  • Reportable in the SUPREME COURT of INDIA CIVIL APPELLATE JURISDICTION CIVIL APPEAL NO. 7785 of 2011 State of West Bengal
Reportable IN THE SUPREME COURT OF INDIA CIVIL APPELLATE JURISDICTION CIVIL APPEAL NO. 7785 OF 2011 (Arising out of S.L.P. (C) NO.9154 OF 2008) State of West Bengal … Appellant Versus Howrah Ganatantrik Nagarik Samity & Ors. … Respondents O R D E R A. K. PATNAIK, J. Delay condoned. Leave granted. 2. This is an appeal against the order dated 28.09.2007 of the Division Bench of the Calcutta High Court in Writ Petition No. 7987 (W) of 2002. 3. The facts very briefly are that during the British rule, Victoria Memorial Hall was built in the memory of Queen Victoria in Central Kolkata. After independence, this monument continues to be known for its beautiful architecture and green surroundings. 2 To the north of the Victoria Memorial Hall is a huge stretch of land known as ‘the Maidan’ which is covered by green grass and interspersed with a large number of trees, bushes and shrubs. At the end of about 2 kms. of this greenery is the Esplanade where another monument known as the ‘Sahid Minar’ stands, and by the side of the Sahid Minar is a bus terminus. To protect and preserve the Victoria Memorial Hall and its green surroundings, a public interest litigation (Writ Petition No. 7987(W) of 2002) was filed in the Calcutta High Court by the respondent nos. 1 to 5. 4. After hearing all concerned parties and considering the concerned affidavits and counter-affidavits as well as recommendations of expert bodies including the National Environmental Engineering Research Institute (for short ‘NEERI’), the High Court inter alia directed in the impugned order that the bus terminus at Esplanade be shifted to a distant place within six months.

  • Take Bhalo Lage
Sujan Mukhopadhyay’S DON…TAKE BHALO LAGE Adaptation & Direction: Sujan Mukhopadhyay Group: Chetana, Kolkata Language: Bengali Duration: 2 hrs 25 mins The Play Renowned poet, theatre director, and actor Subhomoy Dutt, has been arrested for his outrageous comments against the state, and locked in custody with other petty convicts. Subhomoy transforms the jail into a stage and starts performing the story of the ‘Mad Knight’ Don Quixote, with all the jail inmates as performers. The prison cell metamorphoses into a space of eloquent metaphors and bizarre events of Don and his mate, Sancho. Adapted into a modern day situation, this musical carnival emerges with forms like Kirtan, Flamenco, Rabindranath’s song, Rock-N-Roll, Toppa and Western Classical. Director’s Note “To dream, the impossible dream”… has been the quest of Don Quixote, and his squire Sancho Panza. The play begins in a local prison, where a famous playwright, actor and poet, Subhamoy Dutt, is arrested for his illegal step towards the state through his propagandist play. I wish to study today’s terror and ill-tolerance in this “play within the play” through the local jail inmates, who are waiting for their verdict. Designed as an opera, this is a hard hitting musical, questioning our reality, and arguing our existence in the modern socio-cultural situation. The Director & Adapter Sujan Mukhopadhyay has acted in about 30 plays and written several scripts for theatre, television and cinema. He was awarded with Stagecraft award for Ghasiram Kotwal and Popular Viewer’s Choice Award for Don..Take Bhalo Lage. He has performed in Mumbai, Pune, Hyderabad, Nagpur, Chennai and all the other cities of India, and major cities of the USA, Theatre Olympics in Agartala, and Bharat Rang Mahotsav.

  • Bengal-Bangladesh Border and Women
The Bengal-Bangladesh Borderland: Chronicles from Nadia, Murshidabad and Malda 1 Paula Banerjee Introduction Borderland studies, particularly in the context of South Asia are a fairly recent phenomenon. I can think of three works that have made borderlands, particularly the Bengal-Bangladesh borderland as the focal area of their study in the last one decade. Ranabir Samaddar’s The Marginal Nation: Transborder Migration From Bangladesh to West Bengal started a trend that was continued by Willem Van Schendel in his The Bengal Borderland: Beyond State and Nation in South Asia . Both these books argue that the border is part of larger zone or the borderland that at once constructs and subverts the nation. Samaddar goes beyond the security and immutable border discourse and problematises the borderland by speaking of flows across the border. He argues that such flows are prompted by historical and social affinities, geographical contiguity and economic imperative. People move when their survival is threatened and rigid borders mean little to the desperate. They question the nation form that challenges their existence. If need be they find illegal ways to tackle any obstacle that stand in their path of moving particularly when that makes the difference between life and death. Thereby Samaddar questions ideas of nation state and national security in present day South Asia when and if it privileges land over the people who inhabit that land. Van Schendel also takes the argument along similar lines by stating that without understanding the borderland it is impossible to understand the nation form that develops in South Asia, the economy that emerges or the ways in which national identities are internalized.

  • Speech of Mamata Banerjee Introducing the Railway Budget 2011-12 25Th February 2011
Speech of Mamata Banerjee introducing the Railway Budget 2011-12 25th February 2011 1. Madam Speaker, I rise to present before this august House the Revised Estimates for 2010-11 and the estimated receipts and expenditure for 2011-12. I deem it an honour to present the third Railway Budget under the kind guidance of the hon'ble Prime Minister. I profusely thank the Finance Minster for his continued support and encouragement to the railways. 2. As the hon’ble members are aware, the wheels of the railways continue to move 24 hours, all 365 days. Railway’s services are comparable to emergency services, required all the time. I am proud of the 14 lakh members of my railway family, who toil day and night with unparalleled dedication. I am also grateful to all passengers without whose cooperation and consideration, we could not have run this vast system. I have also received unstinted support from our two recognised federations and staff and officers’ associations. 3. Madam, rail transportation is vitally interlinked with the economic development of the country. With the economy slated to grow at a rate of 8-9%, it is imperative that the railways grow at an even faster pace. I see the railways as an artery of this pulsating nation. Our lines touch the lives of humble people in tiny villages, as they touch the lives of those in the bustling metropolises. 4. We are taking a two-pronged approach, scripted on the one hand, by a sustainable, efficient and rapidly growing Indian Railways, and on the other, by an acute sense of social responsibility towards the common people of this nation.
