EEC/09/83/HQ North Devon Highways and Traffic Orders Committee 24 March 2009 Devon Local Transport Plan - Scheme for Formal Approval Proposed Pedestrian Crossing at B3227 Umberleigh School Report of the Area Engineer (North) Please note that the following recommendation is subject to consideration and determination by the Committee before taking effect. Recommendation: It is recommended that the scheme shown on plan no. EATS(N)406-04-00 be approved at an estimated cost of £35,500. 1. Summary This report seeks approval to construct a new pedestrian crossing at Umberleigh school as shown on Plan No EATS(N)406-04-00. 2. Background The students and parents have some difficulty in walking to the school when approaching from the north of the B3227 due to the lack of either a footway or a pedestrian crossing. The scheme has been highlighted as an improvement by Umberleigh School through the School Travel Plan process. 3. Proposal The proposal is construction of a pedestrian crossing facility, new footways and signing and lining as part of local School Travel Plan. 4. Consultations/Representations The position of the crossing has been dictated by the alignment of the public right of way which follows an existing path. The Parish Council and Umberleigh School have been consulted and support the proposed scheme. 5. Financial Considerations The estimated cost of the scheme will be £35,500. The scheme meets the criteria of the School Travel Plan process and funding for this project has been included in the Devon Local Transport Plan under the ’Towns, Villages and Rural Communities’ Budget. 6. Sustainability Considerations The provision of improved walking routes, helping to reduce dependence on private car use is a key element of the County Council’s sustainable transport policy. It is well established that the availability of a safe route is a key factor in encouraging parents to have the confidence to allow their children to walk to school. 7. Carbon Impact The proposal has no significant carbon impact due to the works being complete. 8. Equality Considerations No impact. 9. Reason for Recommendation/Conclusion Construction of the crossing will greatly improve the walking route for children attending Umberleigh school and well as other road users in the area.
