• A total of one (1) bridge in Region I and eight (8) road sections in Regions III and V are still impassable due to various incidents (floodings, landslides, mudflows)

SEA MISHAPS - 12

Region IV-A (7) • On or about 5:00 AM, 26 July 2011, MV Henrik with 15 crew members on board, was swept away while at the vicinity waters of Balesin Island, Polilio Island • At 2:00 PM, 25 July 2011, two (2) Taksay and four (4) motorized banca went fishing at the vicinity waters of Jomalig, Balesin Island, Polilio and Patnanungan area. The names of the fishing boats are FB Kenrick and FB Kimberly. The 2 fishing boats (Taksay) together with the motorized banca were able to return to Perez, Quezon while the other 2 motorized bancas stayed at Patnanungan, Quezon and Balesin Island. FB Kenrick, the other motorized banca with 2 crews is still missing. The owner of the boat was trying to locate the missing boat at the nearby Barangays of Pamatdan and Bislian, Polilio where the boat was last seen

Region IV-B (2) • Fishing boats from Dalahican, City named NEA and NORMA with nine (9) fishermen on board capsized at Libtangin, Gasan, Marinduque and the fishermen were rescued alive

Region V (2) • PCG Action Center reported that MV Maria Concepcion with 17 officers and crew, skippered by Capt Jomer Nepomuceno and owned/operated by Harmony Express Transport Corporation, ran aground at the vicinity of Duran, , Camarines Sur due to strong winds and big waves. Said vessel, departed from the Port of on July 25, 2011 at 10:00 PM to take shelter at San Pascual, Burias Island, Masbate due to unfavourable weather condition in the area. All officers and crew are safe and in good physical condition • On or about 2:00 AM, 26 July 2011, FB Hope Christy, owned and operated by Raul Uy of Liabs, Roxas City, capsized off the waters between Sibuyan Island and Masbate with 32 crew on-board..

Region VI (1) • DRRMC IIoilo City reported that on or about 10:30 AM, 26 July 2011, a motorbanca named NENE LINDA 3, with 28 passengers on-board submerged while enroute from Buenavista, Guimaras to Parola Wharf, . As a result, 22 passengers suffered minor injuries while five (5) others were brought to Western Visayas State University Hospital

Region III (6)

4 • Flooding occurred in Brgys Esperanza, Culat, and Lual of Casiguran, Aurora caused by rainwater cascading from the Caraballo Mountain and the overflowing of the Dimasingal and Casalucan Rivers • Flooding in three (3) barangays in Dilasag, five (5) barangays in Marilao, five (5) barangays in Obando, four (4) barangays in City, and two (2) barangays in San Rafael, all in Bulacan

Region IV-A (4) • A total of 171 families / 904 persons were affected in five (5) barangays of Mulanay, Quezon due to flooding. They evacuated to Mulanay Session Hall and houses of friends/relatives • At 8:00 AM, 27 July 2011, five (5) barangays in San Francisco, Quezon namely 2, 1, Cawayan 2, Inabuan, and Silongin were affected by flooding (waist-deep high) • Flooding affected the rice fields of fifteen (15) barangays in Lopez, Quezon, namely: Tan-ag Ilaya, Tan-ag Ibaba, Pamampangin, Maguilayan, San Roque, Canda Ibaba, Canda Ilaya, dela Paz, Rizal Poblacion, Gomez, Magsaysay, Villa Hermosa, Panson, Manguisian, and del Pilar • Flooding also occurred in San Narciso, Quezon which affected three (3) barangays namely: Busok-busokan, Guinhalinan and Manlampong

Region V (2) • Floodings occurred in some Barangays of Daraga, Polangui, Ligao, Oas and Legaspi City, all in Albay; and , , Bato, Buhi, Pasacao, Pamplona, City and Naga City, all in Camarines Sur

Region VII (1) • Five (5) barangays in Larena, Siquijor namely: Sabang, Helen, South Poblacion, Cangbagsa, Taculing-Canlambo and Cangmalalag were flooded due to the overflowing of Sabang and Datag Rivers, drainaige, and small creeks which resulted in the collapse of underneath asphalt pavement of Damascus Municipal Road and damages of the Provincial Agricultural Office, rice fields and piggery

NCR (1) • Five (5) barangays in namely Tangos, Daang Hari, San Jose, Sipac Almacen and Tanza while three (3) barangays in namely Catmon, Hulo and Longos are flooded as of 1:30 PM, 27 July 2011, with floodwaters ranging from 8 inches to 24 inches

Collapsed Mining Site - 1

Region V • A mining tunnel collapsed on the late afternoon of July 26, 2011 in Brgy. Benit, Labo, Camarines Norte, affecting two (2) miners. One (1) was killed and the other survived

Region IV-A

5 • A family living in a shanty on an open field in Carmona, Cavite was struck by lightning, affecting four (4) persons. Two of the victims were brought to the nearest hospital while the other two (2) died on the spot

LANDSLIDES - 9

Region CAR (1) • Two (2) PNP personnel were hit by a landslide while they were attempting to assist DENR staff that were stuck in the mud on the side of the road

Region IV-A (1) • Landslides occurred in Sitio Caginsa, Brgy. Casay, San Francisco, Quezon. Road was rendered impassable

Region V (7) • Landslides occurred in the municipalities of ; ; Labawan, Buhi; and Camangahan, Balatan, all in Camarines Sur; Brgy Darao, , Catanduanes; Gabon, Polangui, Albay; and Brgy. Santa Rosa Norte, Jose Panganiban, Camarines Norte

II. EMERGENCY MANAGEMENT

NDRRMC • NDRRMC OPCEN disseminated NDRRMC Advisories on Severe Weather Bulletins ; Gale Warnings; and General Flood Bulletins to all regions affected through SMS and facsimile, uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants • NDRRMC conducted an emergency meeting this morning, 27 July 2011 attended by the member agencies to assess the extent of agencies’ preparedness and responses relative to TS Juaning. DOST-PAGASA presented the situationer on Tropical Storm Juaning (chronology, forecast position and track) while the member agencies presented their preparedness and responses

Department of Social Welfare and Development (DSWD) • The Disaster Response Operations Monitoring and Information Center (DROMIC) has been closely coordinating with DSWD–Field Offices (FOs) concerned for significant reports caused by this weather disturbance • The estimated cost of assistance provided in Regions I and V from the combined resources of LGUs and DSWD is PhP9,404,144.06 • Pre-positioned PhP59.77 Million in all DSWD-FOs along the typhoon path: PhP2.5M standby funds and PhP57.269M worth of relief supplies to wit:

• DSWD Field Offices (FOs) are continuously coordinating with local DRRMCs from the regional down to the local level for necessary response/intervention • DSWD I alerted their SWAD teams and pre-positioned 1,000 family packs to the provinces of Ilocos Norte, Ilocos Sur and Pangasinan, activated QUART to monitor adverse effects brought about by TS “Juaning”, and implemented cash-for-work program in flood-prone areas (canal/river de-clogging) as flood mitigation activity • DSWD II Field Office pre-positioned food and non-food items in the 65 evacuation centers in the region readily available for augmentation support. SWAD teams of Nueva Vizcaya and Quirino started their duty since 26 July to monitor possible effects of TS juaning. Stockpiled sufficient amount of food

packs and used clothings for augmentation to affected LGUs • DSWD IV-A Field Office have been continuously monitoring the five (5) provinces of the region for the number of municipalities/cities affected. Stockpile of their supplies is currently lodged at the SWAD Offices of the 5 provinces for immediate provision of relief assistance to the affected families • DSWD V extended food and non-food items worth PhP9,217,908.00 in the following provinces: Catanduanes PhP 337,500.00 Camarines Sur 1,748,328.00 Albay 6,750,000.00 Sorsogon 382,079.89

• DSWD CAR pre-positioned relief goods (family packs) in the different provinces, pre-positioned 2,000 family packs in the regional office, placed on stand-by Quick Response Funds (QRF) worth PHP300,000.00, and activated their local QUART and SWAD teams

Department of Health (DOH) • DOH-HEMS sent alert Memo to all CHDs; activated Code White Alert and prepositioned assorted drugs and medicines for CHD V • CHDs in Regions I, III, IV-A, IV-B, V, VI, VIII and CAR prepositioned assorted medicines and supplies in all provinces, placed on standby their medical response teams and activated their respective HEMS Operations Centers • CHD V augmented assorted drugs and medicines worth PhP50,000 in the provinces of Albay and Catanduanes, mobilized teams to be on standby and activated CHDs’OPCENs in the affected provinces • CHD I organized medical response and health assessment teams composed of doctors and nurses and allied health professionals at the regional and

7 provincial offices; and established direct coordination with health clusters of four (4) PDRRMCs and three (3) DOH-Retained Hospitals (ITRMC San Fernando City, La Union, RIMC- City, Pangasinan and MMMH- MC City, Ilocos Norte)

Department of Agriculture (DA) • DA I activated its Regional Command Center and continuously monitor any possible effects on agricultural sector

Department of Public Works and Highways (DPWH) • DPWH Central Office , thru the Bureau of Maintenance, instructed all Regional Offices in the affected areas to activate their Disaster Response Team to monitor the status of national road network within their jurisdiction • DPWH I activated its District Disaster Action Teams and operations center, monitor status of road conditions, placed its maintenance crew on standby , and pre-positioned heavy equipment in major roads • DPWH V deployed two (2) trucks with personnel; conducted clearing operations on affected roads; provided one (1) state truck to assist in the transportation of relief items to PDRRMC Camarines Sur and monitored the status of roads • DPWH CAR pre-positioned its heavy equipment and manpower in major roads Bureau of Fire Protection (BFP) • All BFP operating units in all affected provinces are on heightened alert status, and always ready to respond to emergencies and other eventualities

PAGASA • 26 July 2011, 11:00 PM: Issued a weather scenario of Tropical Storm “Juaning” and recommended the suspension of classes on 27 July 2011 at all levels including the Tertiary Level in Metro • Hydrometereology Division of PAGASA issued Flood Bulletin for MAGAT RIVER on 8:00 AM, 28 July 2011, stating that there will be slight increase in the water levels along the Magat River and Cagayan River. Likewise, advised the people living along the Magat Dam and the Local DRRMCs concerned to be alert for possible increase in the water level downstreams

Department of Education (DepEd) • Suspended classes in various levels on 26 July 2011 in view of Public Storm Warning Signals hoisted in NCR, Region I, II, III, IV-A, V, and CAR • Suspended classes in various levels on 27 July 2011 in NCR, Region I, II, III, IV-A, IV-B, V, and CAR (automatic suspension/PAGASA Bulletin issued/declaration of local authorities/as per respective DepEd Regional Directors/) • Issued suspension of classes on 28 July 2011 in the following areas: ‹ NCR: ˗ All classes in Pre-School, Elementary, and High School (public and private) will resume today except for the Pre- School to Grade 2 in Tonsuya Elementary School in Malabon since school ground is still underwater (per DepEd OIC-ARD Jose Rizalino Rosales)

Philippine Coast Guard (PCG) • PCG Unit Commanders in various ports are still closely monitoring and rendering assistance in coordination with local port authorities and shipping companies to ensure the security and safety of stranded passengers and vessels and Implemented Memorandum Circular No 01-09 re Guidelines on the Movements of Vessels during Inclement Weather) are as follows: ‹ PSWS No.1: Vessels of 1,000 gross tons or below shall not sail, except to take shelter, when the PSWS No.1 is hoisted within its point of origin or route or point of destination. ‹ PSWS No. 2: Vessels of any tonnage shall not sail except to take shelter when PSWS No. 2 or higher is hoisted within its point of origin, route or point of destination ‹ On the other hand, movement of vessels above 1,000 gross tons is left to the discretion and responsibility of the ship owner and master when PSWS No 1 is hoisted within its point of origin or route or point of destination

9 • PCG I alerted its WASAR teams in all CG Stations and equipped them with rubber boats with OBM for possible resource mobilization and mobilized the following assets to wit: ‹ Ilocos Norte & Ilocos Sur- three (3) rubber boats with WASAR teams, ‹ La Union - one (1) M35 truck and one (1) rubber boat ‹ Pangasinan - three (3) WASAR teams, three (3) rubber boats, one (1) medical team, and one (1) M35 truck; and • Deployed two (2) WASAR teams with rubber boats, one (1) medical team, and one (1) M35 truck to Sual Coast Guard Detachment • CG IV –A directed TB Habagat to depart from her present station in Santa Clara Pier, en route to the vicinity waters between Masbate and Sibuyan Island to conduct SAR operations. AE-891 will immediately depart to join TB Habagat as soon as it is refuelled • PCG V monitored status of stranded passengers; conducted SAR operations for the missing fishermen in Catanduanes; placed its assets on standby ready for deployment; maintains coordination with PDRRMCs/ MDRRMCs; directed the CG Detachments of Calumpang and to conduct SAR operations for the remaining 19 crew if weather and sea conditions permit; and still conducting SAR operations on the reported missing fishermen in Baras, Catanduanes • PCG’s SAR operations for FB HOPE CRISTIE is ongoing utilizing three (3) Coast guard vessels, one (1) fixed wing aircraft and one (1) PCG helicopter. As of 9:00 AM, 28 July 2011, thirteen (13) survivors were rescued and were safely brought to the Municipal Hospital of , Masbate for medical treatment • CGD Western Visayas conducted investigation and disclosed that FB HOPE CRISTIE was denied clearance by CGD Libas in Roxas City due to expired safety documents. However, said FB secretly departed from Libas fishport without the knowledge of Detachment Commander

Philippine National Police (PNP) • Activated its PNP Sub-Committee on Disaster Management (PNP SCDM) and National Disaster Operation Center (NDOC) to monitor and coordinate with affected Regional Offices; directed its ground units to take precautionary measures to address the possible landslides and flashfloods; alerted its search and rescue (SAR) personnel for possible deployment; • PNP I placed all its police stations on alert status and emergency rescue equipment on standby and deployed police manpower teams to Ilocos Norte, Ilocos Sur, and La Union. Likewise, 12 rubber boats with police SAR teams and two (2) motor boats were deployed to Pangasinan • Provincial Police Offices of Pangasinan, La Union, Ilocos Sur, and Ilocos Norte activated their emergency response teams with rubber boats • RDO 5 directed the Provincial Directors of the six (6) Provincial Offices and the Director of Naga City Police to monitor and take precautionary measures against possible flashfloods and landslides ; alert their respective search and rescue teams for possible deployment; and coordinate with the media for immediate dissemination of the prevailing situation to the public of any significant incidents in their areas of responsibility • Albay Police Provincial Office closed the traffic along Maharlika Highway, specifically at Brgy. Balangibang, Polangui, Brgy. Culiat and Bongalong, Daraga. Nagasgasan and Busak Bridge, Oas due to fallen trees and strong

10 current respectively; deployed rescue teams from PRO5 and Albay PPO to Brgy. Cabangan, Legazpi City and Brgy. Nasisi, Ligao City. • PNP 5 personnel from police stations are manning the flooded areas to ensure safe passage of commuters and “No Travel” to areas declared unsafe by PDRRMC Albay • PNP CAR is on alert status and assisting OCD CAR in the dissemination of weather advisories at the local level through their radio communications system

Department of Interior and Local Government (DILG) • DILG I directed the local LGUs to implement pre-emptive evacuation of residents in high risk areas if situation warrants

Armed Forces of the Philippine (AFP) • AFPCC placed the different DRTUs of NCRCOM, NOLCOM, and SOLCOM on standby alert • NFNL implemented “OPLAN DAGLI”, a tool in mobilizing AFP resources during disaster response • NFSL alerted all DRTs to include floating assets; dispatched 1 team to Polangui, Albay (on standby at Albay Provincial City Emergency Management Office due to bad weather) • TOG5, PAF dispatched 1 SAR Team composed of 4 505 th SRS and 3 TOG5 personnel and SAR equipment are placed on standby alert for possible deployment and disaster operations in the area of responsibility; CG, TOG, 2Lt Bernardo and Lt. Del Pilar coordinated with OCD 5 OpCen, NRDRRMC Member Agencies, and APSEMO re: Monitoring of TS “Juaning”; 1 SAR Team with 4 505 th SRS and 3 TOG5 Personnel conducted disaster operations at Legazpi using M35 Truck of 5FSSU, PA; another SAR Team with 7 TOG5 transported approximately 10 families from Brgy. Bañag, Daraga, Albay who were ferried to Daraga Albay Evacuation Center • 9ID, PA disposed 11 M35 Trucks with Personnel in Naga City (1), Nabua, Camarines Sur (2), and H9ID (8) for pre-emptive evacuation, disaster rescue, and to be on standby and dispatched 7 M35 • 901 DRTG dispatched 2 M35 Trucks and 2 KM250 in Albay PDRRMC; Polangui, Albay; and Ligao City, Albay for disaster rescue operations • 902 DRTG dispatched 4 M35 Trucks in Labo, Bula and Nabua, all in Camarines Norte for pre-emptive evacuation and disaster rescue operations • 903 DRTG dispatched 2 M35 trucks and 9 KM450 in H903Bde Brgy. Old Poblacion, Castilla, Sorsogon and H49IB, Brgy. Rangas, Juban, Sorsogon for pre-emptive evacuation • Philippine Navy deployed two (2) disaster response teams with rubber boats and one (1) M35 truck to Bonuan PN Detachment and deployed one (1) team with 41 personnel to Ilocos Sur, one (1) team with 42 personnel to Ilocos Norte, one (1) DRT with rubber boat, and one (1) M35 truck in Ilocos Sur and Ilocos Norte, one (1) rubber boat and four (4) M35 trucks in La Union, and two (2) DRTs and two (2) rubber boats in Pangasinan

Philippine Red Cross (PRC) • PRC NHQ is closely coordinating with PAGASA for weather updates and regularly providing updated weather advisories to all their Red Cross Chapters nationwide via Power Text; directed all Red Cross Chapters to

11 closely monitor the situation and undertake precautionary measures in their respective areas of responsibility; coordinated with LGUs/PDRRMCs for appropriate actions/preparations in response to the typhoon while continuously monitoring the situation for any untoward incidents; activated 143 Volunteers for immediate deployment; prepositioned rubber boats in Batangas, Laguna, Isabela, Valenzuela, Pampanga, Nueva Ecija, Pangasinan, La Union, Isabela, Zambales, and NHQ, aluminum boat in Tarlac and amphibious vehicle in NHQ as well as Rescue Trucks in NHQ and • Camarines Sur Chapter Response Team together with LGU and AFP assisted families during evacuation

REGIONAL PREPAREDNESS AND RESPONSE

NCR • OCD NCR prepared and disseminated Severe Weather Bulletins and Gale Warning Advisories to the Metro Manila DRRMCs and other National Offices in Metro Manila thru SMS and facsimile transmission for information, appropriate action and widest dissemination • Task Force NCR was activated effective 0800H, 26 July 2011 to monitor the effects of TS “Juaning” in NCR • The MMDA Bayanihan Flood Alliance Zone groups were activated as of 8:00 AM 25 July 2011 • MDRRMCs are on heightened alert and MMDRRMC member agency representatives reported for duty at the MMDA Operations Center • PCG-NCR Auxillary Rescue Team assisted in the retrieval operations of the body of the victim who was drowned at the Habitat Creek in Brgy Talon, Las Pinas City • MMDA prepositioned three (3) rescue boats in the following areas of Quezon City, one each in Commonwealth Avenue, Brgy Tatalon and Brgy Talayan. Other rescue assets are on standby alert at the MMDA OpCen

CAR • CAR-DRRDMC OPCEN is on alert status and is continuously monitoring and coordinating with PAGASA Radar Station at Sto. Tomas, City and other weather websites ; prepositioned its communication equipment specifically the Thuraya Emergency Telecommunication Kits; and the CAR Regional Council members are on alert status for any possible effects • PDRRMC Ifugao and MDRRMC Aguinaldo emergency responders are on stand-by; SAR and recovery teams were mobilized to undertake retrieval operations of the two (2) policemen buried by the mudslide in Nailagan, Aguinaldo, Ifugao

Region I • OCDRC I OpCen is activated to ensure timely dissemination of weather/flood advisories to all concerned local DRRMCs, PDRRMC member agencies, tri-media thru facsimile, SMS and Association of Fishermen, pre- positioned the Thuraya emergency telecommunication equipment, and rescue assets in four (4) provinces to augment the emergency resources of the LGUs

12 • OCD I coordinated with DILG R1 to issue memorandum to LGUs to implement pre-emptive evacuation and orchestrated the prepositioning of assets in four provinces to augment the emergency resources of the LCEs; and attended the emergency meeting in La Union PDRRMC • PDRRMCs Pangasinan, La Union, Ilocos Norte and Ilocos Sur activated their respective CDRRMCs, MDRRMCs and BDRRMCs; continuously disseminate warning advisories to communities and local radio stations; and placed their respective emergency response equipment and rescue teams on standby for response mobilization • Pre-positioned assets in Pangasinan Province to augment possible emergency response operations • Alerted all the other rescue groups from the AFP, PNP, and PRC • Implemented the prevention of fisher folks from venturing out to sea given the storm threat

Region II • OCDRC2 Operation Center disseminated latest Weather Bulletins to all local agencies, informed RDRRMC2 Vice-Chairperson for preparedness and response and alerted all LGUs, local media, radio stations and individuals thru SMS and facsimile ; coordinated with the Local DRRMCs of PDRRMCs Batanes, Cagayan, Quirino, Isabela and Nueva Vizcaya to monitor the situation and preparedness activities in their respective AOR including pre-emptive evacuation if necessary ; alerted rescue groups from PNP, BFP, PA, PN and PCG for possible search, rescue and evacuation operations ; briefed BOMBO Radyo on the preparedness activities in the region ; alerted PDRRMCs for possible occurrence of any emergencies specifically in the provinces of Quirino and Nueva Vizcaya and rescue groups for possible SAR and evacuation operations in their respective AORs • LGU Quirino evacuated 80 transient families (carnival operators) to the Aglipay Municipal Hall • LGUs Cauayan City and Santiago City are closely monitoring the water of the upper main Cagayan River and its tributaries; • Rescue 922 members of Cauayan and Rescue 206 of Santiago were deployed to areas that are threatened by flooding for possible pre-emptive evacuation

Region III • OCDRC III disseminated domestic bulletin and flood advisories to concerned RDRRMC 3 member agencies, local DRRMCs, and broadcast media for widest information dissemination ; coordinated with PDRRMCs of Nueva Ecija, Tarlac, Bataan, Zambales, Pampanga and Bulacan to activate their respective operations centers; Flood Forecasting and Warning System for Dam Operations (PAGASA Pampanga) for any dam discharge; and 7ID Police Regional Office 3-Regional Public Safety to pre-position their personnel and rescue assets and be ready for deployment ; and alerted AFP Provincial Disaster Response Unit, Subic Bay Metropolitan Authority and Olongapo City Rescue Team to pre-position personnel and rescue equipment in flood-prone areas • PDRRMC Nueva Ecija convened the council yesterday to prepare for the passage of TS Juaning in their province

13 • PDRRMC Aurora pre-positioned military contingent from 48IB headed by Lt COL Kurt Decapia in Northern Aurora for possible evacuation operation and evacuated affected families in Casiguran, Aurora to the Esperanza Barangay Hall • LGUs in Region III pre-positioned relief goods and rescue teams in their respective areas of responsibility • PDRRMCs Tarlac and Bulacan suspended all government offices except those offices having disaster related services

Region IV-A • OCD IV-A closely monitors the situation in coordination with LDRRMCs concerned and disseminates NDRRMC advisories to concerned PDRRMCs and MDRRMCs • RDRRMC Member-Agencies PNP PRO IV-A, SOLCOM, PCG, BFP, DILG IV-A, DOST IV-A, DSWD IV-A, DOHIV-A, DPWH IV-A, DepEd IV-A, NTC IV- A, PPA, PIA and LDRRMCs are closely monitoring the situation in the region • PDRRMCs Batangas, Cavite, Laguna, Quezon, and Rizal; and CDRRMCs activated their Operations Centers and pre-positioned their rescue teams and equipment • PDRRMC Quezon activated all MDRRMCs specifically the coastal areas and northern part • PDRRMC Quezon conducted search and rescue of the 5 pupils in Lucena City • PNP, CSWDO, CENRO and Traffic Management Officer are on standby at CDRRMO • MDRRMC Mulanay conducted forced evacuation of 171 families/904 persons in 5 barangays affected by flooding • MDRRMC Infanta convened on 27 July 2011 presided by the Chairperson to ensure that appropriate actions in preparations of Typhoon Juaning. During the meeting, the Mayor of Infanta ordered PNP, DFP and PA to monitor critical areas of riverine barangays such as Ilog, Pinaglapatan, and Catambungan; flood and landslide prone coastal barangays; high risk areas in storm surge; and upland communities. Placed on standby 1 rubber boat, 1 wooden boat and 4 dump trucks ready for deployment • Laguna Provincial Health Officer, PSWDO, PDRRMO and trained rescuer/volunteers are on standby alert • PDRRMC Cavite alerted all local DRRMCs to conduct continuous monitoring flood prone areas in their respective areas of responsibility • P/C/MDRRMCs alerted and activated their DRRMC committees such as Emergency Engineering, Communications and Warning, Relief, Health Services • MDRRMC Angono, Rizal with Health Staff of Angono General Services Office sent rescue group to assess the situation and affected families and coordinated with the DPWH District 1 for possible relocation of the affected families/informal settlers to safer areas

Region IV-B • OCD IV-B coordinated with PNP MIMAROPA and PCG District Southern Tagalog on the status of vehicular traffic and vessels operations; continuously disseminates weather bulletin to the PDRRMCs’ member agencies, LGUs, local radio stations through facsimile and SMS; coordinated

14 with PRO MIMAROPA re rescued fishermen in Mogpog and Gasan, Marinduque; and issued a directive to concerned police stations to assist in the SAR operations for other possible survivors

Region V • OCDRC V continuously disseminate TS “Juaning” bulletins, gale warnings and flood advisories to all RDRRMC Member Agencies, Action Officers, PDRRMCs, LGUs, and local media to effectively ensure public safety; alerted disaster response units/teams for possible deployment if need arises; coordinated with 901 st BDE, PA TOG5-PAF, NAVFORSOL re the request of Hon for the availability of M35 trucks with personnel and equipment to be on standby at PDRRMO Albay; relayed various requests for assistance from the LGUs for immediate actions of concerned agencies; and conducted emergency meeting at OCD-RDRRMC Conference Room with RDRRMC 5 member agencies • RDRRMC 5 coordinated with the DSWD regarding items that are to be distributed to the affected Bicol provinces, an requested for the assistance of the DPWH and the Philippine Army in transporting relief items to Camarines Sur • PDRRMC-Albay issued Advisory 2 for disaster avoidance which states that all DRRMCs are hereby advised to closely monitor river systems and prevent residents from crossing swollen rivers and artificial pools of water and amended Advisory to maintain suspension of all classes from kinder, elementary, secondary, post-secondary classes in all areas both public and private, conducted • PDRRMC-Catanduanes issued a no sailing policy and disseminated the same to all coastal Barangays and municipalities in their AOR and conducted local search and rescue operation for the three (3) missing fishermen • Albay Emergency Response Unit (ERU ) responded to Brgy. Cabangan Rescue Operations and transported (1) pregnant woman to hospital • The Sangguniang Panlalawigan of Catanduanes and Camarines Sur declared said provinces under a State of Calamity

Region VII • MDRRMC Larena in coordination with affected BDRRMCs immediately conducted damage assessment in five (5) affected barangays and dispatched the Engineering team for clearing of debris

Region VIII • Members of Lawaan, Eastern Samar Rescue Team conducted search and rescue operations for the six (6) missing fishermen • LGU-Lawaan, through Mayor Candida Gabornes, coordinated with the LGU- Guiuan, Eastern Samar and the Pacific LGUs of Southern Leyte to help in the SAR operations of the said missing fishermen • RDRRMC-VIII OpCen coordinated with PCG for possible SAR operations of the said missing fishermen
