Duterte will deliver his penultimate State of the Nation Address (SONA). At front and center of today’s public discussion is his administration’s response to the COVID-19 pandemic. As the effectivity of Republic Act No. 11469, or the “Bayanihan to Heal as One Act” had lapsed last June 25, Sen.
