Barr-Melej This dissertation examines the struggle between Chile’s opposition press and the dictatorial regime of Augusto Pinochet Ugarte (1973-1990). It argues that due to Chile’s tradition of a pluralistic press and other factors, and in bids to strengthen the regime’s legitimacy, Pinochet and his top officials periodically demonstrated considerable flexibility in terms of the opposition media’s ability to publish and distribute its products. However, the regime, when sensing that its grip on power was slipping, reverted to repressive measures in its dealings with opposition-media outlets. Meanwhile, opposition journalists challenged the very legitimacy Pinochet sought and further widened the scope of acceptable opposition under difficult circumstances. Ultimately, such resistance contributed to Pinochet’s defeat in the 1988 plebiscite, initiating the return of democracy. -

Accepted March 27, 2014. Abstract This paper analyzes the economic impact of Peronism in the Nahuel Huapi region and reviews the material and symbolic aspects of this district, which borders Chile and is associated with both the existing national park in the region and the city of Bariloche. To this end, and in dialogue with the material processes of the period, self-recognition and links to other regions were analyzed. A review of the change in government policy in this geographic area demonstrates a situation with original processes that challenge the strictly national conception of space. The contribution of this manuscript is its recognition that despite Peronism having been experienced as one of the most significant development shifts in the Nahuel Huapi region, and especially in the town of San Carlos de Bariloche, documents both provide evidence of continuity processes and discuss the existing account of a break. Keywords: Peronism, national parks, tourism, national border. Abstract This paper follows the economic impact of Peronism in the Nahuel Huapi region, reviewing material and symbolic aspects associated with the national park and the city of Bariloche from its place on the Chilean frontier. With this objective in mind, I investigate both forms of self-recognition following links to other regions, entering them into dialogue with the material processes of the period. -

Salmon aquaculture swiftly transformed the tradition of isolation and poverty that had defined the local identity and livelihoods. This is now changing due to the rapid experience of modernity. This modernity is driven by transnational capital and large- scale state intervention in the promotion of salmon aquaculture and its current central role in defining development in the islands. While this sector has generated private and public employment and infrastructure, there has also been an important shift in the expectations and aspirations of the local population, towards increased hybridization and also a mercantilization of island culture. The success of salmon production reveals that the conditions of isolation can be transformed, and even benefits reaped from integration into the modern world –globalised, capitalist and rational, rather than traditional– however it also entails risks for the sustainability of fragile socio-ecological systems, including the existence of traditional and alternative livelihoods. Indigenous Struggles, Environmental Justice, and Community Capabilities David Schlosberg and David Carruthers Research Articles Indigenous Struggles, Environmental Justice, and Community Capabilities • David Schlosberg and David Carruthers* Introduction Environmental justice (EJ) has become an important frame for understanding battles over environmental conditions and sacred sites on indigenous lands. Native Americans have long been a part of the US environmental justice move- ment, and indigenous peoples have used EJ language and organizing themes in other countries and regions as well. In the US, tribal groups participated in the First National People of Color Environmental Leadership Summit in 1991, and helped to shape the landmark Principles of Environmental Justice. Many of those participants and other native groups went on to develop the US-based In- digenous Environmental Network, to expand the scope of support for the rights of indigenous peoples and the places they live worldwide. These movements are part of a global process of native, tribal, and aborigi- nal consciousness-raising over the past 20 years, replayed from Canada and New Zealand to Peru and Nigeria. Threats to indigenous peoples—their rights, lands, and cultures—have been a powerful catalyst to mobilization, as native communities ªght against the companies, governments, policies, and other forces that threaten to fragment, displace, assimilate, or drive them toward cul- tural disintegration. Green deals in a time of pandemics of in a time deals Green Green deals in a time of pandemics THE FUTURE WILL BE CONTESTED NOW The pandemic has accelerated the arrival of a new phase in the crisis, which never completely disappeared and is interrelated with and aggravated by other 21st century global challenges. The economic recovery is strengthening the premises of the Green New Deal in Europe. The dangers of supporting a growth model by Alfons Pérez Alfons arguing for absolute decoupling, the impacts of increasing extraction to obtain the critical raw materials required by the green, Green deals digital transition and the risks of over-indebtedness leading to the reactivation of austerity measures are more present than ever. In in a time of pandemics this context, the large corporations are aligning themselves with green policies and presenting themselves as key actors to capture THE FUTURE WILL BE CONTESTED NOW the lion’s share of the public resources available. This book analyses this situation and aims to recognise the work of Alfons Pérez many collectives and movements which have created green deals as alternatives to the official line and do not shy away from structural, systemic and radical criticism of capitalism, patriarchy and colonialism.
