The bridge widening is part of the Yorba Linda Boulevard and Savi Ranch Parkway Widening Project. This report was prepared to support the Project Approval and Environmental Document (PA-ED) phase of the project. The SPGR includes information required by the 2017 California Department of Transportation (Caltrans) Foundation Reports for Bridges document. -

Chapter 2 Affected Environment, Environmental Consequences, and Avoidance, Minimization, and/or Mitigation Measures PHYSICAL ENVIRONMENT 2.8 Hydrology and Floodplains 2.8.1 Regulatory Setting EO 11988 (Floodplain Management) directs all federal agencies to refrain from conducting, supporting, or allowing actions in floodplains unless it is the only practicable alternative. The FHWA requirements for compliance are outlined in 23 CFR 650 Subpart A. To comply, the following must be analyzed: • The practicability of alternatives to any longitudinal encroachments • Risks of the action • Impacts on natural and beneficial floodplain values • Support of incompatible floodplain development • Measures to minimize floodplain impacts and to preserve/restore any beneficial floodplain values affected by the project The base floodplain is defined as “the area subject to flooding by the flood or tide having a one percent chance of being exceeded in any given year.” An encroachment is defined as “an action within the limits of the base floodplain.” 2.8.2 Affected Environment This section is based on the Location Hydraulic Study State Route 55 Improvement Project From Interstate 5 to State Route 91 (LHS) (April 2018), the Water Quality Technical Memorandum (November 2018), Stormwater Data Report (March 2019), and the Preliminary Drainage Report State Route 55 Widening Project (October 2018) prepared for the proposed project. 2.8.2.1 Regional Hydrology The proposed project is located within the Santa Ana River hydrologic unit and within two subhydrologic areas: the Lower Santa Ana River and San Diego Creek, both of which are part of the East Coastal Plain Hydrologic Sub-Area (801.11). In addition, the proposed project is located within three watersheds: the Lower Santa River Watershed, Santiago Creek Watershed, and San Diego Creek Watershed. -

Environmental Analysis 5.4 GEOLOGY AND SOILS This section of the Draft Environmental Impact Report (DEIR) evaluates the potential for implementation of the Beach Boulevard Specific Plan (Proposed Project) to impact geological and soil resources in the City of Anaheim. 5.4.1 Environmental Setting Regulatory Setting California Alquist-Priolo Earthquake Fault Zoning Act The Alquist-Priolo Earthquake Fault Zoning Act was signed into state law in 1972. Its primary purpose is to mitigate the hazard of fault rupture by prohibiting the location of structures for human occupancy across the trace of an active fault. The act delineates “Earthquake Fault Zones” along faults that are “sufficiently active” and “well defined.” The act also requires that cities and counties withhold development permits for sites within an earthquake fault zone until geologic investigations demonstrate that the sites are not threatened by surface displacement from future faulting. Pursuant to this act, structures for human occupancy are not allowed within 50 feet of the trace of an active fault. Seismic Hazard Mapping Act The Seismic Hazard Mapping Act (SHMA) was adopted by the state in 1990 to protect the public from the effects of nonsurface fault rupture earthquake hazards, including strong ground shaking, liquefaction, seismically induced landslides, or other ground failure caused by earthquakes. The goal of the act is to minimize loss of life and property by identifying and mitigating seismic hazards. The California Geological Survey (CGS) prepares and provides local governments with seismic hazard zone maps that identify areas susceptible to amplified shaking, liquefaction, earthquake-induced landslides, and other ground failures. -
Three Chumash-Style Pictograph Sites in Fernandeño Territory
THREE CHUMASH-STYLE PICTOGRAPH SITES IN FERNANDEÑO TERRITORY ALBERT KNIGHT SANTA BARBARA MUSEUM OF NATURAL HISTORY There are three significant archaeology sites in the eastern Simi Hills that have an elaborate polychrome pictograph component. Numerous additional small loci of rock art and major midden deposits that are rich in artifacts also characterize these three sites. One of these sites, the “Burro Flats” site, has the most colorful, elaborate, and well-preserved pictographs in the region south of the Santa Clara River and west of the Los Angeles Basin and the San Fernando Valley. Almost all other painted rock art in this region consists of red-only paintings. During the pre-contact era, the eastern Simi Hills/west San Fernando Valley area was inhabited by a mix of Eastern Coastal Chumash and Fernandeño. The style of the paintings at the three sites (CA-VEN-1072, VEN-149, and LAN-357) is clearly the same as that found in Chumash territory. If the quantity and the quality of rock art are good indicators, then it is probable that these three sites were some of the most important ceremonial sites for the region. An examination of these sites has the potential to help us better understand this area of cultural interaction. This article discusses the polychrome rock art at the Burro Flats site (VEN-1072), the Lake Manor site (VEN-148/149), and the Chatsworth site (LAN-357). All three of these sites are located in rock shelters in the eastern Simi Hills. The Simi Hills are mostly located in southeast Ventura County, although the eastern end is in Los Angeles County (Figure 1). -

Appendix A: Watershed Summaries Preface California’s watersheds supply water for drinking, recreation, industry, and farming and at the same time provide critical habitat for a wide variety of animal species. Conceptually, a watershed is any sloping surface that sheds water, such as a creek, lake, slough or estuary. In southern California, rapid population growth in watersheds has led to increased conflict between human users of natural resources, dramatic loss of native diversity, and a general decline in the health of ecosystems. California ranks second in the country in the number of listed endangered and threatened aquatic species. This Appendix is a “working” database that can be supplemented in the future. It provides a brief overview of information on the major hydrological units of the South Coast, and draws from the following primary sources: • The California Rivers Assessment (CARA) database (http://www.ice.ucdavis.edu/newcara) provides information on large-scale watershed and river basin statistics; • Information on the creeks and watersheds for the ESU of the endangered southern steelhead trout from the National Marine Fisheries Service (http://swr.ucsd.edu/hcd/SoCalDistrib.htm); • Watershed Plans from the Regional Water Quality Control Boards (RWQCB) that provide summaries of existing hydrological units for each subregion of the south coast (http://www.swrcb.ca.gov/rwqcbs/index.html); • General information on the ecology of the rivers and watersheds of the south coast described in California’s Rivers and Streams: Working -
Southern Steelhead Populations Are in Danger of Extinction Within the Next 25-50 Years, Due to Anthropogenic and Environmental Impacts That Threaten Recovery
SOUTHERN CALIFORNIA STEELHEAD Oncorhynchus mykiss irideus Critical Concern. Status Score = 1.9 out of 5.0. Southern steelhead populations are in danger of extinction within the next 25-50 years, due to anthropogenic and environmental impacts that threaten recovery. Since its listing as an Endangered Species in 1997, southern steelhead abundance remains precariously low. Description: Southern steelhead are similar to other steelhead and are distinguished primarily by genetic and physiological differences that reflect their evolutionary history. They also exhibit morphometric differences that distinguish them from other coastal steelhead in California such as longer, more streamlined bodies that facilitate passage more easily in Southern California’s characteristic low flow, flashy streams (Bajjaliya et al. 2014). Taxonomic Relationships: Rainbow trout (Oncorhynchus mykiss) historically populated all coastal streams of Southern California with permanent flows, as either resident or anadromous trout, or both. Due to natural events such as fire and debris flows, and more recently due to anthropogenic forces such as urbanization and dam construction, many rainbow trout populations are isolated in remote headwaters of their native basins and exhibit a resident life history. In streams with access to the ocean, anadromous forms are present, which have a complex relationship with the resident forms (see Life History section). Southern California steelhead, or southern steelhead, is our informal name for the anadromous form of the formally designated Southern California Coast Steelhead Distinct Population Segment (DPS). Southern steelhead occurring below man-made or natural barriers were distinguished from resident trout in the Endangered Species Act (ESA) listing, and are under different jurisdictions for purposes of fisheries management although the two forms typically constitute one interbreeding population. -

Bulletin of the Seismological Society of America, Vol. 94, No. 2, pp. 747–752, April 2004 Activity of the Offshore Newport–Inglewood Rose Canyon Fault Zone, Coastal Southern California, from Relocated Microseismicity by Lisa B. Grant and Peter M. Shearer Abstract An offshore zone of faulting approximately 10 km from the southern California coast connects the seismically active strike-slip Newport–Inglewood fault zone in the Los Angeles metropolitan region with the active Rose Canyon fault zone in the San Diego area. Relatively little seismicity has been recorded along the off- shore Newport–Inglewood Rose Canyon fault zone, although it has long been sus- pected of being seismogenic. Active low-angle thrust faults and Quaternary folds have been imaged by seismic reflection profiling along the offshore fault zone, raising the question of whether a through-going, active strike-slip fault zone exists. We applied a waveform cross-correlation algorithm to identify clusters of microseis- micity consisting of similar events. Analysis of two clusters along the offshore fault zone shows that they are associated with nearly vertical, north-northwest-striking faults, consistent with an offshore extension of the Newport–Inglewood and Rose Canyon strike-slip fault zones. P-wave polarities from a 1981 event cluster are con- sistent with a right-lateral strike-slip focal mechanism solution.
