Dear Harris-Stowe State University Athletics Community:

As always, it is a great day to be a Hornet! We are so excited to welcome you back to campus for the Fall 2020 semester. Our coaches and staff have been working hard all spring and summer to provide you with a great student athlete experience.

On Friday, July 31st, the American Midwest Conference (AMC) Council of Presidents voted to move forward with the fall sports season as it is currently scheduled. For Harris-Stowe Athletics, this decision means that seasons for Men’s Soccer, Women’s Soccer, and Volleyball will take place. Winter sports seasons and spring sports seasons are still scheduled to take place as well.

The safety of our student athletes, coaches, and staff is our number one priority. In June, I appointed a Harris-Stowe Athletics COVID-19 Task Force to develop a Return to Play plan of action that focused on creating a safe environment while also allowing our teams to be competitive. Referencing guidance from local health officials, Harris-Stowe Athletics has developed and instituted policies and procedures to mitigate the spread of COVID-19. In order for our COVID-19 Return to Play Policies and Procedures to have a positive effect, everyone within the department is required to follow them.

As all of our returning student athletes know, our department motto is One Team. One Mission. Developing Champions for Life! In order to get through this time of great adversity, we must work together as one team and remember the NAIA five core values.

ST. LOUIS CITY GUIDELINES/PROTOCOLS SSM Health has released return to play guidelines for sports in the St. Louis region that Harris-Stowe Athletics has been monitoring. (Link: Resocialization of Sports in the St. Louis Region) REQUIREMENTS BEFORE ACTIVITY Prior to returning to any in-person team related activities, Harris-Stowe student athletes will be required to submit and/or complete the following: 1. Physical Examination 2. Sportsware Profile a. Coaches must set a date prior to student athletes return to campus with Athletic Trainer for team to meet virtually for Sportsware Profile assistance. 3. Negative COVID-19 test result a. HSSU will provide COVID-19 testing for all student athletes. Coaches will make sure team members are tested. Coaches will provide testing information and dates. i. In order to participate in team activities prior to the campus testing date, student athletes are required to provide negative test results to the Harris-Stowe Athletics Sports Medicine staff. RETURN TO PLAY DATES START DATES 1. Return to Campus August 18th, 2020 at the earliest 2. Conditioning/Team Activities There will be no team activities prior to start dates listed below. You may have virtual meetings prior to this date. Teams will have one three-hour time period in which they can conduct all team activities preceded by one half hour screening period. Rescheduling of conditioning times is not permitted unless given written approval by athletic director 72 hours prior to requested time. Two-A-Day activities are not permitted for all sports. a. NON-CONFERENCE ROAD GAMES Due to the risks associated with travel and COVID-19, Non-Conference road games will be limited. a. Fall Sports: Not Permitted b. Winter Sports: Determined on a Case-by-Case Basis c. Spring Sports: Determined on a Case-by-Case Basis

POSTPONEMENT/CANCELATION a. If one student athlete on a team tests positive for COVID-19, Harris-Stowe Athletics will suspend operations for that team immediately, if it was determined that the student athlete had recently been engaged in team activity, for a minimum of a 14-Day period to determine if there is community spread and determine whether to: i. Resume the season later in the Fall 2020 semester ii. Postpone the season to the Spring 2021 semester iii. Cancel the season b. If one student athlete on two separate teams tests positive for COVID-19, Harris-Stowe Athletics will suspend operations for those teams immediately, if it was determined that the student athlete(s) had recently been engaged in team activity, for a minimum of a 14-Day period to determine if there is community spread. Harris-Stowe Athletics will also determine whether to suspend operations immediately for the entire Harris-Stowe Athletic Department and determine whether to: i. Postpone the season to the Spring 2021 semester ii. Cancel the season STUDENT ATHLETES & COVID-19 ELIGIBILITY 1. Fall 2020 and Spring 2021 will not count as a term of attendance towards the 10-semester/15 quarter limit. a. The Fall 2020 term and Spring 2021 term will continue to count as a term of attendance when determining the 24/36 hour rule, transfer residency requirements, the Progress Rule, mid-year eligibility, and other eligibility rules. 2. Fall Sports and Winter Sports student athletes will not be charged a season of competition for the 2020-2021 school year.

COVID-19 SCREENING PROCESS 1. Upon arrival to the Emerson Performance Center, student athletes will arrive at a screening station to participate in standard screening protocol. The screening station will be staffed by their head coach and a HSSU athletics staff member. The following tasks must be completed: a. Temperature Check i. Infrared Forehead Thermometer or ii. IR-37 Facial Thermometer b. American Midwest Conference Screening Questions 2. If a student athlete has a temperature of 100.4 or above and/or informs their head coach or HSSU athletics staff member that they are experiencing symptoms related to COVID-19, the student athlete will have considered screened positive. 3. If a student athlete has a temperature of 100.4 or above and indicates that they are not experiencing any symptoms related to COVID-19, they can request to get their temperature taken again 10 minutes later. If the second temperature reading returns as 100.4 or above, the student athlete will have considered screened positive. 4. If a student athlete screens positive, they will be: a. Directed through the theatre to the Green Room to receive a COVID-19 PCR test administered by the athletic trainer. b. The student athlete will be sent home or to their dorm room, per HSSU policy, to await the test results. Results may take 3-5 days. i. If the student athlete tests positive, please reference COVID-19 Positive Test on page 8. 1. If the student athlete tests negative, the student athlete can return to play after being cleared by the athletic training staff. c. The Green Room must be sanitized after use. 5. If a student athlete has a temperature of 100.3 or below and is not experiencing symptoms related to COVID-19, the student athlete will be permitted to proceed further into the building. 6. Refusal to comply with the Conference screening process, or missing a screening time without prior approval, will be considered a positive screen and subject the individual to protocols outlined within this document. This individual will remain unable to participate until s/he quarantines for 14-days after agreeing to be screened (regardless of the screening results).

COVID-19 POSITIVE SCREEN 1. If a Harris-Stowe student athlete informs Harris-Stowe athletics that they have symptoms of COVID-19, the following will occur: a. Student athlete will: i. Directed through the theatre to the Green Room to receive a COVID-19 PCR test administered by the athletic trainer.

ii. The student athlete will be sent home or to their dorm room, per HSSU policy, to await the test results. Results may take 3-5 days. 1. If the student athlete tests positive, please reference COVID-19 Positive Test on page 8. 2. If the student athlete tests negative, the student athlete can return to play after being cleared by the athletic training staff. iii. The Green Room must be sanitized after use.

COVID-19 POSITIVE TEST 3. If a Harris-Stowe student athlete tests positive for COVID-19, the following will occur: a. Minimum of 10-Day isolation. b. The student athlete will be monitored daily. c. Athletic Trainer will perform contact tracing within the department and monitor symptoms of all close contacts. i. Close contacts should: 1. Follow CDC guidelines for quarantine and isolation guidelines. 2. Self-monitor symptoms two times a day 3. Roommate to a positive case should follow CDC guidelines for guidance in reference to the last close contact within the positive individual’s infectious period. d. The student athlete can return to participation pending physician clearance and a negative COVID-19 PCR test. e. Upon return, student athletes will follow a gradual return process under the supervision of the attending physician and HSSU Sports Medicine department.

COVID-19 TESTING 4. All Harris-Stowe student athletes will be required to participate in Harris-Stowe State University COVID-19 Testing dates.

EMERSON PERFORMANCE CENTER INDIVIDUAL APPOINTMENTS Student athletes are not permitted to enter the Emerson Performance Center during non-practice times. Student athletes can schedule an appointment with the Athletic Trainer in advance. An in-person appointment with the Athletic Director can be made by contacting the Harris-Stowe Athletics administrative assistant at (314)340-5721 or by emailing Harris-Stowe Athletic Director, Dorianne Johnson, at [email protected].

CLEANTECH SCHEDULING 1. Disinfect the following facilities once daily: a. Athletic Offices

The weight room will be closed daily from 12:30 PM – 1:30 PM for cleaning. b. Locker Rooms (7) i. Including Showers ii. The locker rooms will be closed daily from 12:30 PM – 1:30 PM for cleaning.

SIGNAGE 1. Signage has been placed through the Emerson Performance Center. Additional signage will be posted.

ENTRANCE 1. As of July 3, 2020, facemasks are required in public spaces. Facemasks will be required upon entrance. 2. Student athletes will be permitted to enter the Emerson Performance Center at their scheduled practice time. 3. Student athletes will ONLY enter through the East Side door of the front entrance. 4. Upon entry, student athletes will arrive at a screening station to participate in standard screening protocol. The screening station will be staffed by their head coach and a HSSU athletics staff member. The following tasks must be completed: a. Temperature Check i. Infrared Forehead Thermometer or ii. Hand sanitizer must be in present for student athletes to use upon entry. 10. Soccer student athletes, as well as student athletes involved in conditioning activities, can enter through the rear soccer field doors during their scheduled practice/conditioning time ONLY.

EXIT 1. Student athletes will ONLY exit through the west side door of the front entrance. 2. Soccer student athletes, as well as student athletes involved in conditioning activities, can exit through the rear soccer field doors during their scheduled practice/conditioning time ONLY. 3. Hand sanitizer must be in present for student athletes to use upon exit.

LOCKER ROOMS 1. The men’s visitor’s locker room and women’s visitor’s locker room will be open for fall sports and winter sports student athletes to use. Student athlete access to the locker rooms will be limited to their specific sports scheduled practice time. a. EXAMPLE: Women’s basketball is scheduled to be in the Emerson Performance Center from 9:30 AM – 12:00 PM. Women’s basketball

student athletes will have access to the locker room from 9:00 AM – 12:00 PM. b. Spring sports student athletes will have access to facility restrooms. 2. Hand soap and hand sanitizer must always be in stock. If they are not in stock, the locker room must be closed. 3. Student athletes may not leave any personal belongings in the locker room before or after their scheduled practice time. 4. Once every student athlete has left the locker room at the end of each team’s scheduled practice time, the head coach for that team must sanitize the locker room space.

TRAINING ROOM 1. Limit the amount of individuals entering and exiting at one time, no one can enter that is not either reporting an injury, receiving treatment. 2. Given the size of the room it would be recommended that no more than 3 total individuals including coaches and athletic trainers are in the room at once. 3. All water bottles filling will be done from the cooler at practice, getting ice out of the ice machine for either cups or bottles will no longer be allowed. 4. Ice bath use that is not prescribed by the ATC will be done by appointment only and times will be limited. 5. Ice bath use is limited to one SA at a time and team ice baths are suspended until further notice. 6. ATCs will be wearing PPE during evaluations and will have masks for the SA upon request. 7. Athletic Training Facility will be disinfected after each treatment as well as at the beginning and the end of the day. 8. Proper social distancing guidelines will be followed as best as possible. Due to the size of the Athletic Training Facility and that there is very little space to socially distance outside the entrance this may not always be possible especially at the beginning or end of practice. 9. Appointments can be made either early morning or late evening in the event a SA is uncomfortable with the amount of others in the area. 10. Teammates or friends are not allowed to wait for others in or around the Athletic Training Facility.

CONDITIONING 1. It is required that all team related conditioning activities take place within Harris- Stowe athletic facilities. a. All off campus conditioning activities and team activities need to be approved 72 hours in advance by Athletic Director and Athletic Trainer. i. COVID-19 Policies and procedures for the off-campus site need to be provided 72 hours in advance to the Athletic Director and Athletic Trainer. 2. Rescheduling of conditioning times is not permitted unless given written approval by athletic director 72 hours prior to requested time.

WEIGHT ROOM 1. Head coaches must communicate with the other team’s head coach in which they overlap with to determine who will use the weight room during the time slot. 2. Weight room use must be within each team’s practice slot. 3. Team workouts can consist of a maximum of 10 people in the weight room at one time, including coaches. 4. Upon arriving in the weight room, student athletes will be required to scan their student ID’s. 5. Coaches must disinfect the weight room after each section of the team uses. 6. The weight room will be cleaned twice a day and disinfected once a month.

PRACTICE SCHEDULE 1. Student athletes can arrive at the Emerson Performance Center at their teams scheduled practice time and will be screened upon arrival. 2. Team activities must take place within each teams scheduled practice time. 3. Student athletes must depart the Emerson Performance Center at the end of their teams scheduled practice time. 4. Coaches will arrive one hour prior to practice and will stay one-hour after practice to make sure that locker room is empty, and that locker room and weight room haveEMERSON been PERFORMANCE sanitized. GAME DAY OPERATIONS GENERAL GAMEDAY NOTES: 1. For days that only include one competition, only visiting team locker rooms will be open. 2. On game day, locker rooms will be closed to varsity sports that do not have a competition but may be practicing within four hours of the start of a competition. 3. There will be no handshaking prior, during, or after the game. 4. Teams will bring their own equipment and sanitize their own gear, this includes water bottles. 5. Discontinue use of community towels – paper towels may be used. 6. Host team will not provide reusable towels. 7. Footballs, volleyballs, and soccer balls will be disinfected at every opportunity between plays. To disinfect, you may use a wipe that is known to eliminate 99.9% of germs, viruses, and bacteria. 8. Cleaned and disinfected water coolers will be provided for visiting teams. 9. Teams must provide their own water bottles. Host will not provide water bottles for visiting teams. 10. There will be no community water stations provided for the visiting team.

GAMEDAY STAFF: 1. Only ESSENTIAL PERSONNEL will be permitted. a. Essential personnel will be defined as staff who are required to report to their designated work location, to ensure the operation of essential game day functions. 2. Face coverings will be mandatory for gameday staff. 3. Frequently touched areas will be sanitized regularly. 4. All gameday staff and officials will be screened prior to entering each venue. 5. All personnel for home and visiting team must be screened before entering playing facility.

POSITIVE SCREENS AND GAMES If a team has more than one-third of their roster in isolation and/or quarantine due to a positive screen that team will postpone all contests until more than two-thirds of the team is out of isolation and/or quarantine. For this policy, the non-game day “roster” and home team roster on game-day may include any individual listed on the eligibility roster on file with the Conference Eligibility Chair; game day “roster” includes athletes listed on the team’s travel party form.

Decisions to postpone a contest with less than one-third of a roster in isolation and/or quarantine must be made by an institution’s director of athletics and communicated to the opposing athletics director and conference commissioner.

All contests postponed due to COVID-19 will be rescheduled provided time remains before the last permissible day for regular-season competition. Per AMC Handbook, the last permissible day for regular-season competition for soccer is the last week in October, for baseball the last weekend before the Conference Tournament, and for softball the Sunday before the Conference Tournament. Volleyball and basketball sections of the AMC Handbook do not state a last permissible day for regular-season competition, as such, for the matter of COVID-19 rescheduling, that shall be the final day on which Conference competition is scheduled.

Games will be rescheduled in the order they were postponed; any exception to rescheduling games out of postponement order must be approved by the Conference Commissioner.

SCREENING: MULTIPLE CONTESTS, SAME DAY Any time teams are playing multiple contests in one-day, but not back-to-back doubleheaders, team members (including coaches, managers, etc.) will be screened by a game-day administrator before the second (and subsequent) contest if it has been more than three hours since the team’s previous screening. This would not apply to baseball/softball doubleheaders as it is played back-to-back, this situation is most likely at volleyball tournaments.

HOME TEAM 1. The home team will be screened prior to the visiting team departing. They will follow standard screening protocol. a. Time determined on a game-by-game basis. 2. Student athletes will follow standard screening protocol when arriving for their competition. a. AMC Policy: If 1/3 of the visiting team receives a positive screening, the competition will be cancelled. b. HSSU Policy: If 2 student athletes/coaches screen positive on the morning of game day or pre-game screening prior to competition, the competition will be cancelled. 3. Student athletes will go directly to Varsity locker rooms.

4. An organized game day itinerary will be provided. 5. There will be pre and post sanitizing and/or disinfection of locker rooms and restrooms. 6. Locker rooms for visiting teams will be closed all day prior to arrival. 7. There will be no congregating in locker rooms, except when necessary. 8. Face coverings are required in locker rooms. 9. Masks are required for team and personnel when participating in indoor sports.

VISITING TEAM 1. The visiting team will park vans/busses in the rear parking lot of the Emerson Performance Center. 2. The Visiting team will arrive through rear west entrance closest to the storage sheds. 3. They will be directed straight to their locker room and will be provided with a key. 4. The athletic trainer will go to visiting locker room to conduct a screening of each visiting team student athlete. 5. If a visiting team student athlete receives a positive screen, they will be directed to the coaches/referee’s locker room. a. AMC Policy: If 1/3 of the visiting team has received a positive screening, the competition will be cancelled. b. HSSU Policy: If 2 student athletes/coaches screen positive on the morning of game day or pre-game screening prior to competition, the competition will be cancelled. 6. An organized game day itinerary will be provided. 7. For a soccer double header, the second visiting team can either stay on the bus or sit behind the north goal. 8. There will be pre and post sanitizing and/or disinfection of locker rooms and restrooms. 9. Locker rooms for visiting teams will be closed all day prior to arrival. 10. There will be no congregating in locker rooms, except when necessary. 11. Face coverings are required in locker rooms. 12. Post-game showers will be made available when possible prior to travel team departure for immediate sanitization from athletic participation. 13. Travel team must bring their own towels, soap, and hygiene products. 14. Masks are required for team and personnel when participating in indoor sports.

OFFICIALS 1. Officials should remain in the parking lot until the entire crew arrives then enter the facility together. 2. Game officials must be screened within three hours of the start of any contest they are assigned to work. 3. Through an online form, each official must respond to nine screening questions before arriving at their assignment (but not more than three hours before the

game); if they answer any question in the affirmative they should contact their coordinator to be removed from the game. 4. Officials will enter through the front entrance and receive a temperature screening upon entry. 5. Officials will be in the following locker rooms: a. Volleyball – Green Room locker room(s) i. Male & Female Refs – May need separate Green Room locker rooms. b. Soccer – Green Room locker room(s) c. Basketball – Green Room locker room(s) i. Provide Green Room and/or Theater in order to better social distance. 6. An organized game day itinerary will be provided. 7. If game officials need athletic training services, they must communicate that via email to the host institution at least 24-hours in advance. 8. Masks must be worn in the locker room, officials are expected to provide their own mask.

SPECTATORS 1. Spectators will not be permitted.

TRAINING STAFF 1. Training table will be set up at location of game. 2. It was decided that modalities (e-stim, US, Heat) for visiting teams will not be available. Services will consist of pre-game taping, acute injury care and post game ice for visiting teams. (AMC) 3. There will be 30 minutes between all soccer games regardless of when the first one ends and teams will not be allowed to benches (though they can warm-up on the field) until both benches are disinfected and ready. (AMC) 4. Change water coolers between each game. 5. Pregame taping, Acute Injuries, Post game Ice 6. Towels and water bottles will not be provided by the host institution. When possible, host athletic trainers should set-up a water cooler for game officials. 7. The host will have paper or plastic cups for drinking. Institutions may develop a policy that limits the number of individuals that can pour from water coolers. Such a policy must be communicated to the opposing schools. Hand sanitizer should be near the water coolers and used before and after pouring water into cups. If possible, a water cooler for the officials should also be courtside/on the sideline (with hand sanitizer).

TEAM IN-GAME PROTOCOL 1. All Sports a. No handshaking prior, during, or after the game. b. No pre-game or post-game inter-team gathering - teams must stay separated.

c. Teams bring their own equipment (responsible for cleaning prior to use). d. Contact host institution for equipment that will be provided. e. No shared water bottles, PowerFlos, waterboys, towels, etc. f. Water Coolers stay with the assigned team throughout the entirety of competition. g. Must follow specific venue guidelines. h. Official Game Day Rosters are not submitted to officials, game day administration, sports information personnel, etc., until after clearance from temperature/symptoms checks is complete. i. All sports will follow CDC guidelines. j. Outdoor Sports: i. Masks are not required on sidelines (team and personnel). k. Indoor Sports: i. Masks are required on sidelines (team and personnel). OFF-SITE PRACTICE 1. Off-site practice will be determined on a case by case basis. 2. For team related activities, student athletes will be required to receive a temperature check and complete screening questions prior to activity. 3. Coaches and student athletes will have to follow COVID-19 procedures and protocols for off-site facility. 4. All off campus conditioning activities and team activities need to be approved 72 hours in advance by Athletic Director and Athletic Trainer. a. COVID-19 Policies and procedures for the off-campus site need to be provided 72 hours in advance to the Athletic Director and Athletic Trainer. TRAVEL TRAVEL ROSTER 1. Coaches will determine a travel roster that meet COVID-19 travel requirements. a. The AMC has limited travel rosters to a roster of eligible players plus five coaches, managers, non-eligible players, etc. b. HSSU travel is limited to only eligible players who are competing in addition to the five coaches and a manager permitted to travel by the AMC. 2. Everyone traveling will go through standard screening protocol before departure. 3. The Travel Party Form must be sent to the host school at least 24-hours before the game.

VANS 1. Teams must wear facemasks while on the bus, in the team hotel, and any other time in a group setting but not on the playing court/field or eating.

2. Everyone in the travel party must occupy the same seats on the bus throughout the entire trip. Bus seating should be arranged with consideration given to the hotel rooming list and on-campus housing (i.e. roommates and suitemates seated nearer). 3. Two people per row is required.

CHARTER BUS 1. Teams must wear facemasks while on the bus, in the team hotel, and any other time in a group setting but not on the playing court/field or eating. 2. Everyone in the travel party must occupy the same seats on the bus throughout the entire trip. Bus seating should be arranged with consideration given to the hotel rooming list and on-campus housing (i.e. roommates and suitemates seated nearer). 3. Two people per row maximum.

HOTEL 1. Student athletes can only share a room with other student athletes that they live with either on or off campus. 2. There should be a maximum of one person/bed in each hotel room. a. If there is an additional sleeper sofa or cot, that would count as an additional bed.

POSITIVE SCREEN ON THE ROAD 2. If a student athlete receives a positive screen on the road, the following options are: a. On road trips of less than three hours, an on-call staff driver will drive to the location to pick up the student athlete and bring him/her back to campus. b. On road trips of three hours or more, the head coach/assistant coach will rent a car and drive the student athlete back to campus. i. In the event a coach is not able to drive (ARK) two hotel rooms will be booked prior to teams arrival to travel destination for potential COVID-19 positive student athlete. A staff member will drive down the night of the positive screen and transport the student athlete back to campus the following day. A COVID-19 test will be administered to the student athlete upon arrival on campus. Both the student athlete and the staff member will be sent home, or to their dorm room, per HSSU policy, to quarantine and await test results. ii. If the student athlete tests positive, please reference COVID-19 Positive Test on page 8. iii. If the student athlete tests negative, the student athlete can return to play 24 hours after symptoms have dissipated and no medicine was taken. The staff member can stop quarantine immediately.

c. In the event that a staff member or Coach are not able to drive the student athlete back, the student athlete will wear a face-shield and be transported back with the team.

FOOD 1. All teams will be required to do take out or delivery. TEAM RELATED ACTIVITIES 1. All team related activities must have COVID-19 sanitary protocols in place and must be approved by Athletic Director. COMMUNITY SERVICE 1. Only virtual community service approved by the Athletic Director is permitted.

Students seeking to apply for new F-1 or M-1 visas should check the status of visa services at the nearest embassy or consulate; those applicants who are found to be otherwise qualified for an F-1 or M-1 visa will automatically be considered for a national interest exception to travel. EMERGENCY ACTION PLAN: ALL STAR PERFORMANCE 1000 Camera Ave, St. Louis, MO 63126 This section outlines procedures for the certified athletic trainer and coaches in the event of a serious injury during practice at All Star Performance center. All coaches, ATCs, student help, and athletes should be familiar with these procedures, and with the location of the nearest AED, before the start of the season. Serious injury may include: i. No breathing ii. No pulse iii. Loss of consciousness iv. Serious head, neck, or back injury v. Serious heat illness vi. Severe bleeding vii. Severe fracture/dislocation viii. Severe allergic reaction ix. Severe abdominal injury In the event of a serious injury follow the 1. Call 911 2. Provide necessary information to EMS personnel: • name, address, telephone number of caller • number of victim(s); condition of victim(s) • first-aid treatment initiated • specific directions as needed to locate scene other information as requested by dispatcher • HSSU Baseball (Field Access): Take Compton north from Market.
