This will act as an extension to the existing industrial complex located on site. 1.1.3 The development is part of a wider expansion of the PCI pharmaceutical offering on the site. An additional two planning applications have recently been consented which further facilitate the regeneration of the site. These provide for additional manufacturing capabilities and a 183 space car park. 1.2 Purpose of the report 1.2.1 The purpose of this transport statement is to detail the likely transport characteristics of the proposed development and identify the potential impact of the proposals on the surrounding transport network. This report also considers the on-site layout regarding parking provision. 1.3 Structure of the report 1.3.1 Following this introductory chapter, the report is structured as follows: • Section 2 describes the existing transport conditions surrounding the development and reviews personal injury collision data for the study area • Section 3 details the sustainable accessibility of the proposed development site • Section 4 outlines the development proposals Asbri Transport 1 <k:\t20\jobs\t20.116 - pci tredegar\documents\t20.116 packaging facility ts - pac issue v2.docx> <March 20 > • Section 5 considers the likely vehicle demand generated by the proposed development • Section 6 provides the conclusions of the report Asbri Transport 2 <k:\t20\jobs\t20.116 - pci tredegar\documents\t20.116 packaging facility ts - pac issue v2.docx> <March 2020> 2.0 EXISTING SITUATION 2.1 Site Location 2.1.1 The proposed development site will be encompassed on all sides by the existing PCI pharmaceuticals site. 2.1.2 To the north the site will be bordered by the new car park approved as part of the 2019 planning application. To the east it will be bordered by the access ramp to the car park, to the south by the existing manufacturing facility and to the west by the approved extension to the manufacturing facility. 2.1.3 The site location in its current context is shown in Figure 2-1. This also shows the site in the context of the wider PCI pharmaceuticals facility. Figure 2-1: Site Location Plan Approved Car Park Approved CMF2 Existing Facility 2.2 Local Highway Network Tafarnaubach Industrial Estate 2.2.1 The Tarfaunabach Industrial Estate consists of a network of industrial estate roads which provide access from Merthyr Road to the industrial units located in the industrial estate. 2.2.2 These roads are generally around 7.5 metres wide and have been designed to accommodate a large number of movements by Heavy Goods Vehicles (HGV’s). However, even with parking occurring on one side of the estate road carriageways this results in an effective carriageway width of around 5.5 metres. 2.2.4 In line with Table 7.1 of Manual for Streets this still provides sufficient width for an HGV and a car to pass each other. 2.2.5 The estate roads are generally well lit with a 2 metre wide footway on at least one side of the carriageway. 2.2.6 To the east of the site the Tafarnaubach Industrial Estate Road continues as a residential estate road connecting with Waundeg. In this location the carriageway narrows significantly to discourage through movements by larger vehicles. There is no footway provision along this section of road however the road is generally well lit. Merthyr Road 2.2.7 Merthyr Road provides primary vehicular access to the Tafarnaubach Industrial Estate. This is a key local distributor road connecting Merthyr Tydfil to the west with Tredegar to the east. It also provides access to the A465 Heads of the Valleys Road. 2.2.8 The carriageway is generally around 8 metres wide with footways on both sides. Prior to its roundabout junction with Tafarnaubach Industrial Estate Road the Merthyr Rooad passes over the A465 Heads of the Vallleys dual carriageway. 2.2.9 On approach to the roundabout junction there is a signalised pedestrian crossing. Dropped kerbs and tactile paving crossing provision allowing for seamless connectivity between Merthyr Road and the proposed development site are also located on the approach arms of the roundabout. 2.2.10 Merthyr Road is generally well lit. Asbri Transport 4 <k:\t20\jobs\t20.116 - pci tredegar\documents\t20.116 packaging facility ts - pac issue v2.docx> <March 2020> A465 Heads of the Valleys 2.2.11 The A465 Heads of the Valleys road is a grade separated dual carriageway which is a key strategic route within the vicinity of the site. It connects Abergavenny to the east with Neath to the west. 2.2.12 Large scale improvements are currently being undertaken along the A465 to ensure that the entire length comprises of a dual carriageway. 2.3 Planning History 2.3.1 The wider PCI Pharmaceuticals site has recently been subject to two consented planning applications. These are detailed as follows: • C/2011/C167 – Revised staff car park and vehicle access and construction of new manufacturing building • C/2019/0195 – a new pharmaceutical containment facility and ancillary infrastructure extended service yard and new car park including associated engineering / land upgrading works. It is proposed that the car park is buily at the top of the site on previously unused land. 2.3.2 These planning consents have both been granted planning permission with the relevant decision notices included in Appendix A. 2.3.3 The 2011 planning application has since lapsed. However, construction of the car park associated with the 2019 planning application has commenced although building works on site of the CMF2 is still to commence. Once implemented the 2019 permission provides an additional parking capacity of 149 spaces on the existing site as is shown in the site plans included in Appendix B. 2.3.4 In December 2019 it was announced that as of April 2020 the Rassau and Tarfarnaubach Industrial Estate would act as a Business Improvements District (BID). This would focus on the regeneration of the area to ensure that businesses within the industrial estate have the environment in which to thrive. Asbri Transport 5 <k:\t20\jobs\t20.116 - pci tredegar\documents\t20.116 packaging facility ts - pac issue v2.docx> <March 2020> 2.4 Highway Safety 2.4.1 STATS19 information derived from the Crashmap database (www.crashmap.com) has been assessed to derive the most recent 5 years (01st January 2014 – 31st December 2018) worth of Personal Injury Collision (PIC) data available within the immediate vicinity of the site. 2.4.2 This information is collated in the database based on STATS19 datasheets which are published annually by the DfT. 2.4.3 The study area has included the entirety of the Merthyr Road access road to the Tafarnaubach Industrial Estate, the internal Tafarnaubach Industrial Estate Roads and the residential access road to the east up to its junction with Waundeg. The study area is shown in Figure 2.2. SITE 2.4.4 A short summary of the PIC’s within the study area is set out as follows with STATS19 information included in Appendix C. These were all classified as slight in severity: • Merthyr Road Tafarnaubach Industrial Estate Roundabout: o Light Goods Vehicle manoeuvring on the roundabout collided with a cyclist. • Merthyr Road / A4048 Roundabout: Asbri Transport 6 <k:\t20\jobs\t20.116 - pci tredegar\documents\t20.116 packaging facility ts - pac issue v2.docx> <March 2020> o Single vehicle incident on the Merthyr Road West approach to the roundabout. o Rear end shunt between two cars and a motorcyclist on the roundabout. 2.4.5 It is therefore considered that there is no obvious accident pattern or problem within the immediate vicinity of the site which is likely to be exacerbated by the introduction of the proposed development Asbri Transport 7 <k:\t20\jobs\t20.116 - pci tredegar\documents\t20.116 packaging facility ts - pac issue v2.docx> <March 2020> 3.0 SUSTAINABLE ACCESSIBILITY 3.1 Pedestrian Infrastructure 3.1.1 Within the Tafarnaubach Industrial Estate there is generally good pedestrian provision with footways on at least one side of the carriageway. 3.1.2 This footway provision is generally well lit but does not benefit from continuous dropped kerb and tactile paving provision on the access roads leading to the site.
