BEFORE THE Federal Communications Commission WASHINGTON, D.C. 20554 In the Matter of ) ) Broadcast Localism ) MB Docket No. 04-233 ) To: The Commission COMMENTS OF ENTERCOM BUFFALO LICENSE, LLC Entercom Buffalo License, LLC ("Entercom Buffalo"), by its attorneys, hereby submits comments in response to the Notice ofInquiry in the above-captioned proceeding ("Notice"). Entercom Buffalo is the licensee ofStations WBEN(AM), WGR(AM), WTSS(FM), WWKB(AM) and WWWS(AM), Buffalo, New York; WKSE(FM), Niagara Falls, New York; and WLKK(FM), Wethersfield Township, New York. As discussed below, the Commission's current policies with regard to broadcast localism properly allow licensees the flexibility to address the concerns oftheir communities in inventive and inspiring ways, as demonstrated by the attached summary ofcommunity-oriented programming and activities. There is no reason to impose new regulations on the industry in this regard that potentially would diminish, and not enhance, local community service activities by broadcasters. I. Localism and Deregulation of Radio Content "The concept oflocalism was part and parcel ofbroadcast regulation virtually from its inception." Deregulation ofRadio, 84 FCC 2d 968,994 (1981) ("Radio Deregulation Order"). The Commission has long recognized that, in serving the needs ofits community, a broadcaster should be afforded some latitude in tailoring its programming to the needs ofits listeners. Radio Deregulation Order at 994-98. The Commission acknowledges that it should avoid "regulations 2 that straight-jacket all stations into the same mold." Radio Deregulation Order at 998. More than twenty years ago, therefore, the Commission correctly eliminated its non-entertainment programming guidelines for commercial broadcast radio, requiring only that stations offer programming responsive to the issues ofconcern to the station's listeners, as discerned by the station licensee. -

BUFFALO CAMPUS DAYTIME CLOSING: Prior to 6:00 a.m. each morning, we will evaluate the condition of the campuses and surrounding communities and make a recommendation to the College President to close the College. In addition to the media outlets, school closing information will be broadcast over the Medaille College Emergency Alert System. Text messages, e-mails, and messages to cell, office, and home phones will be sent to everyone enrolled in the Emergency Alert System. In this Order, we adopt the attached Consent Decree entered into between the Federal Communications Commission (the Commission) and Entercom License, LLC (Entercom). The Consent Decree resolves the Commission’s investigation into whether Entercom violated section 315(e)(3) of the Communications Act of 1934, as amended (the Act), and section 73.1943(c) of the Commission’s rules in connection with the timeliness of uploads of required information to the online political files of certain Entercom-owned and operated radio stations. To resolve this matter, Entercom agrees, among other things, to implement a comprehensive Compliance Plan and to provide periodic Compliance Reports to the Bureau. 2. Internship Overview & Opportunities
Internship Overview & Opportunities Program Objective Entercom Buffalo offers internships at the radio stations in various departments as an opportunity for students to apply classroom theory to practical work experience. Our internship program allows students to experience firsthand the reality of working in the radio broadcasting industry. Interns can test their creative talent, exercise their analytical skills and increase their understanding of broadcasting operations and trends. Qualifications All interns must be college students and receive college credits for the internships. Station department heads oversee the internships to evaluate the interns and ensure they are receiving the proper education/training. Students are expected to obtain and complete any forms necessary to receive credit for the internship experience. Entercom Buffalo will assist students with the completion of such forms and provide information concerning duties and responsibilities. Opportunities Internships are available year-round and are 12-15 hours per week. Specific days and times will be agreed upon in advance. Internship programs available include: Sales: All Stations The Sales Managers oversee the internships to evaluate the interns and ensure they are receiving proper sales education/training. Interns assist sales support staff, participate in sales training meetings, learn all steps of the sales process, and participate in external sales calls with AEs. Promotion Department: All Stations Assist with the planning, coordination and executing of major station events, in addition to station sponsored street stops, concerts, movie screenings, and live broadcast remotes. Assist with setting up station’s area, hang banners, organize demo-sampling or giveaways, and interact with listeners. Learn the strategies of a major market radio station as well as various office duties.
