Your actions limited American cooperation with the European Union and removed American experts from the ground in China, where the outbreak began. This impeded the ability of American public health officials to receive timely and accurate information about the pandemic, delaying our response and likely costing American lives. We urge you to immediately reestablish common-sense cooperation with the global community and to explore additional measures that could further strengthen our domestic and international capacity to control the virus and save lives. The initial response to the COVID-19 outbreak by the Chinese government was demonstrably flawed and seriously problematic. However, prior to this outbreak, your Department of Health and Human Services (HHS) dramatically downsized the U.S.’ global epidemic prevention activities. This led to both the Centers for Disease Control (CDC) and the National Institutes of Health reducing U.S. personnel in China as well as the closure of the National Science Foundation office there. This deprived the U.S. of early and accurate information on the novel coronavirus outbreak and impeded our ability to prepare and respond.

    A Growing Diversity 1993–2017 In late April 1975, eight-year-old Anh (Joseph) Cao’s long and improbable odyssey to the halls of Congress began as North Vietnamese communists seized the southern capital city of Saigon.1 The trajectory of the soft-spoken, bookish Cao toward Capitol Hill stands out as one of the most remarkable in the modern era, even as it neatly encapsulated post-1965 Asian immigration patterns to the United States. Still, the origins of Cao’s story were commonplace. For three decades, conflict and civil war enveloped his country. After the Vietnamese threw off the yoke of French colonialism following World War II, a doomed peace accord in 1954 removed the French military and partitioned Vietnam. The new government in South Vietnam aligned with Western world powers, while North Vietnam allied with communist states. Amid the Cold War, the U.S. backed successive Saigon regimes against communist insurgents before directly intervening in 1965. A massive ground and air war dragged on inconclusively for nearly a decade. More than 58,000 American troops were killed, and more than three million South and North Vietnamese perished.2 Public opposition in the United States eventually forced an end to the intervention. America’s decision to withdraw from Vietnam shattered Joseph Cao’s family just as it did many thousands of others as communist forces soon swamped the ineffectual government and military in the South. In 2011 Japanese-American veterans received the Congressional Gold Medal for their valor during World War II.     The Honorable Judy Chu U.S. Representative, 32nd District Dr. Judy Chu was elected to the U.S. House of Representatives for California's 32nd District in July 2009. She immediately got to work representing the interests of her constituents, voting on several environmental bills and working through the night on her first day in office, during a marathon debate on important healthcare reform legislation as part of her first assignment on the House Education and Labor Committee, where she serves on the Subcommittees on Early Childhood, Elementary and Secondary Education and Healthy Families and Communities. In addition to her vote in favor of passage of the historic health care reform bill, Rep. Chu has already championed a number of causes in Congress. She has used her extensive experience as a legislator and educator to help improve our nation’s education system, helping pass a landmark college affordability bill to boost federal college grants and keep student loan interest rates low, and recently introducing a bill that would maintain adequate federal funding for much needed school lunch programs. Devin Nunes to Walk the Walk on Immigration Reform “I think a comprehensive approach [to immigration reform] is long overdue…And I’m confident that the President, myself, and others can find the common ground to take care of this issue once and for all,” Speaker Boehner said in 2012. We – and the majority of Americans – couldn’t agree with the Speaker more but, to date, he and the Republican leadership have not lived up to their words. But it’s not too late. Recently, House Democrats launched a #DemandAVote discharge petition to bring H.R. 15, a bipartisan immigration reform bill, to the floor for a vote. We know we have the votes to pass immigration reform in the House: 200 Members, including 3 Republicans cosponsored H.R. 15, and another 30 Republicans, including Rep. Devin Nunes, have come out in favor of reform. “A survey of GOP House members’ offices conducted by the San Francisco Chronicle confirmed that Rep. Nunes supports a path to citizenship.” Devin Nunes has expressed support for immigration reform in the past, including a pathway to citizenship. Now we need him to join us to finish the job. The 2.5 million people living in the shadows – unable to fully contribute to this great state and our nation – deserve better than Congressional inaction.
