The production and sales growth was insignificant, in comparison with the first quarter of 2012. The increase in the share of foreign cars in the car production and sales structure also slowed down. Car Production Over the first three months of 2013, in Russia, 452.5 thousand cars were manufactured, which is only a 0.62% increase on the production result for the same period of 2012. Shares of Russian and foreign cars in the production structure also remained almost unchanged. In January-March 2013, 140.6 thousand cars of Russian brands were produced, which amounted to 31.07% of the total production volume. For comparison, In January-March 2012, their share was equal to 31.11%. Despite the total production volume stability, in the first quarter of 2013, the dynamics of cars, produced by various manufacturers, differed significantly. So, most enterprises, producing cars of Russian brands, showed the negative production dynamics. AVTOVAZ’s car production decreased by 4.63%, in particular, due to the assembly termination of Lada Kalina cars of the previous generation and preparation for the production of a new model of Kalina cars. The car production of Ulyanovsk Automobile Plant also decreased, by 14.1%. -

Comments may be directed to the authors. REGULATORY POLICY PROGRAM The Regulatory Policy Program at the Mossavar-Rahmani Center for Business and Government serves as a catalyst and clearinghouse for the study of regulation across Harvard University. The program's objectives are to cross-pollinate research, spark new lines of inquiry, and increase the connection between theory and practice. Through seminars and symposia, working papers, and new media, RPP explores themes that cut across regulation in its various domains: market failures and the public policy case for government regulation; the efficacy and efficiency of various regulatory instruments; and the most effective ways to foster transparent and participatory regulatory processes. The views expressed in this paper are those of the authors and do not imply endorsement by the Regulatory Policy Program, the Mossavar-Rahmani Center for Business and Government, Harvard Kennedy School, or Harvard University. Comparison of China's Three Leading Automotive
Compact organizational space and technological catch-up: Comparison of China’s three leading automotive groups* Kyung-Min Nam *Reprinted from Research Policy, online first (doi: 10.1002/2013EF000214) © 2014 with kind permission from Elsevier B.V. Reprint 2014-18 The MIT Joint Program on the Science and Policy of Global Change combines cutting-edge scientific research with independent policy analysis to provide a solid foundation for the public and private decisions needed to mitigate and adapt to unavoidable global environmental changes. Being data-driven, the Program uses extensive Earth system and economic data and models to produce quantitative analysis and predictions of the risks of climate change and the challenges of limiting human influence on the environment—essential knowledge for the international dialogue toward a global response to climate change. To this end, the Program brings together an interdisciplinary group from two established MIT research centers: the Center for Global Change Science (CGCS) and the Center for Energy and Environmental Policy Research (CEEPR). These two centers—along with collaborators from the Marine Biology Laboratory (MBL) at Woods Hole and short- and long- term visitors—provide the united vision needed to solve global challenges. At the heart of much of the Program’s work lies MIT’s Integrated Global System Model. Through this integrated model, the Program seeks to: discover new interactions among natural and human climate system components; objectively assess uncertainty in economic and climate projections; critically and quantitatively analyze environmental management and policy proposals; understand complex connections among the many forces that will shape our future; and improve methods to model, monitor and verify greenhouse gas emissions and climatic impacts. -
