Eight months ago an international team of urban designers, architects, planners and economists was appointed to prepare a ‘Vision’ of how Central Salford might be transformed. Their first reactions were mixed – and the team thought it could be quite a challenge. But the more they walked the streets and talked to the people who live here, the more they became convinced that Central Salford had all the makings of somewhere really beautiful. ‘Beauty’ is a word not often used by experts in regeneration but our team use it all the time. Almost every day one or other would want to tell us of their latest beautiful discovery – a wonderful river, lovely green spaces, elegant historic buildings. The team also ‘discovered’ Salfordians: active, energetic people who really care about their communities. This framework is based not only on making the most of the many physical assets of Central Salford but on ensuring that the local residents are among the first to benefit.

It is the culmination of many years hard work by hundreds of people employed by the Organising Committee for the Commonwealth Games and the thousands of people who, in so many ways, lent their support to the organisation of the best ever Commonwealth Games. The Manchester 2002 Commonwealth Games was one of the proudest moments for this country in a year that also held the World Cup and HM The Queen’s Golden Jubilee. They were also a showcase for Britain on many different levels. A showcase for British sport, rekindling the country’s passion for a whole range of sports and sports stars as well as leaving a legacy of venues, equipment and inspiration which will benefit British sports stars of the future. A showcase for British technology – from the design of the world’s first ever interactive Baton, the centrepiece of The Queen’s Jubilee Baton Relay which signalled the start of the 2002 Commonwealth Games, to the futuristic City of Manchester Stadium – an icon to British design, technology, architectural vision and building expertise. The Games also showcased British flair, creativity and cultural diversity through the Opening and Closing Ceremonies and the Spirit of Friendship Festival. But most of all the Games were a platform from which to showcase Britain’s planning and organisational skills.

    Foreclosing Futures: A Case Study of Urban Regeneration in Central Salford Alexandra Catherine Black PhD University of York Sociology September 2015 Abstract This thesis provides an exploration of urban regeneration in the City of Salford, Greater Manchester. It is a detailed empirical case study drawing on interviews with regeneration policy makers in Salford to provide an understanding of the decisions that were taken and the results that emerged. In particular this thesis highlights the entrepreneurial forms of governance enacted by Salford City Council to acquire private investment and development opportunities, and explores the Council’s method of reducing its statutory requirements and democratic controls and increasing its financial risk-taking in order to secure these opportunities. Drawing on the post-political literature, this thesis questions the ‘no alternative’ discourse that accompanies these measures. This thesis also explores the wider changes to urban regeneration policy by the Coalition Government under conditions of economic austerity, considering the ways in which regeneration can be said to have moved from attempting to alleviate social problems via focused policies targeted at spaces of deprivation towards an urban policy based on delivering incentivised economic growth. It raises questions about the potential impact of this change for those places in Salford that continue to suffer from high levels of deprivation and are therefore less likely to secure financial investment under the new policy regime. This thesis contributes to the urban studies literature through a discussion of the concept of foreclosure. Principally the thesis considers how the re-envisioning and reordering of the City forecloses it as a space of engagement for those residents who are ‘out of place’ within this newly designed space.
