Dear DoDEA Pacific East Employees,

I understand that many of you are off duty and may be traveling in locations outside of your duty station. DoDEA Pacific cares about your safety, as well as the safety of your family, our military communities, and our host nation partners. I am writing today to ensure you are aware of the current U.S. Forces travel requirements.

Entering Japan on Commercial Air

All DoDEA employees entering Japan on commercial air must complete a 14-day Restriction of Movement (ROM) at their location of entry. This means that there can be no forward movement (i.e. a connecting domestic flight), until the mandatory ROM is completed. Employees flying commercial air must fly into Japan through Narita or Haneda airports, as there are no ROM resources for SOFA members at the airport or the surrounding airports.

It is imperative that employees arriving on commercial air complete all Government of Japan forms with accuracy, including the required health questionnaire. Employees must also be able to provide reliable contact information should Japanese officials need to contact them.

Entering Japan on Patriot Express

Employees who have secured travel on the Patriot Express will ROM at their final destination (not necessarily) their location of entry as long as they adhere to their Patriot Express flight itinerary and remain on military installations throughout their travels.

ROM Lodging

All employees coming into Japan must ROM either on a military installation or at their personal residence. Please ensure to discuss travel and ROM plans with your school sponsor and that lodging reservations have been made at the appropriate location prior to your arrival.

 For most DoDEA employees, military installation lodging will be provided at the Kanto Lodge at Yokota Air Base. Employees should take the military shuttle from the airport to Yokota AB.  For employees stationed in , military installation lodging will be provided at the temporary lodging facility (TLF) on Navy Air Facility . Employees should take the military shuttle from the airport to NAF Atsugi for their ROM.  For employees on orders stationed at Command Fleet Activities (CFAY), military installation lodging will be at Navy Lodge or Navy Gateway Inn and Suites (NGIS). Employees should take the military shuttle from the airport to Yokosuka for their ROM.  Note: For Navy installations, recent changes by Commander, Naval Forces Japan to ROM requirements is for the entire household to be on ROM for 14 days, even if the family member/s did not travel.

Employees traveling to their residence should travel via personal vehicle. No public transportation is authorized.

RAT Travel

If you are on RAT or taking personal leave, you are responsible for all costs associated with ROM. Please ensure you provide the most updated detailed information about your planned itinerary to your leadership and school secretary to ensure compliance with the latest military installation guidelines. Once an itinerary is finalized, you must adhere to your plan or immediately contact your supervisor should any issues arise.

In accordance with United States Forces Japan (USFJ) guidelines and DoDEA expectations, employees cannot book off-base hotels or rental cars until after their 14-day ROM is completed.

As a reminder, please continue to follow local installation HPCON/safety guidance, to include maintaining a contact tracing log in order to support public health officials in the event of a positive case of COVID-19. The attached item is a listing of the locations for information for all installations. As you know, COVID-19 can rapidly impact local conditions. Please continue to follow your local installation HPCON/safety guidance. Be sure to keep in close contact with your supervisor and sponsor.
