    The Bengal-Bangladesh Borderland: Chronicles from Nadia, Murshidabad and Malda 1 Paula Banerjee Introduction Borderland studies, particularly in the context of South Asia are a fairly recent phenomenon. I can think of three works that have made borderlands, particularly the Bengal-Bangladesh borderland as the focal area of their study in the last one decade. Ranabir Samaddar’s The Marginal Nation: Transborder Migration From Bangladesh to West Bengal started a trend that was continued by Willem Van Schendel in his The Bengal Borderland: Beyond State and Nation in South Asia . Both these books argue that the border is part of larger zone or the borderland that at once constructs and subverts the nation. Samaddar goes beyond the security and immutable border discourse and problematises the borderland by speaking of flows across the border. He argues that such flows are prompted by historical and social affinities, geographical contiguity and economic imperative. People move when their survival is threatened and rigid borders mean little to the desperate. They question the nation form that challenges their existence. If need be they find illegal ways to tackle any obstacle that stand in their path of moving particularly when that makes the difference between life and death. Thereby Samaddar questions ideas of nation state and national security in present day South Asia when and if it privileges land over the people who inhabit that land. Van Schendel also takes the argument along similar lines by stating that without understanding the borderland it is impossible to understand the nation form that develops in South Asia, the economy that emerges or the ways in which national identities are internalized.

    ‘The blessed land’: narratives of peasant resistance at Nandigram, West Bengal, in 2007 Adam McConnochie A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Master of Arts in History Victoria University of Wellington 2012 ii Abstract In early 2007, the West Bengal state government in India sought to acquire over 10,000 acres of cultivated rural land in Nandigram, East Midnapur. The government, the Communist Party of India (Marxist) (CPI-M) led Left Front coalition, sought to acquire this land to allow the Indonesian industrialists, the Salim group, to construct a chemical hub. Land acquisition had been increasing in India since 2005, when the Special Economic Zone (SEZ) Act was passed for the purpose of attracting investment from national and multinational corporations. Peasants in Nandigram were opposed to the acquisition of their land, and during 2007 successfully resisted the government attempts to do so. In response, the CPI-M sent party cadre to harass, rape and murder the peasantry, using their control of government to punish people in Nandigram. This thesis examines the events at Nandigram between June 2006 and May 2008 and investigates the narratives of peasant resistance that emerged in West Bengal. It focuses on three groups of West Bengal society: the peasants of Nandigram, the intellectuals and civil society of West Bengal, and the major political parties of West Bengal. Existing explanations of the events at Nandigram have focused on the role of intellectuals and civil society, and their views have dominated the literature. The existing historiography has argued that land acquisition policies and the subsequent resistance at Nandigram were an effect of neoliberal policies, policies that had been pursued by both the central and state governments in India since the 1990s.

The high density and interdependence of urban lifestyles and work, and the growing dependence on increasingly complex infrastructure systems and services, are making cities more vulnerable to a variety of hazards — natural and man-made. These can be the result of technological, natural or social causes. The populous City of Kolkata is situated in the multi-hazard prone southern part of the state of West Bengal which has considerable risk of damage/loss of lives and property due to natural hazards like Cyclone, Earthquake and Flood even if we keep aside the threats due to human induced hazards as Fire, Accidents, Industrial & Chemical hazards etc. To minimize the losses due to disasters and to have a disaster resilient society, we must have clear understanding in regard to the type and strength of each of the probable threats which may cause disasters of medium or large scale in the city. The perception about disaster and its management has undergone a change following the enactment of the Disaster Management Act, 2005. The definition of disaster is now all encompassing that includes not only the events emerging from natural and man-made causes, but even those events which are caused by accident or negligence. There was a long felt need to capture information about all such events occurring across the sectors and efforts made to mitigate them in the city and to collate them at one place in a global perspective.
