Gordon Institute for Public Policy | Kimberly Green Latin American and Caribbean Center By Luis Bitencourt The FIU-USSOUTHCOM Academic Partnership Military Culture Series Florida International University’s Jack D. Gordon Institute for Public Policy (FIU-JGI) and FIU’s Kimberly Green Latin American and Caribbean Center (FIU-LACC), in collaboration with the United States Southern Command (USSOUTHCOM), formed the FIU-SOUTHCOM Academic Partnership. The partnership entails FIU providing research-based knowledge to further USSOUTHCOM’s understanding of the political, strategic, and cultural dimensions that shape military behavior in Latin America and the Caribbean. This goal is accomplished by employing a military culture approach. This initial phase of military culture consisted of a yearlong research program that focused on developing a standard analytical framework to identify and assess the military culture of three countries. FIU facilitated professional presentations of two countries (Cuba and Venezuela) and conducted field research for one country (Honduras). The overarching purpose of the project is two-fold: to generate a rich and dynamic base of knowledge pertaining to political, social, and strategic factors that influence military behavior; and to contribute to USSOUTHCOM’s Socio-Cultural Analysis (SCD) Program. According to the information received by Amnesty International, Reinaldo Silva, age 18, was being sought by the police accused of killing an off-duty police officer, on 19 March, in Corumbá, during a failed attempt at assaulting a taxi driver. During the exchange of fire with the off-duty police officer Reinaldo Silva was wounded in the cheek. The following day he gave himself up to the police under the protection of the Paraguayan consul in Corumbá, to whom the authorities had given assurances for Reinaldo Silva's physical safety. Reinaldo Silva was taken under police custody to the local hospital, Hospital de Caridade, to be treated for his wound. While he was undergoing treatment, the hospital was reportedly invaded by over 40 uniformed military police officers, who stormed the hospital's emergency treatment room and, overcoming the resistance of the hospital staff and the police guard, shot Reinaldo Silva dead. After killing Reinaldo Silva the police officers reportedly celebrated in the street by firing their weapons to the air. After the killing, the general command of the Mato Grosso do Sul military police ordered the removal of the commander of the Corumbá military police force from his post and the detention of the police officers involved in the assassination. -

Since Brazil's ratification of the 1966 International Covenant on Civil and Political Rights on January 24, 1992, a number of political and institutional changes have been implemented and significant progress has been made in the effort to build a normative framework capable of guaranteeing the fundamental rights of individuals in the country. Despite those changes and the process of democratic consolidation pursued up to now, significant challenges remain with respect to securing economic and social improvements capable of ensuring application of those rights, as well as transforming the guarantees formally assured in the Constitution and the infra-constitutional legislation into a cultural mindset. The experience of the decade since the first report on the Covenant on Civil and Political Rights was submitted by the federal government, in 1994, has been marked by a disturbing contradiction: while on the one hand, Brazil has never before achieved a comparable level of progress in building a legal order committed to Human Rights, on the other hand, some of these achievements have yet to be reflected in public policies or effective guarantees for the Brazilian population. -

A total of 254 military police officers, male and female, aged between 21 and 55, participated in military battleships and police companies in the metropolitan region of Aracaju, Sergipe. They responded to an assessment form, available online, on Google Forms, containing questions about socio-demographic, anthropometric and occupational characteristics, quality of sleep (Pittsburgh scale), stress (EPS-10), anxiety and depression (HAD scale), Exhaustion syndrome (MBI - GS), suicidal ideation (YRBSS - adapted), and Physical Activity level (IPAQ-short). Officers classified as "insufficiently active" had a higher risk for "burnout syndrome" (OR = 2.49; CI: 95% 1.42-4.43) and a greater feeling of "deep sadness" (OR = 1.85; CI: 95% 1.03-3.33) compared with physically active colleagues. In addition, longer service time was a protective factor against anxiety (OR = 0.30; CI: 95% 0.13-0.68), burnout syndrome (OR = 0.28; CI: 95% 0.12 -0.67) and deep sadness (OR = 0.25; CI: 95% 0.11-0.57). Older officers are more likely to be affected by "deep sadness" (OR = 2.80; CI: 95% 1.37-5.71). -
Addressing Violence Against Women (VAW) Under COVID-19 in Brazil
Public Disclosure Authorized Addressing Violence against Women (VAW) under COVID-19 in Brazil Emerging evidence from COVID-19 impacts as well as lessons from past epidemics suggest that signicant risks of VAW increase in these contexts, especially in countries with weak health systems, weak rule of law, and already high levels of VAW and gender inequality. Recent reports indicate that this is also the case in Brazil. Data from the rst two months of connement measures (March-April 2020) point to a 22% increase in femicide and a 27% increase in complaints to the national VAW helpline, when compared to the same period of Public Disclosure Authorized 2019. Increased economic stress due to income losses, anxiety in face of the epidemic and fear of contagion, social isolation and mandatory connement with potential abusers and with children at home indicate that women and girls are likely to be more exposed to intimate partner violence and sexual exploitation and abuse during this period. While risks increase, access to health, security and justice sector services provided to survivors may be limited due to de-prioritization of funding, closed facilities and restrictions on public mobility. This note aims at providing support to federal and subnational governments in understanding the increased risks of VAW in the country under COVID-19 and providing the most appropriate responses in the short, medium and longer term. It points to evidence of Public Disclosure Authorized epidemic-related risk factors connected to increased levels of VAW, trends of VAW during the COVID-19 epidemic in Brazil, policy measures and interventions implemented globally to mitigate adverse impacts, as well as response eorts that have been put in place both by governments and civil society organizations. -

Title : British Travellers’ image perspectives of Brazil as a tourism destination Autoria: Luiz Gustavo Medeiros Barbosa, Isobel O´neil, Cristina Teixera marins Abstract Over the last couple of years in Britain there has been an explosion of Brazilian favours in popular culture and the increased cultural interest in Brazil seems to be mirrored by an increased interest in Brazil by the travel and tourism sector. Therefore, mainstream operators are also looking to Brazil. However, it is also the case that Brazil has a reputation for insecurity due to gun crime and high crime levels relating to muggins against tourists. Otherwise, many positive organic sources have raised the profile of Brazil in Britain. It is with this in mind that the following research undertook an exploratory study of British Travellers'image perspectives as a tourism destination. Based on literature about destination image management and quantitative research, this study concludes that Brazil has a strong image, both before and after experience, with regard to beautiful natural attractions and beaches and the atmosphere, culture and people. Presently, the image of Brazil as a country for adventure sports and historical cities is weaker than that of sun and sea. British tourists after visitation have a less negative impression about issues related to crime and social problems. 1. INTRODUCTION/ BACKGROUND Over the last couple of years in Britain there has been an explosion of Brazilian favours in popular culture. New cultural influences are emerging away from the usual stereotypes of football, Carnival and Bossa Nova. The federal legislative branch exercises authority independent of the executive branch. In 1998 voters reelected President Fernando Henrique Cardoso to a second 4-year term. The 1998 elections marked the third time since the end of military rule in 1985 that citizens freely chose their president and elected the legislative bodies in accordance with the 1988 Constitution. All parties are able to compete on the basis of fair and equal procedures. The judiciary is independent but inefficient and subject to political and economic influence. Data collection 34 Abstract The objective of this study is to better understand the determinants of criminality rate in Brazil, more specifically the determinants of homicides. I based myself on Becker’s model of criminal rational behavior. After selecting some economical and sociological variables, I run a cross sectional regression using the data of 2010 from 608 Brazilian municipalities. My main result suggests that inequality has an impact on the homicide rate while poverty does not. Furthermore, there is evidence proving that urbanization and unemployment are positively related to the homicides, whereas education is negatively related. On the other hand the age composition of the population is positively related only until a certain level. 1. Introduction Criminality is a problem that has repercussions in different fields. Firstly it is a social problem that can directly and indirectly affects the life of the population. In fact it has an impact not only on the quality and the expectation of our lives but also on decisions that we make.
