A Message From Your Howard County Executive Howard County is one of best places in the nation to live, work, and play. To maintain this standing, we must always be moving forward and looking to improve. It is imperative that every neighborhood has access to reliable and efficient public transportation. To achieve this goal, we are improving RTA bus services with the first ever, major realignment. The new service route changes will begin on Sunday, May 5th, 2019. We adjusted schedules to shorten wait times between buses and eliminated 2-hour frequencies. All buses will now operate on 30-minute or one-hour intervals. We added new or expanded service on Sunday routes. We have also added three new routes to allow for more efficient rides with shorter travel times. We streamlined routes and schedules to make them easier to understand. And our residents over 60 years old and those with disabilities will still be able to ride fixed-route buses for free, system wide. All these changes will make riding RTA more convenient, more reliable, and more efficient. We also know that riders deserve an easy, accessible way to find bus information. I encourage you to check out our free, mobile phone app, RouteShout 2.0. The app allows you to see personalized bus arrival and departure times by route, address, or location. Our app will make it easier than ever to stay informed and plan your trip. As your county executive, I know that quality public transportation for every single resident is a top priority. Since taking office, we listened to your ideas, your concerns, and your needs. It is clear that public transportation is so important to a modern, connected community. Many rely on our bus service to get to work, the grocery store, the pharmacy, and more. We are constantly working to make our public transportation system more robust and more accessible. Streamline routes and schedules making them easier to understand • Add new or expanded service on Sunday on Routes 403, 404, 405, 407, 408 and 501 • Eliminates 2 hour frequencies. Village Center ¥ Expands to provide Sunday service with service every hour. ¥ DorseyÕs Search Village Center will be served by the New Route 403. 406 Shorter Routing ¥ Provides a more direct connection and reduced ride time to Snowden Square and Columbia Columbia Gateway Gateway by 50%. ¥ Long Reach, Columbia Crossing, and Dobbin Center will be served by Routes 408 and 402A/B. 407 Same w/ Minor ¥ Increases frequency to half-hour between Columbia Mall and Owen Brown during the Kings Contrivance Modification daytime (Monday Ñ Saturday). ¥ Columbia Medical Plan served by Route 402A/B. 408 Serves Parts of ¥ New hourly service on Sunday. Towne Centre 409 & 409B ¥ Reduces service span in the evenings due to low productivity. Laurel/Elkridge ¥ The service change increases Saturday service to every hour. ¥ Eliminates service to underperforming locations such as Route 100 Industrial Park and Dorsey MARC Station (Savage MARC Station will continue to be served). 414 New Route ¥ Provides a direct connection during the day between Kings Contrivance, Howard Kings Contrivance (Serves part of Existing Community College and Mall in Columbia, Monday to Friday. Route 404) ¥ Reduces ride time by 50%. 501 Slight Modification ¥ Broken Land Parkway Park and Ride will no longer be served due to low ridership. New Funding Sources: One of the reasons for the large increase in the FY 2021 Capital Budget request are new funding sources: Other General Obligation Bonds (Other GO): These are General Obligation bonds that are supported by 4 dedicated revenue streams, totaling $82.3 million of FY 2021 requested appropriation. Attachment 14 provides the projects that have proposed appropriation of Other GO bonds, as well as the revenue stream that will fund the debt service. NOTE: Per the Administration, “all GO bonds are backed by the full faith and credit of the County.
