The State Canvassing Board certified the results of the election on November 16, 2018. As specified in Section 16.1-15-45 of the North Dakota Century Code, Certificates of Election were then prepared by the Secretary of State and signed by the Governor, the Clerk of the Supreme Court (as the designated representative of the State Canvassing Board), and the Secretary of State. Rep. Scott Louser appeared in support of HB 1375. This bill removes the prohibition on declaring a party in local elections and requires that declaration. He told a couple of stories that led him here. A group was formed that was known as Make Minot and petitioned the city of Minot to reduce the size of their government and eliminate the wards. That petition passed, and the Minot city council is now 6 at large members with a voting mayor instead of 14. As petitioning, we heard that they won’t find enough people to run for office. A second comment made was everybody will be from the same neighborhood. The third one was everyone is going to be from the same employer. There is going to be an employer or two that is going to stack the council. The fourth comment was only the wealthy will be able to run, because it was a citywide campaign and it is expensive. The fifth one was members of the good old boys’ club are going to win the election. The overall results were just the opposite of the points commented on.

All parties participated via Microsoft Teams. Mayor Bakken and City Administrator Hunke provided a street utility update. The Street Utility Fee would replace the current City policy of utilizing special assessments as revenue for street maintenance projects with an alternative funding source such as a street utility fee. The update detailed the scope of work the City is currently undergoing with AE2S Nexus staff to begin the process of incorporating the street utility fee.

Lawmakers earned percentage grades ranging from 0% to 100%, based upon dividing the candidate’s number of good votes cast by the number of total bills he/she voted on. The higher the score, the better their ranking. Not all lawmakers voted on every bill; the number of absences on these key bills is also noted and we encourage you to review whether your legislator actually voted on these important bills.

Senator Warner asked would a pharmacist have prescriptive authority without going through physician. Senator Howard Anderson, Jr. indicated the intent of the bill is to allow the pharmacist to do this. One other state allows this, New Mexico. The bill does state that the Board of Pharmacy needs to adopt rules which will probably be under their collaborative of practice authorization right now, wherein the pharmacist working with physician could prescribe the Naloxone. Senator Warner does that imply patient needs to already be in treatment. Senator Howard Anderson, Jr. stated the intention is that those people, mom, could get Naloxone from the prescriber or from the pharmacist if their son/daughter were in that situation.
