TRANSPORT DEPARTMENT NOTICE

SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS FOR MID-AUTUMN FESTIVAL 2018

Notice is hereby given that the following special traffic and transport arrangements will be implemented in connection with the Mid-Autumn Festival 2018:

I. Special Traffic Arrangements

A. Island

(1) Traffic Arrangements for the Fire Dragon Dance in Tai Hang (a) Road Closure and Traffic Diversion The following road closures and traffic diversions will be implemented from 6.00 pm to 11.59 pm daily on 23 to 25 September 2018:

Road Closure (Figure 1) Traffic Diversion (i) Lin Fa Kung Street West; (i) All vehicles on Tung Lo Wan Road (ii) Lily Street; (westbound) will be prohibited (iii) Wun Sha Street; from turning left onto Wun Sha (iv) Ormsby Street; Street, Brown Street or Jones (v) Brown Street; Street; and (vi) Warren Street; (ii) All vehicles on Tung Lo Wan Road (vii) Jones Street; (eastbound) will be prohibited from (viii) Lai Yin Street; turning right onto Wun Sha Street, (ix) School Street; and required to make an U-turn at (x) King Street; Lin Fa Kung Street West. (xi) Shepherd Street; (xii) Sun Chun Street; and (xiii) Second Lane.

(b) Suspension of Parking Spaces All on-street parking spaces, metered parking spaces and motorcycle parking spaces (including disabled parking spaces) at the above closed road sections and Tung Lo Wan Road will be suspended from 4.00 pm to 11.59 pm daily on 23 to 25 September 2018:

(c) Suspension of Taxi Stand The taxi stand outside No. 90-96 Tung Lo Wan Road will be suspended from 5.00 pm to 11.59 pm daily on 23 to 25 September 2018.

(2) Traffic Arrangements in Causeway Bay (Figure 2) (a) Pedestrian Scheme The following road sections will be closed to all vehicular traffic for implementation of a part-time pedestrian scheme from 12.00 noon to 11.59 pm daily on 22, 23 and 25 September 2018; from 4.00 pm on 24 September 2018 to 3.00 am of the following day: (i) Lockhart Road east of Cannon Street; (ii) East Point Road; and (iii) Great George Street west of Paterson Street.

(b) Road Closure and Traffic Diversions Depending on the crowd and traffic condition, the following road closures and traffic diversions may be implemented from 7.00 pm to 11.59 pm daily on 22, 23 and 25 September 2018; from 7.00 pm on 24 September 2018 to 3.00 am of the following day:

Kingston Street (westbound).

The following road sections may also be closed to all vehicular traffic if situation requires: (i) Cleveland Street between Gloucester Road and Kingston Street; (ii) Kingston Street (eastbound) between Paterson Street and Inner Gloucester Road; and (iii) Paterson Street between Kingston Street and Inner Gloucester Road.

(c) Suspension of Carparks and Parking Spaces (i) All parking spaces (except disabled parking spaces) in Hing Fat Street Public Carpark will be suspended from 5.00 pm on 24 September 2018 to 3.00 am of the following day; and from 7.00 pm to 11.59 pm daily on 25 September 2018; (ii) the access for carparks in Great George Street will be restricted from from 7.00 pm to 11.59 pm daily on 22, 23 and 25 September 2018; from 7.00 pm on 24 September 2018 to 3.00 am of the following day; and (iii) Disable parking spaces at Gloucester Road (northbound) near Sugar Street will be suspended from 7.00 pm to 11.59 pm daily on 22, 23 and 25 September 2018; and from 7.00 pm on 24 September 2018 to 3.00 am of the

following day.

(d) Suspension of Taxi Stands Depending on the crowd and traffic condition, taxi stands at Paterson Street near Great George Street may be suspended from 7.00 pm to 11.59 pm daily on 22, 23 and 25 September 2018; and from 7.00 pm on 24 September 2018 to 3.00 am of the following day; and Depending on the crowd and traffic condition, taxi stands at Electric Road near Park Towers may also be suspended from 7.00 pm to 11.59 pm daily on 23 and 25 September 2018; and from 7.00 pm on 24 September 2018 to 3.00 am of the following day.

(e) Suspension of Public Light Bus Stands Public light bus stands at Sugar Street and Paterson Street will be suspended from 7.00 pm on 24 September 2018 to 3.00 am of the following day; and from 7.00 pm to 11.59 pm on 25 September 2018. Depending on the crowd and traffic condition, these public light bus stands may also be suspended from 7.00 pm to 11.59 pm daily on 22 and 23 September 2018.

(f) Learner Drivers Prohibition Zone The following road sections will be prohibited to all learner drivers from 7.00 pm to 11.59 pm daily on 22, 23 and 25 September 2018; and from 7.00 pm on 24 September 2018 to 3.00 am of the following day: (i) Leighton Road (eastbound); (ii) Tin Lok Lane; (iii) Tung Lo Wan Road; (iv) Hing Fat Street; (v) Electric Road between Wing Hing Street and Yacht Street; (vi) Morrison Hill Road (northbound); (vii) Hennessy Road, east of Marsh Road; (viii) Tin Hau Temple Road between Fortress Hill Road and Causeway Road; and (ix) Causeway Road.

(3) Traffic Arrangements in the Peak Area (a) Road Closure and Traffic Diversion The following road closures and traffic diversions will be implemented from 4.30 pm on 24 September 2018 to 2.30 am of the following day; and from 4.30 pm to

11.00 pm on 25 September 2018: (x) All uphill traffic along Peak Road towards Harlech Road, Lugard Road and Mount Austin Road (except for access by local residents or vehicles with permits). All vehicles will be diverted to downhill via the slip road next to the carpark entrance of the Peak Galleria; and (xi) Lugard Road, Harlech Road and Mount Austin Road will be closed to all vehicular traffic (except for access by local residents or vehicles with permits).

(b) Suspension of Parking Spaces All on-street metered parking spaces and motorcycle parking spaces in Victoria Peak Garden, Mount Austin Road will be suspended from 4.30 pm on 24 September 2018 to 2.30 am of the following day; and from 4.30 pm to 11.00 pm on 25 September 2018.

(4) Traffic Arrangements outside Lower Peak Tram Station (a) Road Closure and Traffic Diversion Tramway Lane outside Lower Peak Tram Station leading from Garden Road to World Wild Fund for Nature will be closed to all vehicular traffic (except franchised buses and taxis) from 12.00 noon to 11.59 pm daily on 24 and 25 September 2018. Private buses and coaches should use the unnamed road between Murray Building and No. 3 Garden Road.

(b) Suspension of Parking Spaces All on-street metered parking spaces, motorcycle parking spaces and disabled parking spaces at Tramway Lane will be suspended from 12.00 noon to 11.59 pm daily on 24 and 25 September 2018.

(c) Relocation of Taxi Stand The taxi stand at Tramway Lane outside Lower Peak Tram Station will be relocated to the lay-by on Garden Road outside Lower Peak Tram Station from 12.00 noon to 11.59 pm daily on 24 and 25 September 2018. A temporary taxi drop off point will be designated on Tramway Lane.

(5) Traffic Arrangements in Repulse Bay (a) Road Closure and Traffic Diversion Depending on the crowd and traffic condition, the following road closures and traffic arrangements may be implemented on 24 and 25 September 2018:

(i) Public light buses on Repulse Bay Road may be prohibited from entering Beach Road; (ii) South Bay Road south of South Bay Path may be closed to all vehicular traffic, when the carparks on South Bay Road are full (except for access by local residents and public transport service); (iii) All vehicles on Repulse Bay Road (eastbound) will not be permitted to make an ‘U’ turn at its junction with South Bay Road; (iv) All vehicles on Repulse Bay Road will be banned from waiting outside “The Repulse Bay” carpark, if it is full; and (v) All vehicles on Beach Road (except for access to the residential developments at South Bay Road) will be diverted onto South Bay Road (northbound) for leaving the area, when the carparks on South Bay Road are full.

(b) Suspension of Parking Spaces All metered parking spaces and motorcycle parking spaces on Beach Road and Island Road (except disabled parking spaces on Island Road) will be suspended from 4.00 pm on 24 September 2018 to 6.00 am of the following day.

(c) Suspension of Taxi Stand The taxi stand on Repulse Bay Road opposite to “The Repulse Bay” will be suspended from 4.00 pm on 24 September 2018 to 6.00 am of the following day.

(6) Traffic Arrangements in Shek O (a) Road Closure and Traffic Diversion Depending on the crowd and traffic condition, the following road closures and traffic arrangements may be implemented on 23 to 26 September 2018: (i) The road leading to Shek O Headland Road will be closed to all vehicular traffic (except for access by the local residents); (ii) No vehicles (except for access by local residents and public transport services) will be permitted to enter the access roads to the carparks in Big Wave Bay and Shek O when the carparks are full; and (iii) Big Wave Bay Road will be closed to all vehicular traffic (except for access by vehicles with permits).

(7) Traffic Arrangement in Stanley Depending on the crowd and traffic condition, Stanley Beach Road and Wong Ma Kok Path may be closed to all vehicles when the car parks are full (except for

access by local residents and public transport services) on 24 and 25 September 2018.

(8) Traffic Arrangement in Pok Fu Lam and Aberdeen for the Fire Dragon Dance (a) Road Closure Depending on the crowd and traffic situation, the following streets in Aberdeen will be closed intermittently to all vehicular traffic from 8.30 pm to 10.00 pm on 24 September 2018: (i) Tung Sing Road; (ii) Aberdeen Main Road; (iii) Aberdeen Old Main Street; (iv) Sai On Street; (v) Chengtu Road; (vi) Wu Pak Street; (vii) Nam Ning Street;

Depending on the crowd and traffic situation, the following streets in Pok Fu Lam will be closed intermittently to all vehicular traffic from 6.00 pm to 11.30 pm on 24 September 2018: (viii) Pok Fu Lam Road; (ix) Chi Fu Road; (x) Chi Fu Road Flyover (xi) Wah Fu Road; and (xii) Waterfall Bay Road;

Tsung Man Street will be closed to all vehicular traffic from 5.00 pm to 9.30 pm on 24 September 2018.

(b) Suspension of Taxi Stand The taxi stand on Nam Ning Street in Aberdeen outside Nam Ning Street Sitting-out Area will be suspended from 8.30 p.m. to 10.00 p.m. on 24 September 2018.

(c) Suspension of PLB Stand The PLB stand on Tung Sing Road between Sai On Street and Wu Pak Street in Aberdeen will be suspended from 8.30 p.m. to 10.00 p.m. on 24 September 2018.

B. New Territories

(1) Traffic Arrangements in Tuen Mun (a) Road Closure The following road sections will be intermittently closed to all vehicular traffic from 5.00 pm to 5.00 am of the following day daily from 21 to 25 September 2018 (except for police vehicles, emergency vehicles and vehicles permitted by police on site):

(i) Golden Beach Path; (ii) The unnamed access road leading to the public car park at Cafeteria Old Beach; (iii) Tsing Yan Street between and the entrance of the public car park at Kadoorie Beach; and (iv) The unnamed access road leading to the public car park at Butterfly Beach.

(b) Traffic Arrangement Public light buses will be temporarily permitted to enter Tuen Mun Road between Tuen Hing Road and Siu Lam Interchange from 5.00 pm to 5.00 am of the following day daily from 21 to 25 September 2018.

(2) Traffic Arrangements in (a) Road Closure Road, east of its junction with Route Twisk, will be closed to all vehicular traffic (except for access by local residents and emergency vehicles) from 5.00 pm to 3.00 am of the following day daily on 22, 23, 24 and 25 September 2018.

(b) Suspension of Carparks and Parking Spaces All parking spaces in the Tai Mo Shan County Park Carpark will be suspended from 5.00 pm to 3.00 am of the following day daily on 22, 23, 24 and 25 September 2018.

(3) Traffic Arrangements in Ma On Shan Depending on the crowd and traffic condition, the following road sections may be closed to all vehicular traffic from 4.30 pm to 3.00 am of the following day daily on 23 to 25 September 2018:

(i) Ma On Shan Tsuen Road, south of the turnaround (except for access by local residents and emergency vehicles); (ii) Lok Wo Sha Lane, north of its junction with Sai Sha Road (except for access by local residents, trucks returning to the carpark adjacent to Lok Wo Sha Lane and emergency vehicles); and (iii) Yiu Sha Road, north of its junction with Wu Kai Sha Road roundabout (except for access by local residents, vehicles returning to the carpark at the end of Yiu Sha Road and emergency vehicles).

II. Public Transport Arrangements

A. MTR Service

(1) Overnight Service (a) Except for Disneyland Resort Line and East Rail Line between Sheung Shui and Lo Wu/ Lok Ma Chau, all other routes will operate overnight on 24 September 2018.

(b) Light Rail routes No. 505, 507, 610, 614P, 615P, 706 and 751 will operate overnight on 24 September 2018.

(2) Service Extension The service of feeder bus Route No. 506 on 24 September 2018 will be extended to 2.00 am of the following day;the service of feeder bus Route No. K51 and K52 on 24 September 2018 will be extended to 1.00 am of the following day.

B. Tram Service (1) Service Extension The tram service on 24 September 2018 will be extended to 3.00 am of the following day.

(2) Service Strengthening The tram service on 23 to 25 September 2018 will be strengthened subject to passenger demand. C. Franchised Bus Service Hong Kong Island

(4) Service Extension and service adjustment The departure time of CTB Route No. 260 from Stanley will be extended to 11.55 pm on 24 September 2018 evening.

The departure times of special departures of CTB Route No. 962B (from Hennessy Road (after Fleming Road), Wan Chai to Tuen Mun (Chi Lok Fa Yuen)) will be advanced to 4.10 pm, 4.35 pm and 5.00 pm on 24 September 2018.

The departure times of special departure of CTB Route No. 969 (from Hennessy Road (west of Fleming Road), Wan Chai to Tin Shui Wai Town Centre) will be advanced to 4.05 pm on 24 September 2018.

The departure times of special departures of KMB Route No. 960B (from Quarry Bay to Hung Shui Kui (Hung Fuk Estate)) will be advanced to 3.45 pm, 4.15 pm , 4.45 pm and 6:30 pm on 24 September 2018.

The departure times of special departures of CTB Route No. 962B (from Hennessy Road (after Fleming Road), Wan Chai to Tuen Mun (Chi Lok Fa Yuen)) will be advanced to 4.10 pm, 4.35 pm and 5.00 pm on 24 September 2018.

The departure times of special departure of CTB Route No. 969 (from Hennessy Road (west of Fleming Road), Wan Chai to Tin Shui Wai Town Centre) will be advanced to 4.05 pm on 24 September 2018.

The departure times of KMB Route No. 968X (from Quarry Bay (King’s Road) to Yuen Long (West) Bus Terminus) will be advanced to 4.20 pm and 6:10 pm on 24 September 2018.

(6) Service Strengthening The bus services for CTB Routes No. 6, 6X and 260, Cross Harbour Routes No. 619, 681, 788, 789, 930, 962B, 962X, 967, 969, E11A, N118, N171, N619 will be strengthened on the evening of 24 September 2018 to early morning of the following day subject to passenger demand.

The departure times of KMB Route No. 259X (from Kwun Tong Ferry to Lung Mun Oasis) will be advanced to 3:45 pm and 4:15 pm on 24 September 2018.

The departure time of KMB Route No. 263A (from Hong Kong Science Park to Tuen Mun Station) will be advanced to 4.20 pm on 24 September 2018.

The departure time of KMB Route No. 267X (from Lam Tin Station to Siu Hong Court) will be advanced to 4.35 pm on 24 September 2018.

(2) Suspension of GMB Stands and GMB Diversions (a) Due to the suspension of Tin Hau Station Public Transport Interchange from 7.00 pm on 24 September 2018 to 3.00 am of 25 September 2018, the following GMB routes will be diverted: (i) HKI GMB route no. 39M will be converted to a circular route and operated via King’s Road in lieu of Hing Fat Street and Tin Hau Station Public Transport Interchange; and (ii) HKI GMB route no. 49M will terminate on King’s Road near Lau Sin Street and operate via Tin Hau Temple Road in lieu of Hing Fat Street, Tin Hau Station Public Transport Interchange, King’s Road, Ngan Mok Street and Lau Li Street on its journeys to Braemar Hill.

New World First Ferry and Hong Kong & Kowloon Ferry will adjust their ferry services subject to passenger demand.

III. Attention and Appeal

Appropriate traffic signs and aids will be erected to guide motorists, and notices will be displayed by public transport operators to advise passengers of the above temporary arrangements. Implementation of the above road closures and traffic diversions will be adjusted by the Police at the time depending on traffic and crowd condition in the areas. Depending on the prevailing circumstances, other ad-hoc traffic and public transport measures, including further closures of roads, traffic diversions, alterations and suspension of public transport services, may be implemented by the Transport Department and the Police at short notice.

As the road closures and traffic diversions will be implemented at different times in various districts, members of the public are advised to avoid driving to the affected areas. Motorists should exercise tolerance and patience in case of traffic congestion and follow the instructions of the Police. Any vehicles found illegally parked within the precincts of the special traffic arrangements specified above will be towed away or ticketed by the Police without prior notice.

Members of the public who intend to go to the affected areas are advised to use public
