Cannabis in New Zealand perceptions of use, users and policy Geoff Noller A thesis submitted for the degree of Doctor of Philosophy at the University of Otago, Christchurch Aotearoa, New Zealand November 5, 2008 ABSTRACT Introduction Despite humanity’s lengthy relationship with psychoactive substances, their consumption in contemporary societies is perceived as highly problematic. Cannabis, the most commonly imbibed illicit psychotropic, has come to embody these concerns. Medical and scientific research informs notions of use and user, with these being further constructed in the public realm by law, the media and policy against a backdrop of health deficits and other harms including risk taking, criminality and deviance. With many studies drawing on clinical populations, e.g. high intensity users or those in treatment, a pathologized view of the user predominates. Where general population studies incorporate user data, these typically concentrate on the epidemiology of use: frequency, intensity, duration, and symptoms of abuse and dependence. This, however, tells us little about the meaning of use for users or why use continues despite universal official disapprobation. A lack of studies incorporating user perspectives thus ensures the limited focus of much present research and a policy accent on supply reduction at the expense of harm minimisation and safe use education. Those choosing to continue use are stigmatised as deviant or dependant. This has the effect of further bolstering enforcement, a strategy showing little evidence of efficacy. The present study sought a comparison between this dominant discourse on cannabis use and the perspectives of users, with a range of exploratory hypotheses being identified. Method Eighty cannabis-using respondents participated in open-ended face-to-face interviews, of which seventy-six successfully completed a follow-up questionnaire. -

March 13, 2017 We the undersigned believe the UNGASS Outcome Document stopped short of crucial and widely supported reforms, while avoiding new realities.1 We call on the 60th CND to: Acknowledge the Ramifications of New Drug Policies Clarify that "commitment to… the three international drug control conventions" 2 does not mean these treaties, written between 28 and 56 years ago, should remain unchanged.3 Convene an "Expert Advisory Group" to study tensions in the drug control regime.4 Stand Up for Human Rights Assert that nations' drug policies should be constrained by human rights norms; with special attention on racial disparities, indigenous rights, and impact on women and youth.5 6 7 8 Call for abolishing the death penalty for drug offenses.9 Call for a People-Centered Approach to Drug Policy Explicitly endorse harm reduction and shifting resources to fund it.10 Assert the Sustainable Development Goals should both inform and constrain drug policy.11 Direct WHO to complete a Critical Review of cannabis, including rescheduling options.12 Take a Stronger Stance on Criminal Justice Reform Encourage bold steps away from criminalization.13 Advocate a diverse range of alternatives to incarceration, including Law Enforcement Assisted Diversion, as well as sentencing reform and other compassionate reforms.14 Advocate that regulatory approaches be considered for new psychoactive substances.15 Foster Open Dialogue Structure future UN meetings to enable truly open debate. -

Cannabis and Racial Justice What do we gain by arresting and citing more than 650,000 Americans on cannabis charges every year? The United States has the highest incarceration rate in the world; almost half of all offenders are serving time for drug offenses. Many advocates interested in combating institutional racism see ending cannabis prohibition as a critical step in forging a new approach. Although cannabis use is roughly equal among blacks and whites, African Americans are over three times more likely to be arrested or cited for cannabis possession as compared to whites, according to an ACLU review of government data. Cannabis prohibition has racist origins. Cannabis prohibition began in the early 20th century and was based on racism, not science. The laws were originally used to target Latinos and black jazz musicians. This history continues to manifest itself in the current criminal justice system. Cannabis prohibition plays a major role in filling our prisons with people of color. While African Americans are far more likely than whites to be arrested for cannabis, use rates are about the same across races. The federal National Survey on Drug Use and Health found that, in 2014, 49% of whites reported having consumed cannabis at least once in their lifetime. This is compared to 42% of African Americans and 32% of Latinx. Two-thirds of all people in state prisons for drug offenses are people of color. According to FBI data, half of all drug arrests are for cannabis; of those, 92% are for possession. Each year, roughly 6,000 people are deported for cannabis possession. -
