Environmental Skills & Ethics Applied to Rottnest Island

1. Plan ahead and prepare • Ensure vessel has sticker for admission or mooring use. • Observe the Rottnest Island Marine Reserve boundaries and Regulations. Maps and information can be obtained from our website and charts from Department of Transport. • Contact your local Sea Rescue Group to log the details of your journey. • Be aware of possible dangers including , currents and submerged . 2. Travel on durable surfaces • Durable surfaces in the marine environment include beaches and areas of seabed free from and/or seagrass meadows. • Coastal sand dunes are fragile surfaces. Help reduce dune erosion by only walking on designated sand tracks in coastal areas. • Anchor vessels only on sand and avoid areas of reef and seagrass meadows. 3. Dispose of waste properly • Be sure to take all rubbish with you including cigarette butts, fishing lines and bait bags and dispose of them in an appropriate receptacle. • No waste water is to be disposed of within the Rottnest Island Marine Reserve. For more information refer to page 8. 4. Leave what you find • Respect sanctuary zones and adopt an 'observe and conserve' approach in these areas. • Leave seagrasses, shells, and dune vegetation as they were. 5. Minimise the impact of fires • Fires are not permitted on Rottnest Island. • Many fires are started by careless disposal of cigarette butts. Take care to dispose of cigarette butts appropriately. 6. Respect wildlife • Observe marine mammals such as dolphins, whales, fur seals and sea lions from a distance. Do not follow or approach these animals at any stage. • Please help to keep ocean wildlife healthy by not feeding animals as this can threaten their survival. • Be aware of current WA Fisheries regulations and bag limits. Be considerate of your hosts and other visitors • Respect other visitors by protecting the quality of their experience. • Be courteous and avoid creating vessel wake in bays. • Observe the RIA Regulations, RIA Rangers, WA Water Police and Fisheries Marine Safety Officers. 1 Admission Fees All visitors to Rottnest Island are required to pay an admission fee as a contribution to the conservation of Rottnest Island and the provision and maintenance of facilities and services. Those who visit Rottnest Island by ferry or commercial vessel pay the admission fee as part of their fare. Those who visit by private vessel have two options for payment. These prices include GST and are valid from 1 July 2019. The annual admission fee is valid from 1 September to 31 August each year.

* A family group is two adults and two children. Please note that child rates apply for children aged four to twelve years inclusive. Children under four are free. Single visit fees must be paid on arrival at the Rottnest Island Visitor Centre or online www.rottnestisland.com.

(Option 2): Purchasing an annual admission sticker for your vessel. This is valid for one season (1 Sept - 31 August) and enables unlimited visits to Rottnest Island. Fees for Annual Admission stickers are: Vessels up to and including 8 metres $258.00 Vessels 8 metres and greater but less than 10 metres $294.50 Vessels 10 metres and greater but less than 15 metres $353.50 Vessels 15 metres or greater $589.00

To purchase an Annual Admission sticker in advance you will need to provide copies of your vessel’s current registration papers and insurance documents. Application forms are available from www.rottnestisland.com/boating.

Domestic Commercial Vessel Admission Fee (DCV) and Operating Permit application This is available for domestic commercial vessels with admission fees based on passenger numbers and activity of the vessel. Further information and application forms are available from our office.

Marine Environment Rottnest Island boasts some of ’s most pristine marine environments, which are home to a diverse variety of marine life. With 9 varieties of sea grass, 135 tropical fish species, 25 types of coral as well as dolphins, sea lions, and migratory whales it’s no surprise that Rottnest Island is a popular destination for marine activities including , surfing, and fishing. Some regulations and guidelines exist to help conserve this unique marine environment and ensure that the Rottnest Island Marine Reserve can continue to be enjoyed by future generations. Please help care for Rottnest Island by observing the regulations and guidelines outlined in this guide.

Sanctuary Zones Five marine sanctuary zones have been established to help conserve the pristine marine environments of Rottnest Island. Fishing and collecting of marine flora and fauna is prohibited in these areas. For more information on marine sanctuary zone boundaries and permissible activities, please refer to the Rottnest Island Fishing Guide at www.rottnestisland.com/marinemaps or for further information contact Department of Fisheries or visit www.fish.wa.gov.au

3 Anchoring Anchoring Guidelines Once you have paid your admission fee you are permitted to anchor your vessel within the Rottnest Island Marine Reserve provided your vessel: • is at least 50 metres from any mooring, jetty or beach pen • does not obstruct or interfere with access to a mooring • is well clear of reef, seagrass meadows, jetty access and navigation markers and • is outside any boating prohibited areas. Popular anchorage areas include Thomson Bay (south of the Army Jetty), Longreach Bay, Parker Point and Stark Bay. Please refer to the map at the back of this brochure.

Beach Anchoring Guidelines Beach anchoring is also permitted, with the exception of boating prohibited areas. You cannot secure a vessel to land-based structures that are not designed for that purpose – e.g. dune fencing. The use of star pickets or any other materials not specifically designed for beach anchoring are also prohibited. Please bury your anchors deep into the sand to reduce the potential for beach users.

Loading Zones All loading zones have a 20 minute limit and are located on the Fuel and Hotel jetties in Thomson Bay, ‘T’ Jetty on the Main Jetty and Geordie Bay Jetty. Please observe the maximum time limit when loading or unloading passengers or equipment.

Thomson and Geordie Bay – Beach Anchoring Points The RIA provides free of charge 22 beach anchoring points in Ocean Thomson Bay, located between the Fuel Jetty and the south side of the Hotel Jetty. There are also 5 beach MAX MAX 8 METRE 8 METRE anchoring points in Geordie Bay. VESSELS VESSELS Maximum size permitted is 8 metres. These beach anchoring points operate on a “first in best dressed” rule. Skippers must/should deploy their bow anchor to sea, and deploy their own Beach lines from stern corners to each beach anchoring point provided.

PLEASE NOTE: The above colours refer to the mooring buoys. The buoy colours should not be confused with the system of the coloured SMS discs found overleaf. 4

Rental Moorings and Jetty Pens in Thomson, Geordie & Longreach Bays only A variety of offshore swing moorings (from 8m to 40m), jetty and beach pens that is available for hire on an overnight basis (10am-10am). These facilities can be reserved up to 100 days in advance and bookings are released at midnight each day. Payment for rental mooring bookings and individual admission fees can be made by calling Rottnest Island Reservations 9432 9111 between 8.30am to 5.00pm Monday to Friday. Bookings and individual admission fees can also be paid at the Rottnest Island Visitor Centre 7 days a week. Rental fees are paid at time of booking and cancellation fees apply. You need to supply your own mooring ropes. A limited supply of fresh water is available from the Fuel Jetty in Thomson Bay and Geordie Bay jetty, and electricity supply is not available at any of the jetty pens. All vessels using jetty pens are permitted when winds do not exceed 25 knots. Any vessel using a jetty pen when winds exceed 25 knots do so at their own risk.

Rental Moorings and Jetty Pen Fees Rental mooring and pen fees quoted do not include admission fees. Fees effective 1 July 2019. All rental moorings have green buoys.

Green buoys designate Seasons rental moorings. Maximum vessel length 24m. • PLEASE NOTE: All vessels using mooring buoys at Rottnest Island must be authorised by the Authority prior to their use. Penalties apply for unauthorised use. 5 Shared Mooring System (SMS) ONLY vessels displaying a Licensee or Authorised User sticker are permitted to use moorings. The Shared Mooring System (SMS) incorporates both Licensee and Authorised User access to the licenced moorings around the Island. The SMS also uses a colour coded system for casual access of moorings. The colour coded disc access can only be used by Licensees and Authorised Users displaying a current sticker. Penalties apply for unauthorised use of licenced moorings within the Reserve.

Authorised Users Mooring Licensees may permit owners of other suitably sized vessels to use their mooring. This permission must be submitted on the ‘Authorised User Application Form’ (available from www.rottnestisland.com). No other form of authorisation is acceptable. Authorised User status is only recognised on display of a valid sticker. Application forms must be processed in advance and appropriate stickers issued and displayed prior to accessing the moorings within the SMS. If you wish to become an Authorised User of a mooring but have not been nominated by a Mooring Licensee, you can request allocation by the RIA on completion of the application forms and payment of fees. Depending on availability the RIA will endeavour to allocate the authorised use of suitable moorings. Refer to the Authorised User Application Form for more details.

SMS – Casual Access Licensees and Authorised Users = not to be used for casual use. of the SMS are also permitted to use other moorings within the = vessels up to and including 10m. SMS on a casual basis. Maximum size During casual access you shall is indicated in the centre of sticker. only use moorings that have the same colour disc as that displayed on your ‘Licensee’ or ‘Authorised User’ sticker on “first on best dressed” basis. A competent operator must remain onboard and be available to move the vessel immediately should the Licensee or any nominated Authorised User arrive to use the mooring site. Licensees have priority over the use of their own mooring site at all times. Persons not adhering to the condition of use may have their Authorised User permit cancelled and/or issued with an infringement. Vessels classed as ‘Annual Admission Only’ are not permitted to use the SMS.

6 If a mooring does not display a colour disc it should not be used under casual use without permission. Please contact the Rangers.

SMS – Rental Moorings The RIA has incorporated all Rental swing moorings into the SMS to allow Licensee and Authorised Users to use these moorings if they need to wait for their own mooring to become available. A condition for this use is that you must first check with the Rottnest Island Visitor Centre on 9372 9730 to ensure the rental mooring is not already booked, and a competent operator must remain on the vessel at all times.

Illegal Use of SMS Moorings Unauthorised use of a mooring is prohibited within the Rottnest Island Reserve. A valid ‘Licensee’ or ‘Authorised User’ permit sticker must be displayed on every vessel using a mooring. Penalties apply to vessels in breach of this Regulation. SMS users must ensure they use appropriate colour coded discs under casual access. Vessel owners should also be advised that insurance policies could be void if any damage occurs whilst a vessel is illegally using a mooring within the Rottnest Island Marine Reserve.

Special Events Closed Waters Rottnest Island hosts a number of high profile events each year that result in significant boating activity. Visitors are reminded to adhere to requests or instructions from Rottnest Island Rangers, Police, or Officers from the Department of Fisheries and Department of Transport to assist in the management of these events. Maps of water closures will be on our website leading up to each event.

New Year’s Eve and the Rottnest Channel Swim During these events we will provide a designated area for tenders to be beached, and will restrict beach anchoring, beaching and anchoring in Thomson Bay in front of Hotel Rottnest. This has been introduced to assist in crowd management and safety during this time. Appropriate signage will be placed onsite and an area will be provided for the proper use of tenders.

Stickers remain the property of RIA and must be returned on sale of vessel or upon request.

7 Waste Management Visitors to Rottnest Island value the clear water and unique marine environment. We have a commitment to keep Rottnest Island waters clean, and have strategies in place to manage. This is part of our EarthCheck accreditation.

Why care about waste? As a visitor to Rottnest Island, we know how much you value the clean waters and unique marine environment. The discharge of waste from vessels has the potential to damage the marine environment and Rottnest Island’s amenity. It also poses a public health risk. We hope you will work with us to protect and preserve the Island’s rich marine environment to ensure that future visitors can enjoy it too.

Liquid Waste All the waters within the Rottnest Reserve are protected. No liquid waste can be discharged anywhere in these waters, including waste from marine sanitation devices (MSD’s). Ensure you store your liquid waste appropriately and discharge to a suitable mainland facility or outside the marine reserve.

Thanks for playing your part 8 Solid Waste If possible, help to reduce our carbon emissions and carry your own waste and recycling off the island. All waste placed in bins on the island is picked up by a truck, compacted and shipped by barge off the island, it is then processed in the same manner as mainland waste.

Extra Services during Peak Periods During peak times and events you may see the courtesy rubbish collection and recycling boat. Please have your recyclables and waste separated for these pick-ups.

9 What to do when you need help • In the event of a ‘life-threatening’ boating emergency, please contact the Police on 000 first or Channel 16 on VHF radio. • If your vessel breaks down or requires mechanical assistance, please contact your local Sea Rescue group (refer to the back of this brochure for Sea Rescue groups and contact numbers). • In the case of an oil or fuel spill, please contact the Department of Transport on 9480 9924 or [email protected]. • If you need the Rottnest Rangers’ assistance, they can be contacted on Channel 16 call sign ‘Rottnest Rangers’ or (08) 9372 9788. Please speak to a Rottnest Island Ranger for advice about responsible use and management of the Rottnest Island Marine Reserve. For additional emergency contacts, please refer to the back of this brochure.

Guidelines and Regulations for Rottnest Island Rottnest Island is an A-Class Reserve and as such, all flora, fauna and landforms are protected. Please help care for the Island’s fragile marine and terrestrial environment by observing the following: Acceptable Behaviour, Noise and Alcohol For the enjoyment of all visitors all guests are asked to keep behaviour and noise to an appropriate level during the day and to a minimal level after 11pm at night. This includes music and generator noise. Guests wanting to quietly enjoy alcohol are welcome to do so, however as is the case throughout Western Australia, street drinking is not permitted. Drinking of alcohol is not permited on jetties, beaches and any other areas outside accommodation and licensed premises. Infringements and evictions from the Island are applicable.

Anchoring To avoid damaging Rottnest Island’s marine environment, anchoring is only permitted in sandy areas and not in areas of seagrass or reef. Popular anchorages are indicated on the enclosed Island map.

BBQs The lighting of fires is not permitted anywhere on Rottnest Island. For your convenience, gas BBQs are located in Thomson and Geordie Bays (refer to Settlement map).

Camping Camping on the Island is permitted only in designated campsites in the Settlement. To ensure availability, please book prior to arrival. Sites can be booked through Rottnest Island Reservations on (08) 9432 9111 or online at www.rottnestisland.com.

10 Coastal Hazards The coastal environment of Rottnest Island is extremely fragile. Beware of unstable rock slopes, cliffs and overhangs. Stay clear of cliff edges, caves and overhanging rocks. These areas can be unstable and may collapse. To avoid damage to dune vegetation please remain on designated tracks when accessing coastal areas. This will help to reduce the risk of dune erosion. Island walking trails are detailed on our website.

Dive Flags All divers using underwater equipment (SCUBA) must fly or tow the international ‘A’ flag. Please keep at least 50 metres clear of vessels flying this flag, or divers towing the flag. Dive Contractors may be working within the moorings areas and dive flag Regulations should be observed for everyone’s safety.

Domestic Pets Domestic pets pose a threat to the lsland’s fauna and flora and are not permitted within the boundaries of the Reserve. Persons in contravention of this Regulation will be penalised and required to remove the pet immediately at their own expense.

Drinking Water A limited supply of fresh water is available from the Fuel Jetty in Thomson Bay and Geordie Bay Jetty. To help conserve this resource it is recommended that you fill your water tanks prior to departure from the mainland. Water is desalinated on the Island and restrictions do apply.

Fuel and Gas Supplies Unleaded, premium unleaded and diesel is available from the Fuel Jetty in Thomson Bay by electronic self service 24 hours a day, 7 days a week. Mastercard, Visa and EFTPOS is acceptable. For operator assistance (during office hours) please call number displayed on the fuel bowser. Instruction and safety compliance for the operation of the fuel bowsers are displayed onsite. Small quantities of LPG are available from the Geordie Bay Store. Fuel and gas supplies cannot be transported by bus.

Fishing As part of Rottnest Island’s Marine Management Strategy five marine sanctuary zones have been established to help conserve the pristine marine environments of Rottnest Island. Fishing and/or collecting is prohibited in these areas. For more information see www.rottnestisland.com/marinemaps. Spear Fishing is prohibited within the specified boundaries of the Rottnest Island Marine Reserve as shown on the Island map at the back of this brochure.

11 Speed Limits – Personal Water Craft and Jet Skis (PWC) There are no designated water ski areas within the Rottnest Island Reserve and a 5 knot speed limit applies in most bays around the Island. Please refer to the Island map for the 5 knot boundary and for further information please contact the Department of Transport.

Rafting of Vessels Rafting of approved vessels up to 6.75m on swing moorings is permitted only where a mooring has been certified with “+ 6.75m” rating. Rafting is also permitted when vessels are on anchor. Appropriate admission fees apply.

Rubbish All waste is sorted and where it cannot be used on the Island, is removed to appropriate mainland facilities. Please assist by taking your rubbish home with you wherever possible and using the appropriate ‘recycle’ or ‘waste’ bins provided. See also page 8.

Reef Care / Protection Please avoid walking on reef as this can damage the fragile reef environment and the marine species that inhabit these areas.

Sandboarding Sandboards or similar devices used to slide down dunes or sandy areas are prohibited to protect these fragile areas and penalties apply. Dune blowout is an ever present threat on Rottnest Island.

SCUBA Tank Refills SCUBA tanks can be filled at Rottnest Island Pedal & Flipper (located behind Hotel Rottnest) between 9:00am to 3:00pm 7 days a week.

Swimming Swimming between the Main Jetty and the Fuel Jetty is prohibited at all times. Boating prohibited areas have been designated in certain bays around the Island to provide areas for swimming. These are identified by either signs or float lines. Please keep vessels clear of these areas. For your safety, swimming near moorings and jetties or designated anchorage areas is not recommended.
