There has been relatively little scholarly investigation of it because of both theoretical and empirical difficulties. This article argues that solidarity has not declined but has changed in form, which has an impact on what kinds of mobilization are effective. We first develop a theory of solidarity general enough to compare different forms. We then trace the evolution of solidarity through craft and industrial versions, to the emergence of collaborative solidarity from the increasingly fluid ‘friending’ relations of recent decades. Finally, we examine the question of whether these new solidarities can be mobilized into effective collective action, and suggest mechanisms, rather different from tra- ditional union mobilizations, that have shown some power in drawing on friending relations: the development of member platforms, the use of purposive campaigns and the co-ordination of ‘swarming’ actions. In the best cases, these can create collective actions that make a virtue of diversity, openness and participative engagement, by co-ordinating groups with different foci and skills. 1. Collective action takes a variety of forms including protests, sit-ins, and marches, and can address a wide swath of social justice issues. However, research on the mechanisms by which collective action takes place is still developing. Utilizing a national sample of urban neighborhood residents within seven cities, this dissertation is comprised of two related studies investigating the role that civic engagement, bonding social capital, and neighborhood homogeneity play in influencing collective action. Using path analysis, Study 1 investigates the mediating role of bonding social capital in the relationship between civic engagement and collective action. Study 2 utilized multilevel modeling (MLM) and includes a neighborhood level indicator – neighborhood racial homogeneity – to understand the relationship between individual level bonding social capital and collective action. Overall, the results reveal a complex relationship between civic engagement, bonding social capital, and neighborhood homogeneity on the outcome variable of collective action. Study 1 found that collective action was directly related to both bonding social capital and civic engagement, but that bonding social capital partially mediated the relationship between civic engagement and collective action. -

TULSA COMMISSION ON COMMUNITY POLICING Group 1 Building Trust and Legitimacy As stated in the Department of Justice’s Final Report of the President’s Task Force on 21st Century Policing, “Building Trust & Legitimacy” is the first pillar in the philosophy of Community Policing. Integrating officers into the daily lives of Tulsa citizens and providing transparency through accurate and timely communication of information create the kind of accountability that TPD and the Tulsa public need for this trust to grow. Tulsa has its particular history to contend with in addition to recent national headlines involving the Tulsa Police Department. It is imperative that TPD and the City of Tulsa continue to evolve and improve their interaction and communication with the citizenry to overcome these obstacles and nurture a culture in which officers and citizens are both treated with respect. After reviewing the Actions & Recommendations in the Report, Group 1 came up with the following list to instill Trust and Legitimacy between TPD and the Tulsa Community it serves. Some of the items in the Report had overlap or were redundant, so we distilled our plan into the following nine items for TPD and COT. 1. TPD is guided by a guardian philosophy in its policing, consistent with the Final Report of the Task Force on 21st Century Policing recommendation. Group 1 discussed some of the things that TPD is doing right, and that the Guardian Police Officer should be seen as having the best intentions for citizens. Dangerous Ambiguities: Regulation of incapacitants and riot control agents under the Chemical Weapons Convention OPCW Open Forum Meeting, 2nd December 2009 Michael Crowley Project coordinator Bradford Nonlethal Weapon Research Project Chemical Weapons Convention • The Chemical Weapons Convention has proven to be an important defence against the horrors of chemical warfare, vitally important for protecting both military personnel and civilians alike. • Its core obligations are powerfully set out under Article 1, namely that States will never under any circumstances develop, stockpile, transfer or use chemical weapons. • However, certain ambiguities and limitations in the CWC control regime exist regarding regulation of riot control agents (RCAs) and incapacitants. If not addressed, they could endanger the stability of the Convention. Chemical Weapons Convention • Article 1: • Each State Party to this Convention undertakes never under any circumstances: •(a) To develop, produce, otherwise acquire, stockpile or retain chemical weapons, or transfer, directly or indirectly, chemical weapons to anyone; •(b) To use chemical weapons; • (c) To engage in any military preparations to use chemical weapons; •(d) To assist, encourage or induce, in any way, anyone to engage in any activity prohibited to a State Party under this Convention. [Emphasis added]. CWC: Scope of coverage • The CWC is comprehensive in the toxic chemicals it regulates. • The definition of “toxic chemicals” under Article 2.2 includes chemicals that cause “temporary incapacitation”. • Under the Convention, the use of such “toxic chemicals” would be forbidden unless employed for “purposes not prohibited” and as long as the “types and quantities” are consistent with such purposes. • Among the “purposes not prohibited” is: “law enforcement including domestic riot control”. -

The rioting resulted in millions of dollars of property damage and injuries to citizens. In addition, more than 200 police officers from the region who responded to assist in the defense of life and property were injured — several severely. Both during and after the riots, Baltimore City Fraternal Order of Police (FOP) Lodge #3 received many reports from members who were deployed to the defensive efforts, stating that they lacked basic riot equipment, training, and, as events unfolded, direction from leadership. The officers repeatedly expressed concern that the passive response to the civil unrest had allowed the disorder to grow into full scale rioting. Recommendation 1.3 of The President’s Task Force on 21st Century Policing states “law enforcement agencies should establish a culture of transparency and accountability in order to build public trust and legitimacy.
