Any intersection or driveway along a roadway is called an access point. At access points there is a potential for a conflict to occur between the different modes of transportation (vehicle, pedestrian, and bicycle). In addition, vehicles turning into and out of access points can cause other vehicles to slow down, resulting in delay and congestion. The purpose of an access control plan is to determine what access points will be allowed, where they will be located, and what kinds of traffic movements will be allowed at each one. This will hopefully result in fewer conflicts between the different modes of transportation and reduce unnecessary delays and unwanted congestion. What are the goals of the access control plan? Provide appropriate level of access to properties adjacent to the highways Provide safer circulation routes for all forms of transportation To keep circulation routes consistent with the Town of Silt’s goals for future development To provide efficient movement of traffic and other modes of transportation within the area Overview Without an access control plan residents, property owners, and businesses in the Town of Silt could experience: Greater number of crashes involving vehicles and/or pedestrians and bicyclists Increased traffic congestion, resulting in higher levels of pollution and more delays A loss of visual appeal along the roadway A difficult driving experience due to driveway clutter Customers doing business in another community with a better driving experience Who is conducting the study? The River Frontage Road study limits start west of 9th Street and extend approximately 3.8 miles to the east to the same I-70 overpass east of the high school. Access Control Plan Process Conduct the study Propose improvements based on study findings and public input Accept the final plan Prepare an Intergovernmental Agreement between the Town of Silt, Garfield County, and CDOT Specify how elements of the plan can be changed in the future, if necessary Sign the Intergovernmental Agreement and adopt the plan Present to the Colorado Transportation Commission and get approval from the CDOT Chief Engineer so the plan becomes law Continuing coordination between The Town of Silt, Garfield County and CDOT to ensure proper implementation of the plan in the future Plan Implementation Access Control Plan is a long range vision for US 6 and the River Frontage Road Implementation of the plan will occur in phases or incrementally over time based on: Traffi c needs Safety needs Available funding Redevelopment There are currently no planned state or federal projects or identified funding for improvements to US 6 or the River Frontage Road that would change access in the near future Additional planning and public input are needed to support the recommendations of the Access Control Plan and to identify the ultimate design (right-of-way needs) for US 6 and the River Frontage Road. The future studies will consider the appropriate improvements to US 6 and the River Frontage Road that address both traffic and pedestrian needs. The following is a summary of the potential improvements and benefits. Improve Traffi c Flow The number of access points is reduced. Reduce Traffi c Confl icts Reduction in the number of conflict points (fewer full movement intersections). Improve Safety for all modes of transportation The potential of high-speed rear-end, broadside, and sideswipe accidents is reduced. Identified signal locations where pedestrian and bicycle movements can be completed safely Provide Adequate Access to Adjacent Land Uses All properties have reasonable access Better use of the secondary street system or shared access locations to provide access to adjacent land uses. The recommended Access Control Plan meets the established goals for the project by improving traffic flow, reducing the number of conflicts, improving safety for all modes of transportation, and providing adequate access to the adjacent land uses.

    Chapter 7: Transportation Mode Choice, Safety & Connections Comprehensive Plan 2040 7-2 TRANSPORTATION City of Lake Elmo Comprehensive Plan 2040 INTRODUCTION The purpose of the Transportation Chapter is to guide development, maintenance, and improvement of the community’s transportation network. This Chapter incorporates and addresses the City’s future transportation needs based on the planned future land uses, development areas, housing, parks and trail systems. The City’s transportation network is comprised of several systems including roadways, transit services, trails, railroads and aviation that all work together to move people and goods throughout, and within, the City. This Chapter identifies the existing and proposed transportation system, examines potential deficiencies, and sets investment priorities. When properly executed, good access management techniques help preserve transportation systems by reducing the number of access points in developed or undeveloped areas while still providing “reasonable access”. Common access related issues which could degrade the street system are: • Driveways or side streets in close proximity to major intersections • Driveways or side streets spaced too close together • Lack of left-turn lanes to store turning vehicles • Deceleration of turning traffic in through lanes • Traffic signals too close together Why Access Management Is Important Access management balances traffic safety and efficiency with reasonable property access.

    ARTICLE 4 SUBDIVISION DESIGN STANDARDS SECTIONS: 4-101 APPLICABILITY 4-102 STREET STANDARDS 4-103 ALLEYS 4-104 BLOCK STANDARDS 4-105 LOTS 4-106 EASEMENTS 4-107 DRAINAGE 4-108 WATER AND SEWER FACILITIES 4-109 LARGE LOT SUBDIVISIONS 4-110 PUBLIC SITES AND OPEN SPACES 4-111 BENCH MARKS, CORNER MONUMENTS, AND OTHER MARKERS 4-112 COMMUNITY ASSESTS 4-101 APPLICABILITY All subdivisions of land subject to these regulations shall conform to the following minimum design standards. Such design criteria shall govern the approval of subdivision plats by the Ellis County Joint Planning Commission and the Governing Body. All plats shall provide a minimum of eight (8) lots designed on an internal road network. Except in extremely unique circumstances as noted herein, no lots created shall front on or have direct access to any section-line road All plats shall be prepared under the direct supervision of a registered engineer and land surveyor of the State of Kansas, and all submittals shall bear the seal of said registered engineer and land surveyor. The plat document shall be prepared by the land surveyor and all supporting documentation for required by these regulations, such as drainage plans, street and utility designs, etc., shall be prepared by the engineer. All subdivisions shall be platted with due consideration toward sound traffic engineering principles, safe and accessible building sites, adequate methods of storm water drainage and provisions for a sanitary water supply and effective sewage disposal system. All subdivision plats shall be consistent with applicable County development plans and policies and shall be coordinated with existing, planned or committed public improvements.
