July 24, 2006 Ryan Broderick, Director California Department of Fish and Game 1416 Ninth Street, 12th Floor Sacramento, CA 95814 RE: Improving efficiency of California’s fish hatchery system Dear Director Broderick: On behalf of the Pacific Rivers Council and Center for Biological Diversity, we are writing to express our concerns about the state’s fish hatchery and stocking system and to recommend needed changes that will ensure that the system does not negatively impact California’s native biological diversity. This letter is an update to our letter of August 31, 2005. With this letter, we are enclosing many of the scientific studies we relied on in developing this letter. Fish hatcheries and the stocking of fish into lakes and streams cause numerous measurable, significant environmental effects on California ecosystems. Based on these impacts, numerous policy changes are needed to ensure that the Department of Fish and Game’s (“DFG”) operation of the state’s hatchery and stocking program do not adversely affect California’s environment. Further, as currently operated, the state’s hatchery and stocking program do not comply with the California Environmental Quality Act, Administrative Procedures Act, California Endangered Species Act, and federal Endangered Species Act. The impacts to California’s environment, and needed policy changes to bring the state’s hatchery and stocking program into compliance with applicable state and federal laws, are described below. I. FISH STOCKING NEGATIVELY IMPACTS CALIFORNIA’S NATIVE SALMONIDS, INCLUDING THREATENED AND ENDANGERED SPECIES Introduced salmonids negatively impact native salmonids in a variety of ways. Moyle, et. al. (1996) notes that “Introduction of non-native fish species has also been the single biggest factor associated with fish declines in the Sierra Nevada.” Moyle also notes that introduced species are contributing to the decline of 18 species of native Sierra Nevada fish species, and are a major factor in the decline of eight of those species. -

Zilka U.S. Bureau of Mines STUDIES RELATED TO WILDERNESS Under the provisions of the Wilderness Act (Public Law 88-577, September 3, 1964) and the Joint Conference Report on Senate Bill 4, 88th Congress, the U.S. Geological Survey and the U.S. Bureau of Mines have been conducting mineral surveys of wilderness and primitive areas. Areas officially designated as "wilderness," "wild," or "canoe" when the act was passed were incorporated into the National Wilderness Preservation System, and some of them are presently being studied. The act provided that areas under consideration for wilderness designation should be studied for suitability for incorporation into the Wilderness System. The mineral surveys constitute one aspect of the suitability studies. The act directs that the results of such surveys are to be made available to the public and be submitted to the President and the Congress. This report discusses the results of a mineral survey of the Golden Trout Wilderness (NF903), Sequoia and Inyo National Forests, Tulare and Inyo Counties, California. The area was established as a wilderness by Public Law 95-237,1978. SUMMARY Studies by the U.S. Geological Survey (USGS) and the U.S. Bureau of Mines (USBM) did not reveal any large mineral deposits. Tungsten, lead, silver, zinc, and molybdenum are the principal elements in ore-forming minerals detected in the study area. -

Cattle began grazing the Kern Plateau more than 130 years ago, long before the area and surrounding environs were established as the Inyo and Sequoia national forests. Various studies have documented that cattle grazing can seriously damage water and land resources. But attempts to reform grazing management policy on the Kern Plateau and to protect native species in this case, California's state fish, the golden trout, and its close relative shave met with little success. In part, the failure to reform grazing management stems from the long-held view that cattle ranching is the cornerstone of the local economy. -

Valley5 Received: 2 March 2019 / Accepted: 12 July 2019 © Springer-Verlag GmbH Germany, part of Springer Nature 2019 Abstract Skarn garnets in the Mineral King roof pendant of the south–central Sierra Nevada within Sequoia National Park, Califor- nia, USA reveal variable fuid chemistry with a signifcant component of meteoric water during metasomatism in the Early Cretaceous Sierra Nevada Batholith. We focus on andradite garnet associated with Pb–Zn mineralization in the White Chief Mine. Laser fuorination oxygen isotope analyses of δ18O of garnet (δ18O(Grt)) from sites along the skarn show a large range of values (− 8.8 to + 4.6‰ VSMOW). Ion microprobe (SIMS) analyses elucidate that individual andradite crystals are strongly zoned in δ18O(Grt) (up to 7‰ of variation). Total rare-earth element concentrations (∑REE) across individual garnets show progressive depletion of skarn-forming fuids in these elements during garnet growth. These fndings support 18 18 a skarn model of earliest red high-δ O grandite garnet consistent with a magmatic-dominated equilibrium fuid (δ O(H2O) as high as ≈ + 8‰). Later, green andradite crystallized in equilibrium with a low-δ18O fuid indicating a signifcant infux 18 of meteoric fuid (δ O(H2O) ≈ − 6 to − 5‰), following a hiatus in garnet growth, associated with late-stage Pb–Zn miner- 18 18 alization.
