SITUATION REPORT # 140 JAFFNA, KILINOCHCHI, MULLAITIVU, MANNAR, VAVUNIYA, TRINCOMALEE, BATTICALOA and AMPARA DISTRICTS 14-21 August 2008 IDP situation as reported this week by GAs Displacement after April 2006 Location Number of Families Number of Individuals Jaffna 6,129 20,736 Kilinochchi 35,353 134,868 Mullaitivu 8,917 31,080 Vavuniya 5,199 18,403 Mannar 2,774 8,709 Trincomalee 1571 5254 Batticaloa 4,274 16,213 Ampara 1,162 4,278 JAFFNA DISTRICT Situation update • Minor confrontations between the SLA and LTTE around the FDLs in Muhamalai and Nagarkovil were reported. • Damages to electricity transformers were once again reported in the Kokuvil area in Nallur DS Division. • On August 19, staff from Jaffna University held a silent protest to show solidarity with Vanni civilians and called for an end to the fighting. • The curfew which was relaxed by 30 minutes for the Nallur temple festival remains is still in place from 2100 - 0400 hours Displacement/ Returns • No major movements were observed this week. Sector Developments/Gaps • Security Forces have released 103 acres of paddy land within the High Security Zone for cultivation. The land belongs to 73 civilians, who are reportedly to receive special identity cards to facilitate access to the area. • The civilian population in Jaffna has been facing power and energy issues since June 1990, when the Northern Province was cut off from the main national electrical grid. Since then, the Northern population has been using alternate energy sources for both homes and industries. The energy supply has improved since the 1996 returns when the main supply was through generators in Kankasanthurai, generally providing supply every other day to various areas. -

POVERTY ANALYSIS AND STRATEGY A. Link to the National Poverty Reduction Strategy and Country Partnership Strategy Reducing poverty and stimulating economic growth in conflict-affected areas is a key objective of the government's 10-year development plan, 2006–2016. Known as the Mahinda Chinthana, the plan seeks to restore the Northern Province's basic services and social infrastructure and reconstruct the economic and physical infrastructure to assure sustained long-term development. The Country Partnership Strategy (CPS), 2009–2011a is closely aligned with the Mahinda Chinthana. Assistance to the Northern Province falls within the two pillars of the CPS—a stronger investment climate, and socially inclusive economic growth. With the end of military operations in May 2009, the government formulated the Vadakkin Vasantham, a 3-year development plan for the Northern Province, in line with the Mahinda Chinthana. The plan aims to develop the north and ensure the integration of the northern economy and its people with the rest of the country. In line with the Vadakkin Vasantham, the government is seeking development partner assistance to develop infrastructure and rebuild community life in this province. The proposed project will be closely aligned with these plans. B. Poverty Analysis Targeting Classification: General intervention (GI) Key Issues. The former conflict-affected project areas are clearly lagging regions with high income poverty and income inequality. -

November – December 2012 – Report #48 JOINT HUMANITARIANJOINT HUMANITARIAN AND EARLY AND RECOVERY EARLY RECOVERY UPDATE UPDATE This report indicates the UN and NGO partner response to continuing humanitarian needs and early recoveryNovember concerns, in –support December to the 2012 Sri Lankan – Report Government’s #48 efforts to rebuild the former conflict‐affected regions. Activities show progress towards the sectoral priorities and goals described in the 2012 Joint Plan for Assistance. I. SITUATION OVERVIEW & HIGHLIGHTS Returns and displacement By the end of December 2012, 467,533 people (140,725 families) had returned to the Northern Province. This figure includes 267,865 people (80,292 families) displaced after April 2008 and 199,668 people (55,273 families) displaced before April 20081. With the closure of Menik Farm IDP camp in Vavuniya district, there are no ‘new IDPs’ living in camps in the country. An additional 5,785 IDPs (1,592 families) from the protracted or long-term caseload, displaced prior to April 2008, remained in welfare centres in Jaffna and Vavuniya districts. The Joint Humanitarian and Early Recovery Updates (JHERU) has published monthly the IDP statistics compiled by UNHCR from Government source data. From December 2012 UNHCR will no longer compile IDP statistics. The Government and the UN are committed to finding solutions for displaced people, who sought shelter with friends and relatives, left 467,533 people have returned to Northern Province as of 31 December 2012 Source: Compiled by UNHCR from district and Government data camps and are still living with host families, or are stranded in transit sites.
