DEPARTMeNT OF DEFENSE FACILITIES- WORLD WAR II PERMANENT CONSTRUhttp://aee-www.apgea.army.mil:8080/prod/usaee!eqlconserv/ww2pel.htm ~ - Delivery Order 21 Contract No. DACW31-89-D-0059 US Army Corps of Engineers-Baltimore District HISTORIC CONTEXT FOR DEPARTMENT OF DEFENSE FACILITIES WORLD WAR II PERMANENT CONSTRUCTION May 1997 R. Christopher Goodwin and Associates, Inc. 241 E. Fourth Street Suite 100 Frederick, Maryland 21701 FINAL REPORT June 1997 EXECUTIVE SUMMARY The Historic Context for Department of Defense (DoD) World War H Permanent Construction combines two previous reports: Historic Context for Department of Defense Facilities World War H Permanent Construction (Hirrel et al., draft June 1994) and Methodology for World War H Permanent Construction (Whelan, draft August 1996). This project was designed to meet the following objectives: • To analyze and synthesize historical data on the military's permanent construction program during World War H. • To assist DoD cultural resource managers and other DoD personnel with fulfilling their responsibilities under the National Historic Preservation Act (NHP A) of 1966, as amended. Section 110 of the NHPA requires federal agencies to identity, evaluate, and nominate to the National Register of Historic Places historic properties under their jurisdiction. Section 110 Guidelines, developed by the National Park Service, U.S. Department ofthe Interior, direct federal agencies to establish historic contexts to identifY and evaluate historic properties (53FR 4727-46). • To develop a consistent historic context framework that provides comparative data and background information in a cost-effective manner, which will allow DoD personnel to assess the relative significance of World War II military construction.

  • Chapter XVI. the Civil War. Spanish
Chapter XVI THE CIVIL WAR SPANISH-AMERICAN WAR WORLD WAR I The Civil War Following the fall of Fort Sumter, Fall River responded promptly t o President Lincoln's call for volunteers, with a mass meeting in City Hal l on April 19th, 1861 . Hon. N. B. Borden presided, and ringing patriotic speeches were made by prominent citizens . Resolutions were adopted, asserting that "the government of the Union shall be sustained ; that the city government be requested to appropriate $10,000 in aid of those wh o may volunteer, and for the support of their families ; and that each volunteer be paid the sum of twenty dollars per month from the city treasury, i n addition to what is paid by the government". On the Sunday ensuing, the clergymen of the city dwelt on the gravit y of the situation that had arisen in national affairs, urging a general respons e to the President 's call for men. Rev. Father Edward Murphy of St. Mary's Church was especially strong in exhorting the young men of his parish t o hold themselves in readiness to bear arms if necessary . Recruiting of three companies of volunteers began without delay . Ultimately it was decided not to muster in one of these, and the organization was disbanded. In accordance with the request of the mass meeting, the City Council, on April 24, appropriated $10,000 for military purposes, providing payment to each volunteer of fifteen dollars for outfit on being mustered into service ; and thereafter, for a period of not more than three months, fifteen dollar s a month for the support of dependents .

FEDERAL LAWS In addition to the ARPA Laws, an additional Federal law called "Abandoned Shipwreck Act of 1987" is in effect and is being enforced. This law gives the individual States control over historic shipwrecks lying within 3 miles of the Atlantic and Pacific coasts and 10 miles off of the Gulf Coast. DISTANCE MEASUREMENTS NOTE: All distance measurements for sites are direct, from point A to point B and are NOT road measurements. Distance measurements are taken from the center of one point to the center of the other. Linear measurements are usually accurate to one tenth mile (1/10th mile), while Latitude and Longitude coordinates are accurate to one thousandth of one second, which equates to approximately 30 feet. WHAT IS A GHOST TOWN? There have been many inquiries as to how we have determined what establishes the parameters for ghost town status. While there doesn't seem to be any defined parameters, Mosquito Publishing has used the following: That a town or settlement was at one time a thriving and viable community.
