In response to your letter of April 26, the cable report is now being reviewed by the individual committee members. A few comments have been returned to us, but the majority have not. I am hoping to have the report revised, in whatever degree the committee comments justify, for submission to the President before June 30.

?our thoughts concerning the value of a federally..supported demonstration program are completely in consonance with the report presently under review. An entire chapter is devoted to recommendations and justification of a program that would demon.. strata the innovative public service and commercial uses of cable systems. The major role that HEW would perform in this program, in addition to other likely participants such as the Department of Hous1ni3 and Urban Development and the Environmental Pt eteetion Agency, is indicated in that chapter.

Here at CT?, our staff members are now in almost daily contact with members of your Office of Telecommunications Policy on the planning phase of this program. Together, I am sur o we can plan a demonstration effort that vPill reduce the lead time needed to take full advantage of telecommunications technology for the efficient delivery of social services. Ideally, the program will also promote the development of commercial services that will help make the public service applications an economic reality. MEMORANDUM FOR THE SECRETARY OF STATE

SUBJECT: Mexican Reaction to an International Communications Year

In Mexico City last week Clay Whitehead and I discussed with the senior communications officials of the Mexican Government the ICY idea and the possibility of your pro- posing such a Year in a forthcoming speech. (We had checked beforehand with the Embassy; both the Political Officer and the Economic Officer felt it would be appropriate to raise this subject.)

The idea drew immediate enthusiastic response from Ing. Eugenio Mendez Docurro, Secretary of Communications and Transportation, and from Ing. Carlos Nufiez Arellano, Director General of Telecommunications. Both men recalled Mexico's par- ticipation in the International Geophysical Year in 1957-58. Citing the current worldwide explosion in communications, Secretary Mendez said: "An ICY would be most timely and could have very useful consequences."

Both expressed appreciation for the advance notice and gave the impression that Mexico would strongly support such a proposal.

In view of this favorable reaction, you may wish to consider including ICY on the agenda for discussions in Mexico next week. The country is very communications-oriented. President e Echevarria s recent six-nation trip was widely covered via satellite.

You would, I believe, encounter the same positive response in all the other countries on the itinerary. Congratulations on your new appointment. It is just great! In Mexico, whem I was all last week, your many friends were throwing their caps in the air.

We have been developing, at the request of Secretary Rogers and in cooperation with others at State, the notion of an Inter- national Communications Year ... patterned, in broad brush, on the successful International Geophysical Year of 1957-58.

The Secretary would float the idea in a speech this Spring (draft attached). If the speech draws a good response from other countries, this would lead to a multinational ICY planning meeting later. The timing of the ICY would probably be 1975-76.

The overall purpose would be to explore how best to use the new communications technologies for the maximum benefit of man.

Per the attached memorandum to the Secretary, Clay Whitehead and I got a very affirmative reaction to the idea in Mexico last week.

As promised, here are the papers relating to the International Communications Year proposal.

Tom Whitehead and I were very happy at the kind enthusiasm for this idea expressed by Secretary Mendez Docurro and yourself when we met on Wednesday. We will convey this, with pleasure, to Secretary Rogers in Washington next week.

The attached draft speech is only a working draft of what the Secretary of State might say in making the proposal before a suitable audience sometime this spring. (Presumably this would be after his forthcoming trip.)

The first fourteen pages of the draft focus on the worldwide explosion in modern communications and the tremendous potential of the new technologies for ful- filling human needs. The ICY proposal is developed on pages 15 through 13.

At the back of the draft are:

a. List of the 64 countries that par- ticipated in the ICY.

b. 'President Eisenhower's words on the IGY.

c. FCC Chairman Dean Burch's letter to Secretary of State on the ICY. -2-

Dear Jack:

Realizing that this comes too late for circulation, I thought I would still nags on to you personally some of my thoughts on the Yosemite Institute before our meeting next Saturday. (I had honed to get this down sooner, but Congress had some other Ideas about my priorities.)

First, I agree with Bill Anders and Charlie Houston that we should reach some decisions soon about the broader purposes and future directions of the Institute. The Board is certain to lose interest unless their energies and ideas are better and more systematically focused. Bill's efforts in this regard have been useful, but clearly more is needed both to staff out ideas for the Board and to implement thorn once approved. I agree strongly that we need a President whose Interests and talents are broader than just education. More can be done in the Executive Committee, and there too a President would be very useful in moving things along.

Second, ve seem to have taken the goals/objectives discussion about as far as we can without the develoDment of specific projects. Reading through the letters to Bill Anders (written more promptly than this!). I see three groups of activities descriptive of what II seeks to be: (1) educational catalyst; (2) "Friends of Yosemite': and (3) overseer of the balance of uses to which the Park is Iput. Education includes School Weeks, HMI, research, film contest, etc„ The "Friends of Yosemite" functions =said range more widely, including music, hostels, facilities proposals, information, Bicentennial activities, etc. The "balance of uses" function was suQmested to me by Charlie Houston. In his letter of January 15, he defined the goal of a "total environment" including "clean air, water, quiet, solitude,... trust, social opportunity,... or more. Others have added recreation (presumably including trail bikes and snowmobiles), wilderness, camping, and more. The big dilemma of Yosemite, like other parks, Is that each use conflicts with others: I can't have solitude if snowmobiles are not restricted, and too many large campgrounds with lots of social opportunity can conflict with clean water and trust. In short, I think Y1 ought to study and propose to NPS a sound balance of uses for Yosemite; if we don't, it will just happen.

Third, what is the role of the Institute to be vis-a-vis other conserva- tion organizations? My view, obviously shared by others on the Board, is that while our focus should be strictly on Yosemite we should emphasize programs and activities that (1) can be extended by others to other national or state parks, forests, or wilderness areas; (2) deal with realistic balances among the competing demands on the environment, rather than adding one ,more voice to one side of the debate; and (3) are useful to the NPS insofar as we -have common objectives. 7inally, I have one specific suggestion that is rather more sensitive than the above and yet cuts across all of the above: I believe we should explore buying out the YPCC and operating the concessions on a nonprofit basis with the net proceeds turned back into the Park for had a various uses. If we , serious, comprehensive, thought-out program, the money could almost certainly be found from foundations on a grant or long-term, no-interest loan basis. And we probably would want to do it through a separate corporation with overlapping boards to keep some insulation from the Institute's programs. There are obviously many variations on the theme, but we ought to begin seriously to explore the options. Among the benefits: new source of 'funds for Park improvement; insurance against rape of the Park for profit (see Ansel Adams' letter); more muscle for the Institute in achieving its aims and more direct implementation of some of its proposals (particularly the balance of uses); more cohesive planning of facilities, uses, and scheduling; and more.

I suppose my main concern is that the time for some decision and action is upon us. The Board seems ready, YPCC is at some kind of turning point, alternatives to the Conservation Foundation report are needed, and Ron Walker is still open to ideas as he assesses the directions he should take. Therefore, he thought you might want to leave here on Tuesday, April 24; spend the 25th, 26th, and part of the 27th in Mexico; fly to San Francisco that evening; and drive to Yosemite. The Mexicans at the COMSAT reception-dinner last evening said that President Echevarfa of Mexico is shortly to embark on a 5-week visit outside of the country. Carlos Nufiez and other top communications executives, as well as the important media people, will be with him. Accordingly, their recommendation is that you try to schedule your visit to Mexico City after his return. They suggest May as the ideal month, weatherwise and from the standpoint of availability of key people. They reiterated their warm invitation and hope that the visit will be possible. I explained your commitments on the Hill and elsewhere, and said we would let them know well in advance if the trip becomes firm.

While attending the CITEL meeting in Mexico City, October 23-27, I was able to do some groundwork for your trip to Mexico later this year, both at the Embassy and with Mexican communication authorities.

Mr. Eugenio Mendez, Minister of Communications and Transportation, addressed the inaugural CITEL session. Afterwards, I had an opportunity to talk with Mr. Mendez. He is a former Director General of Telecommunications in Mexico and, thus, very familiar with communication issues. I outlined to him the possibility of your December trip and, in a general way, indicated its purpose, i.e. an informal opportunity to meet with Mexican communication officials and discuss topics of common interest. Mr. Mendez indicated he would be very pleased to meet with you and that he expected to be in Mexico during the time of your visit. He speaks English well and you should have no problem on this account.

During the course of the CITEL meeting, I talked at length with Carlos Nunez, Director General of Telecommunications as he actively participated in the work of the Conference, serving as Chairman of Committee I dealing with the Inter-American Telecommunications System. I indicated to Mr. Nunez that you would be accompanied by several of your staff who would be interested in discussing in a general way such topics as the ITU Plenipotentiary. Conference, frequency management, and other areas of common interest.

Initially, Nunez thought he might be in Washington during the time of your visit to attend the December ICSC meeting now scheduled for December 13. However, on the last evening of the Conference, he said that it now looked as though he would not attend the 4 - - • .4 ,

ICSC meeting, but, of course, that his plans could change in the event that significant actions are to be taken by the ICSC during December.

On Friday, October 27, Tom Nelson, Dick Black, and I met with Ambassador McBride for about a half hour to discuss the CITEL meeting, but primarily for Nelson and Black to report on FM radio agreement negotiations between Mexico and the U.S. The FM agreement negotiations have been a drawn out process, but are now at the point where it is expected that the Mexican Ambassador will sign the agreement in Washington about November 9 or. 10. McBride suggested to Nelson that the press announcement accompanying the signing indicate that the agreement is a further result of the meet earlier this year between Mexican President Echeverria and President Nixon. (Actually, the agreement was to be signed at that time, but fell through because of last minute State Department concerns which have since been resolved.)

I took the occasion to tell Ambassador McBride of the possibility of your visit in early December and outlined its purpose. I indicated that the trip would be coordinated through the Embassy when the timing for the trip was actually firmed up. McBride responded simply by saying that his schedule through the end of the year was pretty full with visiting VIP's and that, in view of this, he regretted that it probably would not be possible for him to meet with you during your brief visit. (I also reviewed your trip with staff officers at the Embassy, Economic Counselor, Evelyn Fogarty, and Transportation and Telecommunications Officer, John Ammot.)

With regard to the signing of the FM agreement in Washington later this month, there will be a small ceremony at the State Department to celebrate the occasion at which officials from the U.S. Government will attend (perhaps Chairman Burch and other FCC Commissioners). There would be advantage to your attending the signing ceremony if your schedule permits. It would demonstrate your awareness of and interest in communica- tions issues affecting Mexico and the United States and would generally create a favorable climate for your trip to Mexico in December. Nunez indicated to me the possibility of his being in Washington for the signing of the FM agreement. If so, this would provide an excellent opportunity for you to meet with him (if you have not already done so).
