2020 CSC's Educational Campaign Report
2020 CSC’s Educational Campaign Report 1) 2020 Southern Denver regional multi-media advertising campaign was partially funded ($5K) by Colorado Stormwater Council (CSC), focusing at Fountain Creek Watershed (Monument to Pueblo), but reaching Denver and Douglas County by radio as well, in addition to online radio and TV at State- wide level. The campaign was also supported by CSC member’s social media efforts enhancing state-wide level reach. The total cost of the educational campaign in 2020 was $20K. This established campaign has been implemented since 2013. CSC's financial support during 2019-2020 allowed to maintain a broad reach with Bus, Radio, TV. Had CSC not supported the program, only 1 to 2 platforms may have been chosen and would have had a much smaller reach. Hence the need for collaboration to reach a state level. Total Impressions in 2020: 11.6 Million. Target Audience: Home Owners, DIY, Millennials. The campaign run from August to October 2020 (12 Weeks). Live TV Interviews Commercials Radio TV (broadcast & digital – Denver7) Billboards/Bus/Bus benches. Note that they typically stay longer than 12 weeks because Lamar Advertising does not like to have blank benches if there are no other advertisers lined up at those respective locations. In many cases, the information remains for another 3 months. 2) CSC’s created and/or adapted heigh (8) 30-seconds Public Service Announcements (PSA) in 2018 for $3,600. The videos were published in YouTube. There were 500 views in 2019, and 1000 views in 2020 for all 8 PSA’s. National tests of the Emergency Alert System would be mandated every three years under a bill currently making its way through the Senate. It’s part of an effort to modernize the public warning infrastructure. “In times of an emergency, information is crucial,” Senator Ron Johnson (R-WI) says. “This bill takes important steps to expand our nation’s public warning system to ensure the largest number of people is reached.” Johnson drafted the bill with Senator Claire McCaskill (D-MO) and that bipartisan alliance quickly got the proposed Integrated Public Alert and Warning System (IPAWS) Modernization Act passed by the Senate Homeland Security Committee. The bill requires the FCC and FEMA to fine-tune the alerting system on the basis of geographic location and risk, and to make sure EAS works across as many devices as possible. And while it doesn’t specifically require radio or TV stations to transmit messages in languages other than English, it would require the agencies to come up with a way that ensures people with limited proficiency with the language understand the message. The same requirement applies to reaching the disabled. There would also be a new push to make sure rural areas are covered. As for the three-year national testing cycle, the bill says that is to ensure EAS “is resilient and secure and can withstand acts of terrorism and other external attacks.” Other proposed changes could be coming. -

INTRODUCTION This Plan provides specific procedures for the broadcast and cable media to disseminate emergency information to the general public in the Larimer/Weld County Operation Area (also known as Local Area Two) or any portion there of at the request of designated local, state, and federal officials. This local EAS Plan may be activated on a day-to-day basis in response to such emergencies as tornadoes, power outages, floods, heavy snows, or any occurrence which poses a danger to life or property. Participation in this Plan shall not to be deemed as a relinquishment of program control, and shall not be deemed to prohibit a broadcast licensee from exercising independent discretion and responsibility in any given situation. FCC rules and regulations provide each broadcast station guidance and regulation in exercising discretion regarding information and instructions to the public. Stations that originate EAS communications shall understand that they have conferred rebroadcast authority.
