. Canada achieved 25 medals from the big three sports (Cycling, Swimming and Athletics). Cycling was the standout Paralympic sport for Canada with nine medals, far surpassing the two medals won in London. Both Para Swimming and Para Athletics converted on 8 medals each. The remaining medals won by Canada were 2 for Para Sailing, 1 for Para Rowing and 1 for Para Triathlon as a new sport on the Paralympic program in Rio.

2016-2017 | ANNUAL REPORT | OWN THE PODIUM 09 Since the Rio Olympic and Paralympic Games, OTP has identified some key strategies to address some of the gaps andenhance the positive trends realized since 2012, including the following:

OTP and CPC will host the Summer Paralympic Excellence Summit (October 18-21, 2017) aimed at developing strategies to reverse Canada’s decline in Paralympic podium results. This event will be preceded by a Wheelchair Sport ‘Think Tank’ focused primarily on physiology and technology research and innovation (October 17-18, 2017);

Continue to improve OTP’s role as a performance partner through enhancement of our biannual State of Sport (SOS) assessment tool that will further enhance the critical OTP­/NSO partnership and identify key gaps in sports’ critical performance pillars;

Strengthen OTP’s role in intervening on governance issues impacting high performance programs;

In close collaboration with the COC, CPC and CAC, initiate priorities and strategies within the Coaching Enhancement Program; and

Provide enhanced technical guidance for sports not currently targeted.

10 OWN THE PODIUM | 2016-2017 | ANNUAL REPORT PODIUM EXCELLENCE - WINTER The final full year before the Winter Games is a significant one for our winter sports as all systems, staff and athletes are put through the full spectrum of “performance on demand” stress tests. As such, through this third year of the quadrennial, a number of key metrics provided important information. With the full breadth of World Championship events being held and the last of the Olympic and Paralympic venue test events, we have a strong indication of where our teams are headed for the upcoming Games. From a results perspective looking at Canada’s performances at this year’s World Championship events, Canada remains well positioned winning a total of 26 medals in Olympic events (Sochi - 25) and 19 in Paralympic events (Sochi-16). Through all the test events held in PyeongChang over the last two winters, OTP has continued a collaborative relationship with partners at the COC and CPC. The feedback to this end continues to reinforce that we are accomplishing our desired outcome, that being to ensure that Canada’s NSOs, teams and individual athletes are as best prepared as ever.

Over the last 12 months, strong growth and development from a system perspective continues. The advances made from our work with Canadian Tire Bank and the NSOs continues to evolve and fortify as a large majority of sports are at various stages of developing these critical analytics and tools. OTP’s High Performance Advisors continue to work extremely closely with our NSOs and through the use of objective tools like the NSO Dashboard, provide precise feedback to assist in lifting areas of performance in each of the critical areas of coaching and technical leadership, daily training and competition environments, sport science and sport medicine, gap analysis and program planning.

At the same time, as Canadian winter sport narrows its focus on the final push of this four-year campaign, we also continue to look further down the road towards Beijing 2022. The work we do as a system now will clearly bear fruit in PyeongChang, however a great deal of the benefit will be realized in the form of sustainability and system strength which will ultimately impact 2022 and beyond.

Additional key highlights with respect to operational pillars: • Based on the evaluation of the 2016-17 year, in general the gap analysis and plans presented by all sports Olympic and Paralympic were very strong. This was evidenced by the fact that 15 of 24 targeted sports/disciplines scored “Green” or higher. • Of the targeted Winter sports, 13 of 14 Category 1-2 sports/disciplines scored “Superior” or higher with respect to the evaluation of the DTE while 6 of 6 Category 3’s and 3 of 4 Paralympic sports were also “Superior“ or better. • Based on the 2016-17 Paralympic sports at World Championships, Canada’s gold medal standing has improved over Sochi benchmarks with 9 gold medals (+2) and ranking of 3rd (same).

2016-2017 | ANNUAL REPORT | OWN THE PODIUM 11 SYSTEM EXCELLENCE Own the Podium continued with its efforts to engage and align the Canadian high performance sport system by collaborating with its various partners in the public and non-profit sport sectors. These initiatives included: Canadian Olympic and Paralympic Sport Institute Network (COPSIN) Strategy and Investment: 2016-17 saw the introduction of a new financial framework for the COPSI Network. This was a transition year and efforts will continue to ensure quality service delivery to targeted sports for sport science and sport medicine services.

Next Generation Programs and Capacity Building: OTP was fully engaged in consultations on the roll-out of the new funding for Next Generation programming. OTP will play a key technical role in the delivery of this important initiative expected to start in 2017-18.

System Harmonization: OTP, COC, CPC and CAC stepped up collaborative planning during the year with a view to improve high performance system integration and in particular coaching. OTP has also worked closely with the CPC to develop strategies to improve Para system results. OTP was also consulted by Sport Canada and participated in the Review of the Targeted Excellence Approach. SPORT SCIENCE, MEDICINE, RESEARCH AND INNOVATION EXCELLENCE The Sport Innovation Summit (SPIN) continues to be a critical component for national professional development in the sport sciences and sports medicine fields. This year’s SPIN with over 270 participants, initiated the National Sport Science and Sport Medicine Advisory Committee Paralympic IST as a national communication strategy for sharing best practices and supporting Paralympic athletes in the daily training environment . The Canadian Summer Olympic Team was supported during the Rio Games by several Own the Podium staff providing expertise in sport science, performance technology and results tracking. In addition, six Innovation 4 Gold research projects were explicitly designed to have a direct impact on podium performances in Rio. The national Gold Medal Profile/ Podium Pathway initiative achieved excellence in the delivery of the first ever Team and Combative Sports workshop with the support of the government of in March of 2017. The partnership with Canadian Tire has empowered many targeted summer and winter sports with the analytics to track and identify athletes on their progress to podium success.

In order to foster an environment of continuous improvement, OTP focuses its efforts in the areas of Business Foundations and Business Operations to allow us to achieve our vision for Canada to be a world leader in high performance sport at the Olympic and Paralympic Games. OTP is committed to continuous improvement in its human resources management, its financial stewardship, its governance practices and its partner relations. A few examples of how OTP has lived up to this commitment in 2016-17 are described below:

• OTP updated its Strategic and Operational Plans; • Completed several open advertised staffing actions to complement OTP’s professional staff team with quality individuals; • Provided prudent financial management by containing operating costs and ensuring resources are steered to athlete and coach programs; • Continued to implement a performance management system with clear goals, professional development plans, regular feedback and year-end performance reviews; • Conducted regular staff engagement events to build a culture of trust and constant communication; • Continued with efforts to strengthen relationships with key stakeholders including the COPSI Network, Sport Canada, COC, CPC and the CAC; • Launched a new website to coincide with the 2016 Olympic Games.
