NOTICE OF APPLICATIONS CONNACHER OIL AND GAS LIMITED GREAT DIVIDE EXPANSION PROJECT ATHABASCA OIL SANDS AREA ENERGY RESOURCES CONSERVATION BOARD APPLICATION NO. 1650859 ALBERTA ENVIRONMENT ENVIRONMENTAL PROTECTION AND ENHANCEMENT ACT APPLICATION NO. 003-240008 WATER ACT FILE NO. 00271543 ENVIRONMENTAL IMPACT ASSESSMENT The Energy Resources Conservation Board (ERCB/Board) has received Application No. 1650859 and Alberta Environment (AENV) has received Environmental Protection and Enhancement Act (EPEA) Application No. 003-240008 and Water Act File No. 00271543 from Connacher Oil and Gas Limited (Connacher) for approval of the proposed Great Divide Expansion Project (the Project). This notice is to advise interested parties that the applications are available for viewing and that the ERCB, AENV, and other government departments are now undertaking a review of the applications and associated environmental impact assessment (EIA). Description of the Project Connacher has applied to construct, operate, and reclaim an in-situ oil sands project about 70 kilometres (km) south of the City of Fort McMurray in Townships 81, 82, and 83, Ranges 11 and 12, West of the 4th Meridian. Construction of the Project is proposed to begin in 2011, with increased production starting by 2012. The proposed Project would amalgamate Connacher’s existing Great Divide (EPEA Approval No. 223216-00-00) and Algar (EPEA Approval No. 240008-00-00) projects which were each designed to produce 1600 cubic metres per day (m3/day) (10 000 barrels per day [bbl/d]) of bitumen. The proposed Project would also increase Connacher’s bitumen production capacity to 7000 m3/day (44 000 bbl/d) at peak production using the in situ steam assisted gravity drainage (SADG) thermal recovery process. The Project would involve the expansion of the central processing facility and the development of up to 40 well pads and 215 well pairs over three phases. In support of the Project, Connacher has prepared and submitted the following: z Application No. 1650859 to the ERCB, pursuant to Section 13 of the Oil Sands Conservation Act, to amend Approval No. 10587 and 11253A to authorize the construction and operation of the proposed Project and amalgamate the bitumen recovery Project Areas. z Application No. 003-240008 to AENV, pursuant to Part 2, Division 2 of the EPEA, for approval to construct, operate, and reclaim the proposed Project. z An application (File No. 00271543) to AENV, pursuant to Section 50(1) of the Water Act, for approval of an additional 480 000 m3 supply of water annually for the Project. z An EIA report associated with the above applications. The EIA forms part of the application to the ERCB. Statements of concern under the EPEA and Water Act must be submitted by October 23, 2010. Please quote Application No. 003-240008 (EPEA) or File No. 00271543 (Water Act) when submitting a statement of concern. If no statements of concern are received, the EPEA and Water Act applications may be approved without further notice. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeal Board. Applications for Confidentiality Under Section 13 of the Energy Resources Conservation Board Rules of Practice (Rules of Practice), Section 35(1) of the EPEA, and Section 15(1) of the Water Act (Ministerial) Regulation, all documents filed in respect of these proceedings must be placed on the public record. However, any party may apply for confidentiality of information. For the ERCB, parties may file a request for confidentiality in accordance with Section 13(2) of the Rules of Practice and serve a copy of such request on the other parties. For the purposes of Alberta Environment, such requests can be filed according to Section 35(4) of the EPEA and Section 15(4) of the Water Act (Ministerial) Regulation.
