The aim of the SPIC competition is to provide a senior competitive provincial basketball environment for the Auckland Super city for Associations on a regular basis. To develop and create a pathway for players, coaches, managers, statistics, referees and score bench personal.

Team Roster must be completed with team Coach Manager and player’s details (Please see Appendix 1)

Rules

All games will be run in conjunction with the SPIC 2011 & Fiba Rules

Import Rule changes • You must be a NZ resident to be eligible to play (Appendix 2 Rule 5.6) • Two imports per team an import is classed as someone who plays more than an average of 15 minutes in the NZ NBL or is not a NZ resident. (Appendix 2 Rule 5.6.3) • 5 players on each Team Roster must be under the age of 21 years and represent their organisation or association at an U21 level in 2011

Disputes

To lodge a Dispute you:

1. The dispute must be made within 24 hours with in the format of a formal letter. 2. The letter must be signed by the teams Coach and Manager 3. The Dispute must be sent to the Competitions Administrator and to the Judicial Committee members. 4. The judicial Committee’s decision is Final

Referees

Every effort will be made to provide two referees for every game during the SCBC. Referees will be rostered for no more than two games per day at a rate of $60 per game for two referees.

This Competition is run in conjunction with FIBA rules.

1. The aim of the Super city basketball competition is to provide a senior provincial competitive basketball environment for the Auckland Super city for Associations on a regular basis. To develop and create a pathway for players, coaches, managers, statistics, referees and score bench personal.

2. CONTROLS The Supercity basketball league referred to as "SCBC" herewith, shall be under the control and jurisdiction of the Supercity basketball Committee or the Judicial basketball Committee.

3. ENTRY ELIGIBILITY 3.1. InvitationOnly. 3.2. Teams involved in the SCBC must be financially viabl; 3.3. Lodgement of an entry form, team roster or similar documents shall be deemed as acceptance in full these Rules and Regulations and acceptance of any Agreement in the Competition information 3.4. Team acceptance is reliant on receipt of the full entry fee by SCBC before the scheduled payment date.

4. FORMAT 4.1.1. Teams will play one Round Robin followed by Finals 4.1.2. Points allocated shall be: • 2 points for a win • 0 points for a loss or default • -1 point for a forfeit (for the definition refer to FIBA Official Basketball Rules Art 20; 20.1) 4.1.3. Following a minimum of one round of play, the two leading teams from the table will qualify for the Semi – final. The Quarter finals shall consist of 3rd place verses 6th and 3rd verses 4th r games to determine final positions. The two leading teams will play each other in week one of the playoffs with the winning team playing the Lowest ranked Winner with the loosing team playing the highest ranked winner The teams that loose the Quarter finals will play two games to find a series winner. 4.1.4. Should a protest or report by a team or official be lodged and recorded on the score sheet, a copy of the protest shall be faxed to BBNZ, or its appointed agent, no later than 1 hour following the conclusion of a game; 4.1.5. It shall be the responsibility of the Floor Controller, to advise any player or coach incurring a disqualifying foul of the procedures involved as outlined in Rule 8.2 hereof as a consequence of receiving that foul;

5. TEAMS 5.1. Team entry form and team rosters shall be submitted by the date(s) determined by the SCBC Competition information and prior to the start of the SCBC. 5.2. Each team roster form shall detail the playing number, players full name (correctly spelt), date of birth, birth place, height and playing number of each player and any other information requested by SCBC. Each player so listed shall endorse his inclusion on the team roster by signing the form or shall provide some other form of endorsement acceptable by BBNZ. 5.3. Team roster form shall contain no more than twenty (20) player's names. Registration of up to five (5) of the maximum twenty (20) registered players must Represent your Organisation at the U21 level also 5 may be withheld from the initial roster and these may be added up until the start of round 4. 5.4. In the event of any duplication of names on registration forms received from two or more teams, the player's name shall be eliminated from all team rosters and the affected teams notified of such action. BBNZ may reinstate or replace a player following consideration of submissions received on the matter within 7 days of the elimination notice being sent. 5.5. NEW ZEALAND PLAYER A New Zealand Player shall include or be deemed to include a player who has New Zealand resident for more than 1 year. 5.6. RESTRICTED PLAYER 5.6.1. A restricted overseas player shall be one who is not a New Zealand Player as define in Rule 5.5 above; 5.6.2. A copy of a passport needs to be submitted on Entry; 5.6.3. A restricted New Zealand Player shall be one who has a National Basketball League (NBL) average court time, for the current season, of fifteen (15) minutes or more per game played by the player as compiled and confirmed by the NBL; 5.6.4. Each team shall be allowed a maximum of Two (2) Restricted Player.

5.7. CHANGES TO TEAM ROSTERS 5.7.1. A player classified as a New Zealand player and registered before the designated midpoint of the season may be replaced on a team roster for any reason before the Round 4; 5.7.2. A player classified as a Restricted Player and registered before the designated midpoint of the season may be replaced on a team roster for any reason during all rounds of SCBC play, but may not be replaced for, or during, the playing of the SCBC Playoffs or Finals; 5.7.3. A Restricted Player replaced under 5.7.1 is eligible to represent another team if it is at a time before the designated midpoint of the season and provided that the team removing the player submit written advice to the judicial Committee, clearing the player of all obligations to that team prior to the replacement taking effect. The player involved must also sign the submitted form requesting official clearance to represent his new team; 5.7.4. A Restricted Player replaced under 5.5.1 is not eligible to represent another team in the SCBC if it is at a time after the designated midpoint of the season. 5.7.5. Team rosters must be submitted to the SCBC administrator by 9am Friday the day before the team is scheduled to play or the game will be treated as a forfeit. You may change two players to your roster on the day of the game. 5.8. UNIFORMS Uniforms must be as follows: The SCBC are in talks with a uniform sponsor 5.8.1. Teams must register their main uniform colours and alternative uniform colours, of which one is a dark colour and the other a light colour. These shall remain fixed and may only be altered on application to BBNZ. 5.8.2. Uniform numbers used may be: 4-15 plus 20-25, 30-35, 40-45, 50-55 with numbers clearly displayed front and back in accordance with FIBA Official Basketball Rules. 5.8.3. Players surnames may be displayed on the back, above the number of all players uniform tops,. All names must be in a clearly visible, contrasting colour to the uniform. 5.8.4. Sponsors’ logos and names are permitted but must be placed in such a manner that player’s number remains clearly visible. 5.8.5. Where a SCBC naming sponsor’ logo is provided, this shall be attached to all uniform tops in either the front top right or top left.. 5.8.6. Where a clash of colours occurs in any one game the Team listed first shall wear their main uniform colours and the Visiting Team shall revert to their alternative uniform colours.

6. DISQUALIFYING FOULS 6.1. When a disqualifying foul is imposed on any player or coach a report on the incident relating to the foul shall be submitted by the referee. The report shall be written on the reverse of the official score sheet and forwarded to the SCBC Administrator and the Judicial Committee within 24 hours. This must be endorsed by the coach and manger 6.2. Any player or coach who receives a disqualifying foul as mentioned in Rule 6.1 hereof, shall be given a copy of the score sheet report and advised by SCBC at the fixture involved, that the said player or coach has the right to present their written submissions relating to the incident to SCBC administrator and the SCBC judicial Committee within 72 hours of the incident. 6.3. Having received all evidence relating to the incident, SCBC Judicial Committee may impose a further penalty. Any penalty can be appealed in accordance with the BBNZ Internal Regulations. 6.4. Any player or coach who is disqualified from more than one game in any one season shall be automatically suspended from participation in his/her team's next scheduled game and may be liable to further penalty in accordance with Rule 9 hereof.

7. PENALTIES 7.1. BBNZ may impose either a monetary, suspension or other form of penalty for any breach of the foregoing Rules and Regulations. 7.2. In circumstances where there are breaches of rules or offences committed in relation to the SCBC, the following fines may be imposed: 7.2.1. Forfeit – a fine of $500.00 and loss of 1 competition points is to be imposed; 7.2.2. Playing an ineligible player – loss of game by default and a fine of $250.00 is to be imposed; 7.2.3. Consistent and/or wilful breaches of the rules and operations guidelines – a fine of up to $1,000.00 is to be imposed as determined by the SCBC Judicial Committee. 7.3. If a bond system is in place, the penalty is taken from the bond and then invoiced when penalties are incurred. 7.4. In respect of late payment of a fine, a further late payment penalty of 50% of the fine value shall be imposed after 30 days and for each further 30 days thereafter.

8. REFEREES 8.1. The SCBC Co-ordinator or their appointed agent is responsible for coordinating, appointing, and all relevant matters including identifying the Referees. 8.2. SCBC monies contribute to the costs associated with officials rostered to the SCBC. 8.3. Referees who do not perform to the standard required may be removed from the SCBC Referee Co-ordinator. 8.4. SCBC, or their appointed agent, shall change referee appointments where appropriate.

9. GOVERNING RULES Any participant, shall be deemed to accept in full these rules and regulations, the BBNZ Internal Regulations (Code of Conduct) and FIBA Official Basketball Rules.
