The International Softball Federation is the International Olympic Committee recognized governing body for softball internationally. Recently we have combined with our friends and partners in baseball to form the World Baseball Softball Confederation. Together we represent one of the world’s most global sports with over 130 member national federations, over 65 million active participants world-wide and events and disciplines for men and women, girls and boys of all ages. The International Softball Federation (ISF) remains the organization responsible for all operational aspects of the sport of softball internationally. The ISF holds two (2) World Championships each year with the Senior Women’s and Junior Men’s held in one year and the Senior Men’s and Junior Women’s World Championships held in the alternate year. In addition to World Championships the ISF holds a number of International events and World Cups for various disciplines of softball. Additionally, the ISF is responsible for the growth and expansion of our sport on a global basis. To help achieve this growth the ISF has partnered with a number of sporting goods manufacturers to provide softball equipment to those areas and countries in the World where it is most needed and least available. To date almost $4 million of equipment has been sent to over 100 countries. At the ISF we have also partnered with National and Regional Federations to provide coaching clinics to athletes and coaches from every continent (the exception is Antarctica). The ISF introduced a very successful Umpire certification program a number of years ago and clinics that assist umpires in developing their skills and moving toward full ISF certification are now held in a number of locations annually. If it’s fast-pitch softball, slow-pitch softball, beach softball, arena softball, wheelchair softball, men’s or women’s, girls or boys’ softball the ISF has programs, competitions, rules and contacts that will assist in growing the game at an international level. We are proud and pleased to work with our National Federations, Regional Federations and Corporate partners in operating, growing and developing the great game of softball internationally. Softball offers something for everyone from World class international competitions with professional and Olympic athletes to a more recreational game for those who want a fun atmosphere and physical activity in a more social environment. World Championships shall be bid three (3) years in advance. Detailed bids shall be presented to the Secretary General not less than three (3)months prior to the meeting at which bids will be considered and shall be mailed to each member Federation not less than two (2)months prior to such meeting. b. Bids shall be in writing on the proper form provided by the ISF Secretariat. c. Bids must contain and provide the following minimum guaranteed: 1. All local transportation, including airport arrival, airport to hotel, and hotel to the playing site and return to the airport on departure of each delegation, umpires, ISF Staff and up to eight ISF Representatives (the “ISF Representatives”). 2. Suitable and acceptable hotel accommodations and meals for umpires, ISF Staff and the ISF Representatives. 3. Playing facilities must provide adequate spectator seating and equipped with lights for night play. 4. Any proposed contract for television, radio or other electronic distribution of the Championship competition 5. Final contracts must be signed by the ISF and the successful bidder within 90 days of notification of the acceptance of the bid and the successful bidder must provide to the ISF a good faith deposit of five percent of the minimum financial guarantee in the bid at the time of execution of the contract. In addition the successful bidder must provide to the ISF an additional fifteen percent of the minimum financial guarantee one year prior to the start of the tournament. If the successful bidder does not fulfill its obligations to host the World Championship, in addition to any other legal rights of the ISF, the deposit will be forfeited. 6. Bids must contain the following minimum financial guarantee to the ISF: Women’s - $100,000USD Junior Women’s - $75,000USD Junior Men’s - $75,000 USD Men’s - $100,000 USD (NOTE – Bids may contain larger guarantees). 7. Net Revenues, including but not limited to rights fees and advertising, from the electronic distribution or reproduction of the World Championship by any 9 means including but not limited to television or radio broadcast, streaming media, internet distribution or other new media whether now in existence or discovered in the future, shall be shared between the ISF and the (successful bidder) host committee equally. An ISF representative will visit the site of the World Championship at least six (6) months prior to the opening of the Championship and meet with the organizing commission and inspect playing facilities. Acronyms: DOU (ISF Director of Umpires), RUC (Regional Umpire Coordinator), NF (National Federation), IUS (ISF International Umpire Staff) 1 Introductions Action 1.1 DOU Bob Stanton welcomed those Regional Umpire Coordinators who could make the Noted meeting. Bob indicted that due to funding restraints, not all Committee members could be invited to the meeting. 1.2 ISF President Mr. Porter was invited to address the meeting. Noted • Mr Porter also advised that due to the budget constraints, reduced numbers were invited to this meeting. • Mr. Porter stressed the importance of umpiring with respect to the image of our sport on the international stage. He thought that softball was fortunate to have a robust umpiring programme that serves the sport well • Mr Porter expressed concerns that National Federations will experience budget issues in the future and this may impact their ability to send teams to World Championships. The ISF and member Federations must continually seek alternate revenue streams. • 2020 Olympic Program – Softball is on the short list of 8 sports under consideration. Softball and Baseball are pursuing joint presentation and are meeting with IOC next week to clarify the combined bid as to what is expected in terms of a combined sport with two divisions. The message from the IOC seems to be that there needs to be a commitment from Major League baseball.

As per the VAFA Umpiring philosophy only MAJOR and OBVIOUS infringements will result in 50 metre penalties with examples in the interpretations video. HEAD COUNT – PLAYERS EXCEEDING PERMITTED NUMBER • Where a team has more than the permitted number of Players on the playing surface, the following shall apply; (a) A Field Umpire shall award a Free Kick to the captain or acting captain of the opposing Team, which shall be taken at the Centre Circle or where play was stopped, whichever is the greater penalty against the offending Team; (b) a 50 Metre Penalty shall then be imposed from the position where the Free Kick was awarded HEAD COUNT – CORRECT NUMBER • Where a count reveals that the opposing Team has the permitted number of Players on the Playing Surface, the following shall apply; (a) A field Umpire shall award a Free Kick to the captain or acting captain of the opposing Team, which shall be taken at the Centre Circle or where play was stopped, whichever is the greater penalty against the offending team; (b) a 50 Metre Penalty shall then be imposed from the position where the Free Kick was awarded.

On Friday, July 31st, the American Midwest Conference (AMC) Council of Presidents voted to move forward with the fall sports season as it is currently scheduled. For Harris-Stowe Athletics, this decision means that seasons for Men’s Soccer, Women’s Soccer, and Volleyball will take place. Winter sports seasons and spring sports seasons are still scheduled to take place as well. The safety of our student athletes, coaches, and staff is our number one priority. In June, I appointed a Harris-Stowe Athletics COVID-19 Task Force to develop a Return to Play plan of action that focused on creating a safe environment while also allowing our teams to be competitive. Referencing guidance from local health officials, Harris-Stowe Athletics has developed and instituted policies and procedures to mitigate the spread of COVID-19.

    APPENDIX 2: YOUTH GIRLS RULES 13-15 YEAR OLDS 12-A-SIDE OR 15-A-SIDE: AT AFL AUSKICK PROGRAM OR IN CLUB/SCHOOL COMPETITION PURPOSE To provide youth girl’s with a fun, safe and positive experience through a well structured match program that considers the level of maturation in motor, cognitive, psychosocial and emotional skill 2of adolescents in this age group. The consolidation of basic game specific skills is still the focus at this age level rather than competition and winning, while further developing technical and tactical concepts1. These concepts include position specific, and basic performance capacities – e.g. warm up, cool down, nutrition, hydration, recovery and goal-setting. SPIRIT OF THE GAME Prior to the commencement of play: • all players, coaches and umpires should gather on the ground and shake hands • the umpire and coaches should ensure that players are aware of the rules and procedures to be followed in the conduct of the game The spirit of the game is to give all available players a game of football. Therefore: • where difficulty occurs fielding full numbers, both coaches must agree to even up player numbers. • excess players should be given to the opposition team if they are unable to field the required numbers. • coaches should consider modifying the numbers per side to ensure all players participate (for instance, if planning 9-a-side but only 12 players in total are available: play 6-a-side. Or if 30 players are available, simultaneously play two games of 6-a-side, or one 9-a-side game with one 6-a-side game) The umpire should at all times: • endeavour to apply the rules of the games whilst preferring to award kicks to players in preference to calling for “ball-ups” • understand that the spirit of the AFL junior match rules for this age group is to enable all players to gather possession and that “The player in possession of the ball should be given every opportunity to kick or handball”.

European Championship Women and European Championship Cadet Girls 2015: The ESF Competition Committee had to restructure the pools of the European Championship Women 2015 due to the withdrawals of two teams – Belgium and Bulgaria. In this specific situation the ESF Competition Committee followed the principle in respect to the ESF rating system and decided to leave pool D just with 4 (four) teams and to move Poland from pool C to pool B. Below is the final set up of the pools for EChW 2015. If there will be any other withdrawals, the ESF Competition Committee might need to make changes.
