WILLIAM ALISON ANDERS AS A MEMBER OF THE COMMISSION Mr. William Alison Anders was sworn in as a member of the Atomic Energy Commission on August 6, 1973, in Washington, .D. C. Mr. Anders received a Bachelor of Science degree from the Naval Academy in 1955 and a Master of Science degree in Nuclear Engineering from the Air Force Institute of Technology in 1962. Upon graduation from the Naval Academy, Mr. Anders accepted a commission in the Air Force. After flight training, he served as a fighter pilot in all weather interceptor squadrons of the Air Defense Command. He then returned to graduate school and was later assigned as a nuclear engineer and instructor pilot at the Air Force Weapons Laboratory where, in 1963, he was selected by the National Aeronautics and Space Administration for the astronaut program. He served as backup pilot for the Gemini 11 mission and was lunar module pilot for the Apollo 8 mission--on December 21-27, 1968. Following the Apollo 8 mission he served on the backup crew for Apollo 11, the first manned lunar landing mission. Mr. Anders was appointed by the President in 1969 to be the Executive Secretary of the National Aeronautics and Space Council where, he was responsible for the development of Administration policy options concerning research, development, operations, and planning of aeronautical and space systems. Mr. Anders is a recipient of the National Geographic Society's Samuel Hubbard Medal for Exploration, the American Astronautical Society's Flight Achievement Award and the Collier, Harmon, General Thomas D. White and Robert H. Goddard trophies. He has also received the NASA and USAF Distinguished Service Awards-Spaceflight; and other awards, including several honorary Doctoral degrees. He is a member of the American Nuclear Society; Tau Beta Pi National Engineering Honor Society; Society of Exp.erimental Test Pilots; Explorers Club (Board of Directors); American Institute of Aeronautics & Astronautics; American Astronautical Society (Fellow); National Exploring Committee, Boy Scouts of America; National Space Club (Board of Governors); Yosemite Institute (Board of Directors); and the Naval Academy Alumni Association (Trustee). -2 Born in Hong Kong while his father was serving there with the U. S. Navy, Mr. Anders spent his early school years in San Diego, California. His interest in flying started there and he has since logged more than 4, 000 hours in all types of flying vehicles and is the co-holder of several world speed and altitude records. Mr. Anders is married to the former Valerie E. Hoard of Lemon Grove, California. They have six children: Alan, Glen, Gave, Gregory, Eric, and Diana, and currently reside at 6703 Wemberly Way, McLean, Virginia. Kriegsman, a former White House Staff Assis tant with broad experience in energy and environmental matters, was nominated by President Nixon to become a member of the Atomic Energy Commission on April 12, 1973. His nomination was confirmed by..the .Senate on May 31, 1973, and he was sworn into office on June 12, 1973 for a term that expires on June 30, 1975. At the time of his nomination, Mr. Kriegsman was Manager of the Washington, D. C., office of Arthur D. Little, Inc., where he had conducted studies for the AEC which resulted in a complete reorganization of the regulatory and opera tional functions of the.agency. He also recommended revisions in the AEC's environmental impact statement process to reduce the process time, improve quality, and permit greater public participation.. Mr. Kriegsman served from 1969 to 1971 as a Staff Assis tant at the White House, where he specialized in the areas of environment, space, nuclear energy, and oceanography. He had previously been employed by the AEC from 1957 to 1969, with the exception of one year (1966 to 1967) when he was .a Congressional Fellow on the staffs of Senator Howard H. Baker, Jr., of Tennessee, and Congressman Donald Rumsfeld of Illinois. Mr. Kriegsman began his AFC career as a health physicist in the Commission's New York Operations Office and trans ferred to AEC headquarters in 1959 as an Inspection Specialist in the compliance program for atomic energy licensees. He was assigned briefly in 1962 to the Division of Compliance Office in Denver, Colorado, as a supervisory Radiation Specialist and returned to Headquarters in September 1962 as an Inspection Specialist involved in studies of the management and operation of AEC's technical programs. He received his -Bachelor's Degree in Chemistry from the University of Rochester in 1953 and his Master's Degree in Engineering Administration from George Washington University in 1964. From 1953 to 1957 he was an officer in the U. S. Navy with duties including nuclear supervisor of the nuclear weapons assembly team aboard an aircraft carrier. Mr. Kriegsman resides in Bethesda, Maryland, with his wife, the former Kay Harris of Grand Junction, Colorado, and their two children, William E. Kriegsman, Jr., and Katherine E. Kriegsman. June, 1973 WILLIAM OFFUTT DOUB William Offutt Doub is a native of Maryland where he served as Chairman of the state Public Service Commission until his appointment by President Nixon to the United States Atomic Energy Commission. Mr. Doub was nominated for the AEC post on July 21, 1971. His nomination was confirmed by the Senate on August 6 and he was sworn in August 17 for a five-year term expiring June 30, 1976. Mr. Doub was born in Cumberland, Maryland, on September 3, 1931. He attended public schools in Allegany County, Maryland, and Staunton Military Academy before going to Washington and Jefferson College in Washington, Pennsyl vania, where he received a bachelor of arts degree in 1953. After graduating from the University of Maryland School of Law in 1956, he was admitted to the Maryland State Bar. In 1959 he married the former Mary Graham Boggs of Baltimore. They have two sons, J. Peyton and Albert A. II. In 1961 he became a partner in the law firm of Niles, Barton and Wilmer in Baltimore. When Baltimore became the first city to enact a minimum wage ordinance, Mr. Doub was appointed to organize and serve as Chairman of the Minimum Wage Commission from 1964 to 1966. In 1967-68, he was People's Counsel to the Maryland Public_ Service Commission and the Washington Metropolitan Area Transit Authority. From 1968 until his appointment to the AEC, Mr. Doub was Chairman and Vice Chairman, respectively, of those organizations. Nuclear energy, electricity and the environment were special concerns of Mr. Doub in the years immediately prior to his AEC appointment.
