Bard emphasizes mandatory curricular components, with the goal of preparing students for a lifetime of thoughtful engagement with complex issues. These issues are often scientific in nature, and thus necessitate an ability to engage with frequently unfamiliar scientific concepts in a thoughtful and appropriate way, the essence of scientific literacy. Inability to do so can lead to disempowerment and lack of engagement. In recognition that scientific literacy is both a key feature of, and pathway to, an engaged and informed citizenry, Citizen Science was added to the College’s first year core curriculum in 2011. The Citizen Science program is an intense 3-week course held over the January intersession, during which all first year students participate in common processes of scientific inquiry. -

3.0 ORANGE COUNTY Orange County has experienced numerous water resource problems along the main stem and the associated tributaries of the Moodna Creek and the Ramapo River that are typically affected by flooding during heavy rain events over the past several years including streambank erosion, agradation, sedimentation, deposition, blockages, environmental degradation, water quality and especially flooding. However, since October 2005, the flooding issues have severely increased and flooding continues during storm events that may or may not be considered significant. Areas affected as a result of creek flows are documented in the attached trip reports (Appendix D). Throughout the Orange County watershed, site visits confirmed opportunities to stabilize the eroding or threatened banks restore the riparian habitat while controlling sediment transport and improving water quality, and balance the flow regime. If the local municipalities choose to request Federal involvement, there are several options, depending on their budget, desired timeframe and intended results. The most viable options include a specifically authorized watershed study or program, or an emergency streambank protection project (Section 14 of the Continuing Authorities Program), or pursing a Continuing Authorities Program study for Flood Risk Management or Aquatic Ecosystem Restoration (Section 205 and Section 206 of the Continuing Authorities Program, respectively). Limited Federal involvement could also be provided in the form of the Planning Assistance to States or Support for Others programs provide assistance and limited funds outside of traditional Corps authorities. A watershed study focusing on restoration of the Moodna Creek, Otter Creek, Ramapo River and their associated tributaries could address various problems using a systematic approach. -

Such decisions include strategies to minimize future Flood Resilience Education in the Hudson River Estuary: Needs Assessment and Program Evaluation flooding impacts while also properly responding to storm impacts to streams and adjacent and associated infrastructure. This project had three main components: 1) a flood education needs assessment of local municipal officials (2013), 2) an evaluation of a flood education program for highway personnel (2013), and 3) a survey of riparian landowners (2014). The riparian landowner needs assessment determined that the majority of riparian landowners in the region have experienced flooding, yet few are actually engaging in stream management to mitigate flood issues on their land. -

Freeze-Up Ice Jams
ICE JAM REFERENCE AND TROUBLE SPOTS Ice Jam Reference Ice jams cause localized flooding and can quickly cause serious problems in the NWS Albany Hydrologic Service Area (HSA). Rapid rises behind the jams can lead to temporary lakes and flooding of homes and roads along rivers. A sudden release of a jam can lead to flash flooding below with the addition of large pieces of ice in the wall of water which will damage or destroy most things in its path. Ice jams are of two forms: Freeze up and Break up. Freeze up jams usually occur early to mid winter during extremely cold weather. Break up jams usually occur mid to late winter with thaws. NWS Albany Freeze Up Jam Criteria: Three Consecutive Days with daily average temperatures <= 0°F NWS Albany Break Up Jam Criteria: 1) Ice around 1 foot thick or more? And 2) Daily Average Temperature forecast to be >= 42°F or more? Daily Average Temperature = (Tmax+Tmin)/2 Rainfall/snowmelt with a thaw will enhance the potential for break up jams as rising water helps to lift and break up the ice. HOW’S THE WATER? Hudson River Water Quality and Water Infrastructure The Hudson River Estuary is an engine of life for the coastal ecosystem, the source of drinking water for more than 100,000 people, home to the longest open water swim event in the world, and the central feature supporting the quality of life and $4.4 billion tourism economy for the region. This report focuses on one important aspect of protecting and improving Hudson River Estuary water quality – sewage-related contamination and water infrastructure. Untreated sewage puts drinking water and recreational users at risk. Water quality data presented here are based on analysis of more than 8,200 samples taken since 2008 from the Hudson River Estuary by Riverkeeper, CUNY Queens College, Columbia University’s Lamont- Doherty Earth Observatory; and from its tributaries by dozens of partner organizations and individual 21% community scientists. In a two-dimensional viewing, it is difficult to visualize the direction in which water naturally flows. A watershed map serves the purpose of identifying the direction in which all surface waters flow within a specific land area to a waterbody. Highpoints, such as ridges, mountains, and hills, form the typical dividing lines of watersheds and represent the point from which all water flows downward. Watersheds may be further divided into the smaller drainage areas, known as subwatersheds. Because municipal boundaries rarely follow watersheds, working in a watershed context requires communication and coordination between multiple municipalities. Maintaining healthy watersheds is important because they provide critical natural services that sustain and enrich our daily lives, such as plentiful and safe drinking water. -
