    Definitions For Voluntary Aided, Foundation, Free Schools and Academies for Admission Purposes The following terms used throughout this booklet are defined as follows, except where individual arrangements spell out a different definition. Distance The 'straight line' method of measurement only applies for admission purposes. For transport 'walking routes' are used to determine distance. Explanations of these terms can be found in the main booklet. Parents/Family Members A parent is any person who has parental responsibility or care of the child. Where admission arrangements refer to 'parent's attendance at church' it is sufficient for just one parent to attend. 'Family members' include only parents and siblings. Medical/Social/Welfare Where schools have a medical/social/welfare admission criterion then this should take into account the circumstances of the child and the family. Please note the Local Authority information in the accompanying admissions booklet. Looked After Children The School Admissions Code (December 2014) states that within the oversubscription criteria, the highest priority must be given to looked after children and previously looked after children. Previously looked after children are children who were looked after, but ceased to be so because they were adopted (or became subject to a child arrangement, special guardianship or accommodation order). Further references to previously looked after children in the Code means such children who were adopted (or subject to child arrangement orders or special guardianship orders) immediately following having been looked after. The town centre will have a wide range of retail premises, attractive to both residents and visitors, with well-maintained highways that are free from congestion and supported by off-street parking facilities. Residents will have access to a range of public services, healthy leisure activities and designated green spaces, whilst community facilities in the town will be improved and enhanced. Existing employment areas will be protected and opportunities for business expansion identified.     DECISION RIBBLE VALLEY BOROUGH COUNCIL REPORT TO COMMUNITY SERVICES COMMITTEE Agenda Item No. th meeting date: 29 AUGUST 2017 title: OPEN SPACE AUDIT submitted by: DIRECTOR OF COMMUNITY SERVICES principal author: MARK BEVERIDGE 1 PURPOSE 1.1 To present the most recent information on the Council’s Open spaces and ask Committee to recommend acceptance of the current positon as expressed in the audit attached to this report. 1.2 Relevance to the Council’s ambitions and priorities • Community Objectives – To sustain a strong and prosperous Ribble Valley • Corporate Priorities - To help make people’s lives safer and healthier • Other Considerations – To develop, with relevant partners, measures to support the visitor economy 2 BACKGROUND 2.1 The Council owns and manages a number of grass and artificial football pitches. However it is not the only provider of such facilities, many more are provided by Parish Councils, schools and other owners. It is prudent to keep updated evidence on the quality of those assets. 2.2 In 2012 a comprehensive assessment of sporting facilities was prepared for the Council by Lancashire Sport (appendix A provides a summary of that document). 2.3 The Council has in addition since that time carried out an audit of all pitches in the Borough, covering Council and other providers, together with an assessment of these pitches where they could be accessed. Not every owner of a pitch was willing to co- operate. This work was carried out by a qualified ground person who has done similar work across the North West. (Appendices B and C) 3 ISSUES 3.1 Where new housing developments are proposed the Council seeks to ensure that recreational provision is accounted for in the vicinity through applying a formula which seeks to get the developer to pay a contribution to the development of new activities.

    The Fylde Coast Teaching School Partnership Initial teacher education inspection report Inspection dates Stage 1: 19 June 2017 Stage 2: 20 November 2017 This inspection was carried out by Her Majesty’s Inspectors (HMI), in accordance with the ‘Initial teacher education inspection handbook’. This handbook sets out the statutory basis and framework for initial teacher education (ITE) inspections in England from September 2015. The inspection draws on evidence from within the ITE partnership to make judgements against all parts of the evaluation schedule. Inspectors focused on the overall effectiveness of the ITE partnership in securing high-quality outcomes for trainees. Inspection judgements Key to judgements: Grade 1 is outstanding; grade 2 is good; grade 3 is requires improvement; grade 4 is inadequate Secondary QTS Overall effectiveness How well does the partnership secure 1 consistently high-quality outcomes for trainees? The outcomes for trainees 1 The quality of training across the 1 partnership The quality of leadership and management across the 1 partnership Information about the secondary partnership The Fylde Coast Teaching School school-centred partnership for initial teacher training (SCITT) provides secondary teacher training for graduates. Trainees who successfully complete their training are recommended for qualified teacher status (QTS). The SCITT has provided initial teacher training (ITT) since September 2015. The partnership was inspected for the first time at the end of its second year as an accredited provider of QTS. From September 2017, in conjunction with Breck Primary School, the provider has expanded its provision and now offers a primary (five to 11) ITT programme. During 2016/17, the partnership trained 20 trainees.
