Thanks to the MDGs, governments and international actors have acted more decisively and with improved unity on poverty, hunger and other scourges on human development. Importantly, it has also resulted in the generation and collection of more targeted data on MDG issues, which have been used to convey powerful messages, to influence policies and shape national or international measures. Experience shows that issues left out of the universal agreed agenda are not effectively monitored and reported on, and easily become blind spots when priorities are set, policies defined or budgets allocated. This is one key reason why the overall post-2015 development framework must explicitly aim to focus on and target those who are currently invisible: the poorest of the poor. Current limitations in measurement or data collection should not deter the international community from committing to a robust set of goals, targets and indicators focused on this segment of the population. Many actors have recognised that one of the weaknesses of the MDG framework was its failure to fully reflect the promise in the Millennium Declaration where countries pledged to strive for the protection and promotion of all human rights. -

The draft technical standards provide a framework for ESG disclosures to ensure stakeholders are informed about ESG exposures and strategies and can make informed decisions and exercise market discipline. The publication also includes details of the proposed Green Asset Ratio, which integrates the EU Taxonomy into bank disclosure requirements for the first time. The consultation is the latest in a series of initiatives at the EU-level developing the ESG risk disclosure framework. It is crucial for banks to have a holistic, joined-up understanding of how the various initiatives apply, to identify synergies and dependencies across different requirements and banks’ implementation workstreams. What will banks be required to disclose? The ITS introduces eight templates, covering transition risk and physical risk, and requiring a combination of quantitative and qualitative information. Executive summary This global financial and economic crisis will have dramatic social, health, hunger and education effects unless decisive action is taken. The global crisis threatens to roll back decades of investment in favour of human development and in pursuit of internationally agreed development goals, including the MDGs. In the long term, it could lead to significant challenges to peace and security in various parts of the world. Past economic crises have usually resulted in significant reductions in aid flows and in national budgets to support needed social services, including education and health, and also across the spectrum of public services. The UN system should protect those fundamental elements of societal cohesion – social protection, education, health, the sciences, culture and communication – that make human development possible but which are often the first to be hit in a recession. Countries must provide leadership by ensuring that their crisis responses emphasize the need to invest in social protection, health, education, science, culture and other relevant social sectors. The objective should be to spend in ways that will both kick-start growth and support more inclusive and sustainable development in the longer term - in other words, to invest out of the crisis. -

The concept repositions the traditional areas of Social Protection (labor market intervention, social insurance and social safety nets) in a framework that includes three strategies to deal with risk (prevention, mitigation and coping), three levels of formality of risk management (informal, market-based, public) and many actors (individuals, households, communities, NGOs, governments at various levels and international organizations) against the background of asymmetric information and different types of risk. This expanded view of Social Protection emphasizes the double role of risk management instruments - protecting basic livelihood as well as promoting risk taking. It focuses specifi- cally on the poor since they are the most vulnerable to risk and typically lack appropriate risk management instruments, which constrains them from engaging in riskier but also higher return activities and hence gradually moving out of chronic poverty. This paper discusses the changes from an historical perspective and introduces a theoretical framework (the Welfare Pentagon) explaining how immigrants cope with (economic) hardship when they do not have access to formal social protection. The relationship between migrants and social protection in the Netherlands has been and still is marked by asymmetries in entitlements and contributions (taxes). Shifting notions of fairness throughout time to both documented and undocumented migrants are noticed and interpreted. The Human Rights Approach to Social Protection
Dr. Magdalena Sepúlveda of Chile has worked for the past four years for the United Nations Human Rights Council as Special Rapporteur on Extreme Poverty and Human Rights. In its resolution 8/11 (2008), the UN Human Rights Council requested that she examine the relationship between extreme poverty and the enjoyment of human rights, paying particular attention to the situation of vulnerable groups and the impact of discrimination. The Special Rapporteur set out to elaborate and promote a human rights framework for social protection, identifying best practices and disseminating lessons learned. Her approach involves the application of the central human rights principles of the human rights framework - equality and non- discrimination (including accessibility, acceptability, affordability and the incorporation of the gender perspective), participation, transparency and accountability - to the design, implementation, monitoring and evaluation of social protection systems. In this publication Dr. Sepúlveda and her assistant Ms. Carly Nyst have synthesised the key findings and recommendations from the following reports of the Special Rapporteur to the UN Human Rights Council and General Assembly: Human Rights Approach to Social Protection The 1) Human rights and cash transfer programmes; 2) The role of social protection in the face of the global financial crisis; 3) A human rights framework for non-contributory pensions; 4) The importance of social protection measures in achieving the MDGs, with a particular focus on gender-related concerns; and 5) The human rights approach to recovery from the global economic and financial crises. The publication also draws from the Special Rapporteur's country reports on Ecuador, Zambia, Bangladesh, Vietnam, Ireland, Timor-Leste and Paraguay. -

Introduction Like size, definitions matter. Around the world, there is widespread unease about the growth of social and economic insecurity and inequality. Whatever the causes, people look to systems of social protection to overcome the worst effects, whether the system is the informal network of family relationships or a complex web of state policies. They look to institutions to enhance the security of themselves and their families and communities. But in thinking about globalisation and changes in socio-economic inequality, we need to be clear about changing patterns of social protection, social security and socio-economic security. Social security is best defined as a combination of social insurance and social assistance (‘state charity’), the system by which state transfers are provided, usually but not always in cash form, supposedly related to specific contingency risks, such as sickness, invalidity, old age, unemployment and motherhood. Defining what is a risk, and specifying which risks should be covered and which not, are among the difficulties of social security. Social protection covers not just state-based schemes of income transfers, based on social insurance or means-testing or other conditionality tests, or universal or citizenship rights, but also social services, community initiatives, private commercial or voluntary schemes, and self-help arrangements, such as “friendly societies”. -

On the one hand, the social policies that characterise modern welfare states are perceived as luxuries which we can no longer afford in a world of intensely competitive markets. On the other, these same policies are equally claimed as the primary vehicle for governments to help people through the process of adjusting to economic change, thereby maintaining social cohesion. Across most of the OECD nations debates about the role of the welfare state in the context of the global economy oscillate between these two positions.1 Over the past ten to fifteen years the changed economic conditions brought about by globalisation have become increasingly apparent yet many — if not most — OECD governments have been slow to formulate any strategic social policy response to the impact of globalisation. UNICEF's Global Social Protection Programme Framework IV UNICEF’S SOCIAL PROTECTION PROGRAMME FRAMEWORK 2019 Foreword We live in a world where 385 million children are struggling on less than $1.90 a day and there are significant child poverty rates even in the world’s richest countries. This leaves children and families facing financial barriers which can make accessing quality services impossible. Social vulnerability – resulting from the interaction of social dynamics and individual and family characteristics such as disability, gender, ethnicity or religion – compounds the impacts of a lack of income. Consequently, hundreds of millions of children are living in © UNICEF/UNI180370/Markisz multidimensional poverty and will struggle to reach their full potential. This is devastating for the children themselves, and has knock-on effects for the societies and economies to which they belong. Further, growing and interconnected global trends, ranging from climate change to forced migration, threaten to increase child poverty and vulnerability, making the challenges even greater. This framework outlines the crucial role child-sensitive social protection has to play in responding to these current and emerging challenges. It provides a conceptual framework and shared definition, evidence on the impacts of social protection, and what a child-sensitive social protection system should include.
