NOTIFICATION TO THE PARTIES

CONCERNING:

Periodic review of species included in the CITES Appendices

1. In Resolution Conf. 11.1 (Rev. CoP15) on Establishment of committees, the Conference of the Parties mandates the and Committees to undertake a periodic review of or species included in the CITES Appendices by inter alia establishing a schedule for reviewing the biological and trade status of these species.

2. In Resolution Conf. 14.8, on Periodic Review of the Appendices, in paragraph b), the Conference agrees that:

the Animals and Plants Committees shall establish a schedule for the Periodic Review of the Appendices and identify a list of taxa they propose to review during the next two intersessional periods between meetings of the Conference of the Parties (CoP). The list should be established at their first meeting after the meeting of the CoP that initiates the review period.

Fauna

3. The Animals Committee invites volunteers to complete the outstanding reviews of animal species selected for the period between the 13th and 15th meetings of the Conference of the Parties (2004-2010), as decided at the 22nd meeting of the Committee (Lima, July 2006) and those covered by Decision 13.93 (Rev. CoP15) (see Annex 1 to this Notification). Parties are requested to contact the Chair of that Committee if they can assist.

4. At its 25th meeting (Geneva, July 2011), the Animals Committee selected species for review between CoP15 and CoP17 (2010-2016). These species are listed in Annex 2 to this Notification. In accordance with paragraph e) of Resolution Conf. 14.8, range States of the taxa concerned are requested to comment to the Secretariat within 90 days of the date of this Notification on the need to review the taxa and to express their interest in undertaking the reviews (i.e. by 20 December 2011).

Flora

5. The Plants Committee invites volunteers to complete the outstanding reviews of plants species selected for the period between the 13th and 15th meetings of the Conference of the Parties (2004-2010), as decided at the 15th meeting of the Committee (Geneva, May 2005) (see Annex 3 to this Notification). Parties that can assist are requested to contact the Chair of the Committee’s intersessional Working Group on the Periodic Review, whose contact details are found in paragraph 10 of the present Notification.

6. At its 19th meeting (Geneva, April 2011), the Committee selected species for review between CoP15 and CoP17. The species selected are also included in Annex 3. In accordance with paragraph e) of Resolution Conf. 14.8, range States of the taxa concerned are requested to comment to the Secretariat within 90 days of the date of this Notification on the need to review the taxa and to express their interest in undertaking the reviews (i.e. by 20 December 2011).

7. Concerning species for which a periodic review report already exists, several range States have been invited to provide a status update report of the review to the Chair of the Plants Committee’s intersessional Working Group on the Periodic Review. These species are listed in Annex 4 to this Notification.

8. With regard to the assessment of trade in species of epiphytic cacti and the review of the listing of Cactaceae species listed in Appendix II (Decision 15.89), the Plants Committee invites range States to provide information about the conservation status and possible look-alike concerns of the taxa listed in Annex 5 to this Notification.

9. With regard to Euphorbia species [Decision 14.131 (Rev. CoP15)], the Plants Committee invites range States to consider the possibility of deleting certain taxa of Appendix-II succulent Euphorbia from Appendix II and requests information about the conservation status and possible look-alike concerns regarding these taxa. A list of the taxa concerned can be found in Annex 6 to this Notification.

10. Replies to paragraphs 5, 7, 8 and 9 of the present Notification should be sent the Chair of the Plants Committee’s intersessional Working Group on the Periodic Review by 31 December 2011 so that they may be considered at the 20th meeting of the Committee (Dublin, March 2012).
