National Assembly Performance
Institute for Public Policy Research Not Speaking Out: Measuring National Assembly Performance By Ellison Tjirera and Graham Hopwood IPPR Comment No. 4 September 2009 This paper analyses the amount of contributions that members of the National Assembly made to parliamentary debate from September 2005 to October 2007 as one indicator of parliamentary performance. Although it has been speculated that some members of the National Assembly contribute very little to debates on bills and motions, as far as the IPPR is aware no research since independence has actually sought to quantify how much MPs contribute to debates in the House. The principal measure used for this research paper was the number of lines each MP contributed to debate in the Hansard – the official record of parliament. Originally, the IPPR had hoped to examine Hansard from the inception of the current parliament in 2005 until mid-2009. However, this has proved impossible because Hansard is not available from October 2007 onwards since editions have not been published since then. For this reason this analysis is based on a two-year period from September 2005 to early October 2007, which was felt to be a long enough period to make an assessment of how much MPs contributed to debate. The methodology used by this research paper is restricted solely to the amount of lines that MPs have contributed to the official record of parliamentary proceedings. No attempt is made to assess the quality of those contributions as this would involve highly subjective value judgements. This paper also does not attempt to assess how MPs may contribute to other aspects of parliamentary life, for example the committee system. -

INTRODUCTION Honourable Speaker; Honourable Members of the National Assembly; Fellow Namibians; 1. It is a distinct privilege for me to present the maiden Mid-Year Budget Review Policy Statement, a first for Namibia, and an added pillar for fiscal transparency, accountability and a more open budget formulation process. 2. In terms of Article 126 of the Namibian Constitution, read with Section 1(1) of the State Finance Act, I have the honour to table, for the favourable consideration and approval by this honourable House, the FY2015/16 Appropriation Amendment Bill and FY2015/16 – 2017/18 Adjusted Estimates of Revenue and Expenditure. 3. The Appropriation Amendment Bill which I am tabling today proposes a redeployment of funds identified within budget Votes for reallocation to various priority programmes within and across the Budget Votes, without increasing overall expenditure and therefore without increasing the overall budget ceiling. It is, thus, not an additional budget. It is a measure intended to enhance optimum delivery of services, resource allocation efficiency and meeting priority commitments of the day. 4. Broadly, the Policy Statement is intended to serve three key objectives, namely;- To provide a review of the half-year budget execution; identifying potential savings and resource shortfalls in the current budget and proposing resource reallocation within the budget and subsequent MTEF, To give an explanation of the macroeconomic and fiscal projections under which the next budget and MTEF will be prepared and; most importantly, To make advance announcement of the proposed fiscal framework and the government spending priorities for the next MTEF. -

Namibia QER Q1 2020 Namibia Quarterly Economic Review January-March 2020 Quarter News Key Data Special Summary Highlights Economic Trends Feature Variables 1 4 8 11 13 Quarter Summary Macroeconomic Situation – going into an unprecedented global crisis from a position of extreme weakness The latest preliminary national accounts for 2019 confirm what everyone suspected – Namibia’s economy has experienced four of its worst years since Independence. 2015 2016 2017 2018 2019 GDP growth 4.5% -0.3% -0.3% 0.7% -1.1% Recent pronouncements by local and international authorities that 2020 will see the resumption of modest growth have now been overtaken by events. The corona virus pandemic will, in the short to medium-term at least, severely affect economic performance and put significant strain on Namibia’s public finances which were already in poor shape. Efforts to get the economy through the immediate crisis will take precedence over efforts at reform. Namibia went into the global financial crisis in a relatively strong position from a fiscal and monetary point of view. This time is very different. New Cabinet Appointed On 16 March President Geingob announced a new government structure and on 22 March announced his new Cabinet and related appointments. The two Cabinets and appointments are summarised below taking into account the resignations of Bernhard Esau and Sacky Shanghala over Fishrot and Katrina Hanse-Hamarwa over corruption in 2019.
