Eastern Health Department of Cardiology

The Eastern Health Department of Cardiology provides specialist care to Eastern Health patients with cardiac disease, providing a comprehensive range of interventional and non-interventional services.

The Eastern Health Department of Cardiology is based at Box Hill Hospital. The Cardiac Catheter Laboratory is located at Box Hill Hospital, with interventional services provided across two laboratories with 14 recovery spaces servicing coronary and device/EP work. Inpatient bed-based services are provided at Box Hill Hospital (Ward 2.2, including 6-8 high acuity Coronary Care beds); Maroondah Hospital (Ward 3 North, with 6 4 Coronary Care beds within the Maroondah Intensive Care Unit); and Angliss Hospital (Ward 2 South Acute). Specialist Outpatient Clinics are provided at Box Hill Hospital; and monthly clinics are provided at Maroondah, Angliss and Healesville Hospitals. Non- invasive/Diagnostic Cardiology services are provided at Box Hill, Maroondah and Angliss Hospitals. The Unit also has close links with cardiac rehabilitation services provided through Eastern Health’s

Page 1 of 6 Ambulatory services. The Cardiac Catheter Laboratory and non-invasive diagnostic cardiology services provide approximately 2250 and 15700 procedures per year respectively.

There is an active research and teaching program reflecting these areas of expertise.

Eastern Health Clinical School (EHCS) is one of three clinical schools in the Monash University Faculty of Medicine, Nursing and Health Sciences. EHCS represents the University’s presence in the rapidly-growing area of urban and outer eastern . Our four directorates are:

 Medical Student Programs: The Office of Medical Student Programs in the EHCS is located at Box Hill Hospital, with activity at all Eastern Health clinical sites. Currently the Office of Medical Student Programs oversees the delivery of medical student teaching at all Eastern Health sites for students from Monash University and .

 Eastern Clinical Research Unit (ECRU): ECRU is part of Monash University EHCS and is the mechanism by which Eastern Health undertakes its clinical trials. ECRU conducts clinical trials across a range of disciplines.

 Research and Higher Education: This directorate oversees research activity by clinicians and trainees not covered by ECRU, including non-trial clinical research. It brings together the health service and the academic community and ensures that clinicians and trainees are exposed to and are able to participate in research. The directorate also oversees Higher Degree Research Students and the EHCS laboratory-based translational research programs. These programs are focussed on prostate cancer, renal medicine, vascular medicine and gastroenterology, with capacity to expand into other areas.

 Turning Point Alcohol and Drug Centre: This state-wide service in is part of Eastern Health and formally affiliated with Monash University, EHCS.

The professor of cardiology is a joint Monash University and Eastern Health full time, position. As such the appointee will have teaching, research and clinical duties.

Overview of responsibilities

He/she will:

 provide excellent clinical care for his/her patients;  provide clinical expertise in a cardiology subspecialty  assist the Director in development clinical services that will deliver excellent clinical care  lead and be responsible education within Cardiology at Eastern Health  lead and be responsible for the ongoing strategic development of Cardiology research and across Eastern Health and Monash University FMNHS Eastern Health Clinical School.

The appointee will be a full professor of Monash University and a member of the Eastern Health Clinical School, Faculty of Medicine, Nursing and Health Sciences.

The Professor of Cardiology must combine excellent clinical practice with clinical and research leadership, and thereby strengthen and promote Eastern Health Cardiology

Accountability The appointee will be accountable to:  the Professor and Head, Eastern Health Clinical School, for academic performance;  the Director of Cardiology (Eastern Health) for clinical and operational matters; and  the Executive Director of Medical Services and Research (Eastern Health) for medical professional matters for research.

Objectives

The appointee will be expected to give equal weight to teaching and research duties and clinical service duties. Specifically the appointee will be responsible for:  strengthening and expansion of research and teaching in Cardiology to achieve and maintain a world-class service;  participation in Cardiology clinical services to achieve optimal service provision, optimal use of facilities and resources, strengthening of professional, educational and research activities and increased operational efficiency and effectiveness;  providing clinical leadership for Cardiology at Eastern Health and, in partnership with the Director of Cardiology, nursing leaders, the heads of specialty units and allied health services, promotion of the highest standards of care by its staff;  playing a leading role in supporting the further development of Cardiology services at Eastern Health;  advancing the national and international reputation of Cardiology at Eastern Health as a centre of excellence;  participation in and the promotion of the post graduate education of junior medical staff and in particular cardiology trainees  enhancing the academic standing of the Eastern Health Clinical School by cultivating the highest standards in Cardiology education, training and research;  co-ordination and development of teaching of Cardiology (in association with the other senior clinical academic staff) within Monash University’s Eastern Health Clinical School, the Faculty of Medicine, Nursing and Health Sciences and other bodies.

Page 3 of 6 In addition to the roles and responsibilities that apply to all senior medical staff in Eastern Health and to professorial appointments with Monash University the particular responsibilities of this position will include the following:

Research  establish a strong, personal program of research capable of attracting substantial external funding and being published in top tier journals;  foster and lead the acquisition of research funds from external grant allocating bodies;  initiate and coordinate appropriate research and development for the provision of the clinical services of Cardiology;  ensure convergence between hospital research activity and clinical activity;  further research collaborations between the health service and the Eastern Health Clinical School;  participate in curriculum planning, academic committees, clinical teaching and relevant examination processes relevant to this discipline;  develop and implement strategies to enhance research funding from external grant giving bodies;  undertake the supervision of research students studying for postgraduate degrees;  promote research discussion and dissemination through the organisation of research seminars and meetings.

Education  oversee appropriate scientific and educational activities for the department of Cardiology across Eastern Health;  ensure access to teaching programs of the Cardiology department to students, staff and clinicians;  ensure that doctors in training are appropriately mentored and supervised and that all training requirements of the RACP are met;  ensure that appropriate staff of the hospital department under his or her direction participate in undergraduate teaching programs and other academic pursuits: continuing professional education, postgraduate education, community interaction, etc.  develop, coordinate and participate in teaching activities in Cardiology within the Faculty of Medicine, Nursing and Health Sciences;  advise the Head, Eastern Health Clinical School on issues relating to education at both undergraduate and postgraduate levels;  participate as required in the examination and assessment of students.

Provision of clinical services  provide timely, efficient and high quality clinical and consultative services in Cardiology;  participate in clinical service and policy development across Eastern Health;

Leadership and management  participate in leadership of the Cardiology service towards the achievement of its clinical, operational and academic objectives;  build, develop and motivate teams;  employ highly effective communication skills to liaise well with other staff in general, other clinicians and executive staff;  utilise well-developed conflict resolution skills;  participate in and facilitate the process of performance management within the department;  represent Eastern Health and Monash University externally in relevant settings as appropriate.  You agree to adhere to the Equal Employment Opportunity policies and practices of the Health Service. Quality and clinical review activities  participate in the EH Risk Management program, including participation in audit activities, risk identification and analysis of relevant key performance indicators (KPIs) and clinical indicators;  assist in developing consistent, evidence-based protocols and guidelines where required.

Page 4 of 6  notify the Director of Cardiology, Executive Clinical Director of Specialty Medicine, Chief Medical Officer and relevant Director of Medical Services of any sentinel event or serious adverse incident.  co-operate with Clinical Review Committees.  participate in quality assurance programs within the department, equipment standards, audit activities, review of deaths and analysis of relevant clinical and key performance indicators (KPIs).  update Cardiology procedures with the introduction of appropriate new techniques used in Australia or overseas or employed in basic sciences or research.  assist in the development of clinical pathways where appropriate.  assist in resolving patient and relative complaints.  Eastern Health is accredited by the independent Australian Council on Healthcare Standards (ACHS) in recognition of the achievement of acknowledged standards, and the commitment to continuous improvement in the provision of healthcare standards. Staff are required to actively participate in quality improvement activities within the Department, which meet the requirements of the ACHS Evaluation and Quality Improvement Program (EQuIP).

External relationships  advance Cardiology and its impact on the community by appropriate public statements on behalf of Cardiology;  co-operate and liaise with clinical services or other agencies to provide clinical data, consultation, peer review and other audit data.

Service  support and participate actively in the functioning of relevant Eastern Health committees and associated functions within Eastern Health;  assist in the development of faculty policy in all matters relevant to Cardiology;  participate in relevant and appropriate faculty committees.

Appointment period

The appointment will be for a fixed term of five years. Subject to performance and other criteria, a further term would be negotiable. The academic appointment will be made at a level appropriate to the successful candidate’s qualifications and experience.

Performance development

The performance of the Professor of Cardiology will be assessed annually and in accordance with the Monash University and Eastern Health performance development programs.

Selection criteria

Qualifications  Registration with the Medical Board of Australia;  Have significant experience and be credentialed (or eligible for credentialing) in a cardiology subspecialty skill set  Fellowship of the Royal Australasian College of Physicians, and membership of the Cardiac Society of Australian and New Zealand  A higher research degree, or equivalent research achievement as demonstrated by published work and research grant success.  Recognition by Medicare as a specialist in Cardiology

Achievements, qualities, capabilities  relevant experience in a major teaching hospital and substantial clinical experience in a specific area of Cardiology with demonstrated innovative capabilities and outcomes in that discipline;

Page 5 of 6  national and international recognition for academic excellence as evidenced by publications and other scholarly achievements;  record of successful supervision of postgraduate research students;  proven excellence in teaching;  demonstrated leadership in the delivery of clinical services and experience in successful health service management;  experience in the development of strategic directions for research and in supporting research and teaching over the broad range of disciplines relevant to Cardiology;  ability to manage, develop and lead his/her discipline in a tertiary referral teaching hospital;  ability to manage financial, capital and human resources effectively and efficiently;  ability to optimise quality and quantity of output within prevailing financial and work practice conditions;  ability to build, develop and motivate clinical, management and research teams and introduce change;  highly effective communication skills, including well-developed conflict resolution skills and ability to liaise well with other staff at all levels;  commitment to the development and promotion of a multidisciplinary approach to Cardiology.
