A number of civic and educational causes and organizations profit from his insight and wide experience. He is one of the nation's foremost scholars in political science, a past dean of the graduate school of the University of North Carolina and Ford Research Professor of Government at Harvard. Dr. Heard's books and articles on Southern politics and on the financing of political campaigns have received wide acclaim. As a teacher he has had a significant part in the development of promising students in the field of political science. He has been a president of the Southern Political Science Association and vice-president of the American Political Science Association. Since becoming chancellor of Vanderbilt University Dr. Heard has played a significant part in efforts to deal with critical problems in higher education. He served as a member of the President's Task Force on Education in 1966, and in 1969 on the President's Task Force on Priorities in Higher Education. In that year he also served on a special committee on campus tensions for the American Council on Education, and the following year as special advisor to the President of the United States on campus affairs.
