Corcoran All Rights Reserved ii POWER IN THE PROVINCES: THE EVOLUTION OF LOCAL GOVERNMENT PRACTICES IN IMPERIAL RUSSIA, 1825-1917 John M. Corcoran, M.A. Thesis Advisor: Catherine Evtuhov, Ph.D.. ABSTRACT This dissertation is a study of the political of local self-government in Imperial Russia over the course of the period 1825-1917. In particular, I concentrate on the zemstvos, elected bodies established in 1864 at the provincial and district levels to oversee a wide range of public works and social services. The zemstvo reform and other legislation on local self-government established general areas of operation, but left substantial leeway for the individual organizations to set policy priorities. I designed my project as a case study of two provinces: Moscow was urban and relatively wealthy, whereas Penza was poorer and more agrarian. My research focused on three particular areas: the role of leadership, taxation and spending priorities, and the negotiation of jurisdictional prerogatives between different institutions. I make several arguments about the evolution of local government practices and ideals in these particular provinces. First, the structure of elections and the general traditions of deference meant that leaders in the zemstvo and other local organizations could work with relatively limited oversight on the part of voters, assembly delegates, or provincial governors. -

Master Program in Economic Growth, Innovation and Spatial Dynamics Russian Monotowns Delgir Maksimova [email protected] Abstract: Monofunctional towns of Russia represent the extreme case of specialized settlements where the socio-economic development mostly or fully depends on the performance of one or a few town-forming enterprises. This phenomenon obtained attention after the Soviet Union collapse, which has resulted in worsening of the socio-economic situation in monotowns. However, since the 2000s the differentiation in the development among monofunctional towns was observed. What can condition such differentiation? In this study an attempt to provide a new perspective, through which monotowns can be studied. The analysis is done in the step- wise manner and based on the developed data matrix and taxonomy of monotowns. Coleoptera of the Penza region, Russia based on fermental crown trap). Biodiversitas 22: 1946-1960. There are the results of processing the material of the 2019-2020 studies on Coleoptera from the Penza region, Russia. The surveys were carried out using fermental crown traps in various habitats on the territory of 18 districts of the region. In total, 18 traps were installed in 2019 and 96 traps – in 2020. During the research, 5,577 specimens were collected and recorded. Ninety-seven species from 19 families were found, of which 43 species are new to the Penza region. The most diverse families are Cerambycidae (24 species) and Elateridae (11 species). Species from the families Nitidulidae (3281 specimens), Scarabaeidae (1497 specimens), and Cerambycidae (453 specimens) predominated in the traps. A list of species is given, indicating references and information on biology. New data is given for 4 species included in the Red Data Book of the region (Protaetia fieberi, Protaetia speciosissima, Gnorimus variabilis, Purpuricenus globulicollis). -
