The proliferation of mobile devices and apps has placed enormous pressure on wireless carriers to manage data traffic more effectively. Subscribers are downloading more apps than ever before, and using those apps more intensively. Cellular bandwidth is stressed to the breaking point as carriers have no control over the behavior and data demands of apps.
In the highly competitive market for wireless data services, operators seek to match their offerings to the diverse preferences of end users. Open Channel Policy Enforcement simplifies the creation of a broad range of innovative mobile service plans tailored to the needs of the marketplace. For example, there may be a market for an unlimited e-mail only plan, or a plan allowing unlimited access to only certain social media apps. Policy Enforcement enables fine-grained control to permit access only to those apps included on the purchased data plan. Carriers regain the control over mobile data traffic that has been beyond their reach since the advent of smartphones, freeing them to innovate and more fully monetize their wireless infrastructure.
At the same time, carriers face great opportunities to create innovative new service plans addressing highly targeted customer needs. Unfortunately, they often have inadequate operational means to deliver plans that end users demand. Open Channel Policy Enforcement conserves network resources by managing traffic at the point of creation, rather than after it has already impacted the network. It improves the ability of operators to fully monetize their infrastructure investments with tailored service plans that match subscribers’ willingness to pay.
Traditional means of creating service plans are overly complex and rely on in-network enforcement. With these conventional tools, carriers can block apps in keeping with the terms of specialized service plans only after the data request has already crossed the radio access network. The network resources are effectively wasted. Open Channel Policy Enforcement conserves network bandwidth by applying carrier-defined policies at the mobile client, before data traffic impacts the network. Carriers are empowered to deliver innovative service plans in a network-efficient way.
Client-based Control
Open Channel Policy Enforcement lets mobile carriers specify granular, context-aware traffic management policies for enforcement on the mobile client. Network requests are managed by the client based on contextual information, including whether the device is being actively used, its radio connected state, time of day, subscriber billing plan, and more.
Powerful, flexible policy enforcement restores control over mobile data traffic to wireless carriers. Client-side policy enforcement conserves network resources, in contrast to network-side enforcement that occurs only after significant radio network resources have been consumed. Policy Enforcement lets carriers apply critical controls to help prevent mobile network overload, within the bounds of subscriber agreements. These policies help to ensure satisfactory service levels across the subscriber base when the volume of mobile data traffic threatens to create service outages.

Client and Server Components
Like other Open Channel products from SEVEN Networks, Policy Enforcement is comprised of a client component and a server component. The server software provides a centralized platform for defining mobile traffic policies. Customers can choose between two deployment models for the server component. Hosted deployment allows customers to get the solution up and running as quickly as possible. In-network deployment of the server software is recommended for customers who want in-house, hands-on control over all aspects of the solution. In this model, the management server resides in the customer data center. Customers may also choose the hosted model for their initial deployment, transitioning to the in-network model at a later date. A REST-based interface provides tight integration with the operator’s centralized management systems. The client component enforces policies at the source of data traffic – the mobile device itself.
